PLAN: Parish Plan Report SUMMARY 8/10/08
Workshop Event Wednesday 8th October 2008 Introduction In order to build upon the enthusiasm shown by the Community for the Parish Plan Process at the very well attended meeting of parish residents held in September. An invitation to a Workshop Session was issued to all those willing to participate further and extended to community organisations, the school, identified parish businesses and the wider community via the Parish notice board and announced on Radio Devon. All were directed to the parish website www.thelocalchannel.co.uk/BridgeruleParishCouncil/page745398.aspx where background additional information and 20 ideas to think about while "Planning" for Bridgerule from a parishioner is to be found . Vital Statistics More than 60 residents being about 10% of the population of Bridgerule took part in the residents meeting and agreed to give their endorsement to start work on a Parish Plan for Bridgerule. The Parish Council have secured funding from Defra and Devon County Council and is the fund holder. The Parish Clerk will be available throughout the process. The 40 members of the community who came to this Workshop carried forward this momentum. To date the volunteers for the Steering Group are: Steve South, John McDougall (Neighbourhood Watch), A J Rowland, Les Slade Mrs Linda Snowden, Barry Marshall, Michael and Alison Timms, Sheila Cholwill (Revel Committee and Parish Hall), Cindy Neep (Bridgerule School Governors and Revel Committee), Beverley Harvey ( PCSO 30103) Liz Rowe (Holsworthy Area Children's Centre), Cliff Seymour-Smith and Councillors Ken James, John Stoneman, Greg Cooper, Gary Abbott (Parish Hall Chairman) John Watkins and Ken Chilton. Welcome and introductions Councillor Stoneman began the session by introducing Cllr Julian Elson from St Juliot Parish Council who are currently working upon their Parish Plan. Introductions took place round the room. It emerged that many of those present held a number of "hats" by belonging to a number of interest groups and/or clubs with many being actively involved in two or more roles. Julian presented the "What, Who, How, Why" of Parish Plans
What?. A parish plan is for your community, listing what is good and bad about your parish, what the community wants and needs. Who? The community produces the plan, aiming to involve everyone in the two parishes. How? By involving the community, reaching as many people as possible, young to old, the outspoken and the quiet. Inclusion is the key. Why? A parish plan has a lot of power, because it reflects the views of a large proportion of the people in the parish, it is listened to by the District and County Councils, grant providers and many other bodies. It is a tool for helping to achieve real and positive change. - Without it many doors are firmly closed and locked in terms of grants.
- It focuses on what needs to be done in an area.

Affordable Homes -essential to enable young people to stay within the community they grew up in and keep the village "alive". - Facilities for Young people/Youth Club - Pre-school - School
- New Village Hall -which meets all new legislation.
- Enhance the look of the Parish, many buildings need a face lift - getting involved in Britain in Bloom - make residents proud of the Parish
Keep the Post Office alive and improve parking.
Other ideas on the "Wish List" included - To look after young and old alike to meet their needs and wants.
- Transport links - services to hospitals and services for those without their own transport
- Village Cleaner - tidy village etc.
- Playground
- Traffic calming
- Enhancing the Village Green, making it a focal point for residents and visitors
- Cycleway
- Improved pavements/pathways for walkers, young, old, with dogs, children
- Bring back Community events
- Enhancing the Broadband / mobile phone service
Getting school teachers involved thereby informing the children and finding out what they want
"Summary"
Community Facilities, Transport and IT emerged as issues of particular importance in the minds of those present. Other issues highlighted related to: Education, Environment, Children &Young people, Communications and Housing. Another facilitated Workshop Session to be held on 12th November at 7.30 p.m. at Bridgerule Parish Hall. To Focus on - Bridgerule - A celebration of the Past, the Present and the Future.

- What does a good Questionnaire look like?
- How will we make the questions selected belong to Bridgerule?
It was suggested the Bridge Inn be asked if space for a display board could be found on their premises. A start could also be made gathering views via Ideas Boxes. Councillor Ken James in closing the session thanked all who had taken part and looked forward to the next session. Julian, Linda and Amber were thanked. Maureen Fenner who is to take over from Linda as Parish Clerk was introduced. Linda Packer was asked to continue to work on the Parish Plan for Bridgerule and to make the arrangements for the next session.
