CRANAGE PARISH COUNCIL Minutes of the Parish Council meeting held on Tuesday 15th January 2008 Public Forum No members present. Declaration of Interest. Mr. G. Halstead Application No. 07/1437/FUL declared an interest in the planning applications listed. 01/08, Present; Mrs. R. Hurst, Chair, Mrs. M. Mackenzie, Mr. G.Yarwood, Mr. D.Hopley, and Mr. J. Halstead. Borough Councillor P. Furlong. Also Mr. I. Thomlinson and Mr. Frank Walton. 02/08, Apologies Resolved. To accept the apologies for the unavoidable absence of Mr. Boag-Munroe and Mrs. J. Worstencroft. Also County Councillor Mr. K. Oliver and Borough Councillor Mr. P. Kolker. Also Mrs. R. Honeywell and Mrs.J.Seddon. 03/08, Minutes Resolved. To accept the minutes of the meeting held on Tuesday 20th November 2007, which had been circulated, be approved as a correct record. 04/08, Trees, Twinning and Footpaths. Mr. Thomlinson reported that the trees planted last year were in a sorry state but were of poor quality to start with. The three trees planted on Needham Drive were all still alive but one in particular looked unhealthy. He gave a brief update on the Hedgerow Survey which he hoped would be completed by the Spring. Mrs. Honeywell drew up a plan of three possible routes for the Village Hall footpath and Mr. Boag-Munroe was obtaining costs. Mrs. Seddon sent information saying there was little to report on for Twinning at the moment. 05/08Accounts The Clerk reported that the balance in the accounts were £42,606.19 in account 1 before Interest and £153.28 in account 2. Receipts. Interest expected. Payments, - Castlebar Brasserie £464.50 ( Mr.F.Walton's Retirement Luncheon - contributions charged to Twemlow and Somerford).

Resolved. That the above payments be approved. Mrs. Mackenzie abstained. 06/08 County /Borough Council Matters Borough Councillor Mr. P. Furlong gave a brief report on Local Government Re-organisation announcing that Congleton Borough are still to go ahead with the appeal on the outcome of the Judicial Review. The hearing is set for 28th January 2008. He reported that there was no money budgeted for the setting up of the 2 new authorities and little had been done so far on preparation. He also explained the reasons behind the Refuse Collection being in such a mess. The recycling response was beyond what they had ever imagined, resulting in missing pick-ups and pick-ups being too late. Mr. Furlong anticipated them catching up and that everyone should bare with them. 07/08 Local Government Re-organisation There was little more to add to the brief update outlined in Borough Matters. Congleton Borough Council is still going ahead with a Judicial Review appeal but in mean time preparations are being made for the two unitary authorities and by 6th February 2008 15 members of the joint committee will be officially appointed. 08/08, Planning Application No.07/1230/FUL the erection of a 50 x 25 metre Equestrian ménage using existing access at Woodside Farm Byley Lane for Mr. and Mrs. D. Catton. Application No. 07/1388/ADV the errection of a greenhouse at 4 Hall Farm Barns for Mrs. S. Bastain. Application No. 07/1127/FUL first floor side extension and conversion of garage to study at 4 Needham Drive Cranage for A and I Mackenzie. Application No. 07/1122/FUL construction of two story office building with associated car parking at Holly House Estates Middlewich Road for E.R. Yarwood. Application No.07/1231/FUL ground floor rear exstension to dwelling at The Cottage Northwich Road Cranage for Mr. and Mrs. Brocklehurst. Application No.07/1251/COU Errection of additional stable block and associated hard standing and gravel access and change of use of land to keeping of horses at Ashlings, 61 Northwich Road Cranage for Mr. W. Gladstone. Resolved. That a letter of no objection be written to the relevant officer. Application No. 07/1432/FUL Proposed detached garage in front garden area at Woodville, 35 Cranage Road, Cranage for Ms. E. Maher. Resolved. That a letter should be written to Congleton Borough Council to state an objection to the intrusive prominence of the proposed garage, it being forward of the building line. Application No. 07/1437/FUL demolish of an existing building and construction of a new detached house Birchways, Kings Lane Cranage for Mr. J. Hall Resolved. That a letter should be written to Congleton Borough Council to state an objection on the grounds of loss of light and privacy by way of proximity to neighbouring properties, the house is too large for the plot size, it is out of character and is considered to be of poor design. Application Nos.07/1451/LBC, 07/1142/LBC, 07/1457/FUL, 07/1448/FUL Numerous alterations to Cranage Hall Conference Centre for Principal Hayley Hotels and Conference Venues. Resolved That a letter of objection be written to Congleton Borough Council on the grounds that the incremental growth of the building is harming the original character. The restaurant and hotel facility could create possible highway and pedestrian issues on Byley Lane. The stainless steel lettering used in the signage is out of character. If the applications were to be successful then a section 106 agreement should be obtained for a possible pedestrian walkway along Byley Lane. 09/08, Annual Parish Meeting 11th March 2008 It was decided that a member from the Youth Forum at the County Council would be invited to give a presentation at the Annual Parish Meeting. Contributions from all would be needed for the Parish Newsletter. Resolved. That the Clerk would write a letter to the Youth Forum at the County Council inviting a representative to give a presentation at the Annual Parish Meeting. A letter should also be written to Judy Harris at the Villlage Hall committee inviting them to attend and to give an update on current projects. 10/08 A50 Stench It was concluded that the smell on the A50 had improved, but the smell had worsened in other areas. From Hall Farm to the school especially and there was a loose man hole outside Hall Farm Drive. Mr. Dudley Hopley had written some observations down and would email the Clerk so a response could be written to United Utilities. Resolved. That the Clerk would write to United Utilities thanking them for there prompt response, but informing them of the fact the problem was still ongoing and perhaps another site meeting might be needed. 11/08 Outside bodies, INEOS,Chlor Liaison, EON Mr. Yarwood reported that there hadn't been an EON meeting since the last Parish meeting, but there was one scheduled for the next day which Mr. Halstead would be attending due to apologies from Mr. Yarwood. 11/08 Path, Carver Avenue/Byley Lane/Crescent Road. After the last meeting it was decided that a copy of a map indicating Borough owned land was needed. Peter Hall from Corporate Property Services supplied the Parish Council with copies of the area in question with the land highlighted. Resolved. That the Clerk should meet with Peter Hall to decipher the ownership of the privately owned land in the area. This may incur a cost from the Land Registry Office. 12/08 Highways Matters. Mr. Halstead raised concern over there not being enough signage on the approach to Cranage ("Welcome to Cranage") but this was not felt by all Members. Resolved That Mr. Halstead would check costs. It was also reported by Mr. Yarwood that a serious accident had taken place at Leese Crossroads which resulted in the road being closed for approximately 4 hours. It was agreed that the situation be monitored. 13/08 Middlewich Road, Affordable Housing Still awaiting planning notification from Congleton Borough Planning which Peter Kolker said he would chase up. Once notification was received a copy should be sent to the District Valuer, Peter Bryden. Next Meeting. It was noted that the next meeting would be held on Tuesday 12th February 2008.
PART 2 Resolved. "That in accordance with the Public Bodies (Admission to meetings) Act 1960 as extended by the Local Government Act 1972 section 100 the press and public be excluded from the meeting for discussion of the undermentioned item on the grounds that the publication of the matter would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted." Hillhouse Land Numerous conversations with both parties Solicitors had taken place and a response was awaited from a letter sent to Myerson's regarding acquisition of the land.
