ABERDOUR COMMUNITY COUNCIL
(DRAFT) Minute of Meeting 23 Aug 2006
Present:- Willie Dryburgh chairing, Pauleen Norman, Angela Barr, Steph Macdonald, Terry Short, Jane Halleran, John Bridges, Sally Dyer, Andy Carnduff, Cllr Edwards and 3 members of the Public.
Minutes of the meeting of 18th July 06 were approved.
Police report by PC Davies of 64 telephone calls received suggesting 11 possible crimes including vandalism, theft of washing, drinking in public, traffic offences. Police have an active campaign to discourage under-age drinking and will run a "Blue light disco" in late September in Dalgety Bay. Police support was requested and assured in local effort to provide beneficial sporting youth activity. Cllr RE advised that some Locality funds might be available for local initiatives. PN to pursue. Heavy commercial traffic continues to speed through village. TS agreed to speak to Grant Construction at Collinswell. In response to a question from a member of the public as to the correct action to be taken if possible criminal behaviour were observed:- the public are requested always to telephone the police on 318900 and report suspicious events.
Councilors' Reports:- Roads: White Lodge crossroads obstruction to visibility was confirmed as not an FC responsibility; neither was the landowner prepared to act but he would be supportive of others taking action to cut away the offending scrub. WD agreed to act. FC were asked also to improve the cutting back of vegetation at the eastern entrance to Aberdour. Cllr R Edwards agreed to pursue. The decrepit wall at the Western entrance was also discussed and SD agreed to speak with the adjacent landowners. A repeat call was made for introduction of 40mph limit at White Lodge but this was not taken forward, as unlikely to be enforceable. A letter of proposal was discussed to re-introduce time restriction on parking outside the baker's shop, to improve the convenience for customers and the disadvantage this might cause to local residents. WD agreed to consult with the adjacent businesses and residents. Many pavements in Aberdour are in poor condition. Site meeting with FC required. TS to arrange.
Cullaloe Nature Reserve. Mrs Leslie Gordon and Mrs Susan Lister (until next week, Henderson) were co-opted to the ACC as representatives of the Community to act in matters relating to the newly- uprated Local Nature Reserve.
Village in Bloom Aberdour has again won the West Fife competition but came only 2nd in the Fifewide medium village class. In the Coastal Town competition, useful lessons were learnt but we did not make the final. ACC congratulated the many active residents who has worked hard to achieve the ever-increasing standard, particularly P Norman, J Dryburgh, T&N Rice, J&S Murray, G Chadwick; and Trevor in the Station; Easter Aberdour was this year particularly fine. It was noted that the cost of the effort was increasing and additional funds were still needed. It was agreed that the village generally benefits from active participation in these competitions as FC make a significant and welcome effort to keep their public property looking well and everyone enjoys the pleasant appearance. FC have committed to improving the planting on the Ballast Bank next the Black sands. The effort should be maintained.
The Festival again had been enjoyed but regrettably had run at an overall loss. That committee urgently seeks new members.
Planning application has been submitted for the Shore Road Playpark equipment, but further amendment in keeping with the comments raised by residents is expected. All correspondence has been recognized and views taken into account. A recent accident to a child on the existing roundabout had resulted in demand for urgent action to remove the unit. There has been no further advice from FC regarding the proposal for housing beyond the west boundary of the village. The Muir Dean coal extraction proposal has been rejected by FC
JH reported that she attended a workshop on the "Community Health Partnership" on health provision and she would continue to monitor. The Inverkeithing Medical Practice has achieved formal recognition under ISO codes; ACC agreed to invite the practice manager to report to us as to the public benefit in this. JH to act.
Neighbourhood Watch reported the launch of fundraising for Mercy Ships through the Local Channel and St Fillans church.
Correspondence was reviewed and distributed.
The August Village News is in preparation. As the editor is about to marry, ACC agreed to fund a token of appreciation in £50, and wish Susan every happiness.
TS and AC will attend a seminar for Community Councillors 2 Sept06.
A member of the public drew attention to the poor representation of Aberdour by the Fife Tourist Information Centre. A volunteer is sought to join the CC to represent the local business community, including tourism, retail and hospitality. All to act.
Cllr Edwards recommended that ACC should respond to the intended public consultation on wind power generation. The landscape designation of AGLV is to be changed; will this reduce the protection? AL to act. Design work for FC, and liaison with the community group, on the replacement café at Silver Sands continues; while environmental improvement at the Fairy Dell will commence at end August.
No one was prepared to volunteer for service on the Children's Panel
