BRIDGERULE PARISH COUNCIL 1. A meeting of the Parrish Council took place on Wednesday 26March 2008 at 8.00pm in Bridgerule Parish Hall. 2. Present Chairman Councillor Ken James, Councillors John Watkins, Gary Abbott, James Giles, Gregory Cooper, Kenneth Chilton, John Stoneman Acting Clerk, Member of the Public - Mr Mc Dougal (Neighbourhood Watch) 3. Apologies:- were accepted from Councillors Kelvin Davy, John Kershaw and Mrs L Packer Clerk and RFO (sick). 4. Adoption of the minutes:- the Minutes of the meeting held on 27th February 2008 having been circulated prior to the meeting were adopted and a motion made that they be signed at the next meeting of 30th April 2008 with one correction to show that Councillor John Watkins was not at the last meeting. 5. Declaration of Interests:- None declared. 6. Finance:- 1. Cashbook Accounts - Nothing to be paid. 2. Cashbook Accounts - Due to the illness of the Clerk the accounts will be presented in detail at the meeting of 30.4.08. 7. Correspondence - Nothing of importance - some may be revealed at next meeting. J Mcd raised the issue of correspondence received in respect of Torridge and Devon County Council applying to be a Unitary authority , he was a member of the Torridge Citizens Panel and had received a large questionnaire seeking his views. A discussion then took place. Clive Smail (Solicitor) Would have Charitable Status document drawn up and be made available for signing at next meeting by all Trustees of the Village Hall. JW raised the issue of the plot of land at the end of Littlebridge near the affordable housing and flats had become a tip for unwanted rubbish and rubble. It was now rat infested and requested that Mr McIntosh clear the site.. It was agreed to write to Torridge Environmental Health over this issue and KJ would speak to Mr McIntosh. MrMcD raised the issue again over the large holes in the road between Southlands and Ducks Cross had still not been repaired JS raised the issue again of the larger holes in the road from West of the Bridge on the road leading from the Red Post to Launceston , past Bude DIY to the Titson turn off. Now dangerous and needs further letters. JW raised the issue of the proposed development of the site owned by Bill and Margaret Eastcott and wanted assurances that the affordable homes would only go to local residents. KJ stated he can be assured that these homes would go only to local residents via Housing Trust and may form shared equity dwellings. 8. Playground, Playing Field and Southfield Open Space Committee a. Playground After discussion over the need to do something urgently on this issue , Gregory Cooper and Kenneth Chilton agreed to look at other Playground sites, obtain quotes and draw up proposals for the playground. KJ stated £5,000 may be available to finance this., some grants are also available. b. Playing field. JG Stated still some stones on the pitch however better, may be a need to rotivate the goalmouth areas and reseed in May at the end of the season. C Southfields Open space. JS Stated this matter was dragging on as with above and should have urgent action, he proposed the stream bank be cleared of weeds , cattle style fencing be placed along the length of the stream, the drainage ditch at the edge of the field and adjacent to the Sanctuary be cleared with the hedging and trees being pollarded. The grass be cut. This is subject to any proposals by JK and JD at next meeting. This is Parish land and open to all residents. 8. Planning:- The Clerk having only one application for outline Planning permission for ‘Brugia' (plans not available) is to be advised that this application is to be supported as it forms a local needs dwelling and should be tied to a 106 agreement with the Parish Council fully supporting this applicant. 9. Reports, Questions from Councillors, Events, items for future agenda JW raised the issue over the derelict properties at the centre of the village owned by Mr Orchard a discussion then took place on this issue. 12. Public Questions None raised. 14 Date of next Meeting: The next monthly meeting will be 30th April 2008. The meeting terminated at 9.15pm.
