1. A meeting of the Parish Council took place on Wednesday 17th July 2006 at 8.00 p.m. in Bridgerule Parish Hall.
2. Present: Councillors G. Abbott (Chairman), K James (Vice-chairman) G Bowler, J. Giles, A Beat, P Dymond and J Stoneman. Mrs L Packer Clerk and RFO. Apologies: R. Yendell, M Lucas,
3. Adoption of the minutes The Minutes of the meeting held on 7th June 2006 having been circulated prior to the meeting were adopted and signed as a true record with amendment at item 6 to consideration of an entrance to the southern boundary from the under-road.
4. Parish Hall Progress to date was reported upon, Drew construction had decided not to take on the Project but another developer Pearce Construction had express an interest and the Chairman and Vice-Chairman will continue negotiation.
5. Southfield Open Space
The transfer of Title to the Land for the amenity area and as an Open Space had been completed and the Contribution of £4,000 received and banked less Legal Fees. Before completion the Developer had levelled the site with a digger and done the work to provide hand-rails on the pedestrian bridge and while not entirely in accordance with the original agreement it had been accepted that the cost of pursuing further would not have been an efficient use of resources. There is some clearing up work left to be done. The Chairman and Vice-Chairman agreed to organise a volunteer party and all the Councillors present expressed a willingness to participate. The Chairman and Vice-Chairman will also evaluate the need to re-seed with grass.
Access to the Southfield Open Space and the long-standing proposals for a new entrance from under-road into the southern boundary and the provision of some small robust play equipment for younger children was raised and discussed. It was resolved to incur expenditure to install a lockable post at the entrance, investigate and draw up a scheme for suitable play equipment, as a play item and some funds for this purpose are on offer to the parish which may be used to release other funds and create the new entrance onto the under-road. Councillor Stoneman requested the minutes record his concerns over the need to make the area safe.

7. Planning i. Applications for consideration to date
1/1342/2006/FUL Erection of rear conservatory and front porch, 40 Southfields Recommended Approval 1/1403/2006/FUL Demolition of existing flat roof extension and garqage. Erection of extension to existing bungalow incorporating new garage and first floor accommodation Jewels Cross Bungalow. Approval recommended. 1/0830/2006/FUL 3 no. low cost affordable homes. Plot 26 Littlebridge. The Parish would like to see this area kept as an open space within the development as a green area. There have been complaints within the community that current allocation of "affordable homes" is currently being rented out at full market value rental and is not contributing to providing low cost homes in the locality. There are also problems with flooding which have not been resolved and this plan makes matters worse. 1/1138/2006/FUL Mixed use building for the stabling of horses and agriculture. Sporadic development. Inappropriate additional structure in open countryside creating increased traffic therefore refusal is recommended.

iii. General matters relating to planning. The Vice-Chairman introduced some preliminary revised plans for the Littlebridge Farm /Eastcott development. These were generally received favourably again provided there will be some demonstration that the development has homes ring fenced for Bridgerule people in order to be truly "local" via either a Parish Affordable Housing Trust or as part of the Holsworthy Housing Trust conditional upon control being transferred to the Parish or Holsworthy Housing Trust. and Community planning gain through a s.106 contribution to the Parish of at least £50,000 for the New Village Hall.
8. Highways: The road from Burough Cross is being closed for maintenance.
9. Finance: It was agreed to pay : i. Ken Abraham Internal Audit £116.00 Cheque No. 310 ii. Councillor Stoneman re-imbursement for Litter picks £17.48 Cheque No. 311
10. Questions from Councillors, notice of Parish events, items for inclusion on future agenda, and exchanges of information relevant to the Parish. Requirements to meet Quality Status were raised and as the Council fulfils most of the criteria the Clerk offered to produce a draft newsletter for the next meeting. It was reported the Bus Shelter has been cleaned, and Councillor Stoneman was thanked very much for his work on this and collecting litter in the village.
11. Questions regarding the Back Lane from parishioners were addressed.
