Minutes of the meeting, open to the public, held on Wednesday 5 April 2006
in the Tennis Club Viewpark Drive

2) Minutes of the Meetings of the 1st February 2006
A summary of the minutes of the Meetings was made by the Chairman. It was pointed out that PC Roberts and others were also involved in distributing Christmas Cards for the Crime Prevention Panel. The minute was accepted without further amendment.
3) Matters arising:
a) Morrisons : The supermarket will be taken over by Somerfields during April. The future of the petrol station is still unresolved.
b) Gould?s Garage: G Wells has submitted comments to SLC Planning Department. No further details on the progress of the application are yet available.
4) Correspondence:
a) Local Government Boundary Commission: Details have been received on proposes electoral arrangements. A two month consultation period began on the 9 March. Burnside Community Council will be in the Rutherglen South Ward.
b)Leap - Cambuslang : Are organising a Smoking Cessation course. This will be passed on to the Autumn Club.
c) Rutherglen Seniors Forum: A leaflet has been receives ands minutes are available from G Wells.
d) Health Services Forum South East: Minutes have been received. Further information from R Elworthy.
e) NHS Lanarkshire "Picture of Health" programme: A further consultation document has been received from J Hughes MSP outlining proposed changes to A&E the services in the area. This may affect the Hairmyres Hospital A&E department.
f) Local Transport Strategy 2006 -2009: A consultation draft has been received. Blairbeth Road relief road at Cathkin Bypass is now 2nd priority for capital expenditure. Other proposals relate to pedestrian crossings on Stonelaw Road and to Public Transport Proposals.
g) ASCC: A news letter, information on consultation papers issued in the last period and a renewal notice has been received. BCC will renew it subscription to ASCC.
h) SLC Community Care Plan: Details of the plan concluded in October 2005 have been received.
i) Community Health Initiative: Notice has been received of a conference on alcoholism.
7) Planning Applications:
a) 292 Stonelaw Road: G Wells will contact SLC regarding the roller shutter at 292 Stonelaw Road and the need for an appropriate roller shutter design.
b) Vodaphone: A pre application consultation has begun regarding a mobile phone mast in Blairbeth Road / Broomieknowe Road area in the form of a lamp post. This mast will affect the St Mark?s Primary School, Blairtum House, Blairbeth Road and the Roger Memorial Church. G Wells will comment to Mono Consultants Ltd., expressing the usual anxieties and opposition to such a proposal. G Wells will advise the consultants of other stakeholder groups which should be advised of the proposal.
8) Crime Prevention Panel Report: V. Jamieson tabled a note of the last Panel meeting. Crime is down 10.5% from last year. A "Petrol Watch" on forecourts of petrol stations has begun in Burnside. The next tea dance will take place in Eastwood Community Centre. Details from V. Jamieson. The Panel will be represented in the Landemar Day. A "shed" will feature on their float to highlight the need for security in relation to garden sheds. The panel Chairman , Andrew McGowan, is standing down
9) Open Forum:
a) Highburgh Drive: Double yellow lines in Highbrugh Drive are continuing to be ignored. G Wells advised that residents should call the SLC traffic wardens. Cllr Clearie informed the CC that the contact in SLC is Mrs Jackie Mathieson on 0141 613 5512 at the Rutherglen Office.
b) Road Conditions: Hillend Road is being damaged by lorries. Temporary repairs have been made. However SLC have informed residents that "it will be a year or two before repairs are made". G Wells advised residents could approach Cllr McCaig on this matter. F Conway has informed SLC on road repairs needed associated with the Scottish Water work in Blairbeth Road. Cllr Clearie will be in contact with the local councillor in these issues. SLC have advised that the Stonelaw Road resurfacing "might take place this year." Scottish Water are holding up work on Stonelaw Road.
c) Vandalism: Vandalism is occurring in Hillend Road, Upper Bourtree Drive, and Burnside Road, Golf and Southern Avenue. This is a new experience in the area. Young people are suspected.
d) Autumn Club: The Autumn Club has been established for 17 years. A recruitment drive has begun. All "early retired" are welcome to participate in a lively programme.

10) Any other Business:
G Wells is stepping down as CC Chairman in October after 10years in the position. Cllr Clearie expressed his appreciation of the work G Wells had done during his tenure.
11) Date of Next Meeting: The next meeting of the Community Council will be on Wednesday 7th June 2006 at 7.30 pm in Rutherglen Tennis Club, Viewpark Drive.
