MINUTES OF THE ANNUAL PARISH COUNCIL MEETING

Tuesday 19th May 2009 at 7.30pm

Cranage Village Hall , Cranage.

Part1

Public Forum.  2 Members of the Public present. Mr J Hall expressed concerns about the planning application 09/0951 C, The Former Henry Alty Site, Knutsford Road, Cranage. The Office blocks in his opinion were not in keeping with a rural area. The 43 car parking spaces were also a concern due to the amount of traffic it intended to generate. Mr K Mackenna again wished to oppose the same planning application.

Declaration of Interest.  None Declared.

47/09 Attendance Mrs R Hurst, Mrs M Mackenzie, Mr G Yarwood Chairman, Mr M Boag Monroe, Mr J Halstead, Mr D Hopley.

48/09 Apologises Mrs J Worstencroft, Councillor L Gilbert, Councillor J Wray, Mr I Thomlinson, Mrs J Seddon, Mrs R Honeywell.

49/09 Election of Chairman. Resolved. That Mr J Halsted would be elected Chairman for the ensuing year. In vacating the chair Mr G Yarwood thanked all the Council for their support over the past 12 months, he wished to thank Mr F Walton for helping as clerk when Mrs P Copestake resigned and lastly he wished everyone to give Mrs J Mason all their support in her new role.  Mr J Halstead signed the Acceptance of Office and took the Chair and thanked ,on behalf of the Council, Mr G Yarwood  for his work during the past year. Mr J Halstead stated he wished, over the next twelve months, for the Council to maintain Quality Status and to move the Playing Fields project forward.

50/09 Election of Vice Chair. Resolved. That Mr M Boag Monroe be elected as Vice Chairman for the ensuing year. Mr M Boag Monroe signed the Acceptance of Office.

51/09 Planning. Application 09/0951C . Proposed Office Building at Henry Alty, Knutsford Road, Cranage. CW4 8HU for Cheshire Prop Cranage Ltd at Regency House Regent Road Liverpool. Resolved  that the clerk would write a letter stating that the Council strongly objected to the site going ahead. The Council were concerned about the HGV's turning space, the building filled the site to the side perimeters and therefore lacked space in the event of fire. It was a rural residential area and the lighting, noise and working hours would need restrictions if the application was given consideration. There was a need to restrict the speed limit to 50mph and the public footpath needed to be extended and possibly used as a cycleway. The A50 is a red route and the council felt that the extra traffic generated would be dangerous as the application indicated 43 car spaces were required.

Application 09/0426C  Small infill utility room extension with Master bedroom extension above that and the existing double garage at 42 Lawrence Close, Cranage for Mr Robert Hawkrigg. Resolved  that the Council had no objection to the above planning application be approved.

Enforcements  Porta Kabins, Off Twemlow Lane Resolved  that the clerk  would write to the Planning Department as the 21 day order from 9th May 2009 had elapsed and they had not been removed. Model Cottages, Holmes Chapel Road.  Resolved  that the clerk would write as the property was still operating car repairs with no planning approval.

Permissive Pathway at Carver Avenue.  Resolved that Cheshire East will note the comments from Cranage Parish Council on their future agendas.

52/09 Representation for Twinnings , Trees and Footpaths.

Resolved that Twinnings would be Mrs J Seddon who would report to the Council within the next 2 months. Trees would be Mr I Thomlinson and Footpaths,  Mrs R Seddon wished to resign from her post. Resolved that the Chairman would advertise the position on the website and in the Newsletter and report back at the next meeting.

Mrs M Mackenzie reported that the trees between Needham Drive and the old school house on the Westside of the A50 needed reporting as the ivy was stopping their growth. Resolved that the clerk would write and address the issue.

Councillor A Kolker arrived at 8.35pm

53/09 Accounts Balance of account at Cheshire £27,481.13 Leek United £40,000.

Receipts £754.85 VAT claim, £157.89 due to Account 2 closing at the Cheshire Building Society. £10,000 Precept from Cheshire East.

Payments  £40,000 to the Leek United savings Bond. Resolved to approve the following accounts for payment: £250 to Cranage Village Hall for hire of room, £29 to ‘Protect Rural England' membership, £37.03 to Impressions for recreation survey and £253.82 to CHALC membership. To pay Henshall Insurance Company value agreed with Chairman on receipt.

Mrs M Jones had completed the internal audit and the clerk had actioned the points and posted. It was agreed that the Chairman would buy 6 Bottles of wine to thank her and deliver before the next meeting.

54/09 Cheshire East Matters.

Councillor A Kolker reported back about 4, Model Cottages been taken to High Court on 22nd May and the lack of planning permission would then be addressed, meanwhile he could carry on operating. The Enforcement Officer was to visit the Porta Kabins, Off Twemlow Lane. 08/1905/FUL Westleigh New Platt Lane the Enforcement Officer was aware the residents were pulling the property down and was ensuring nothing would be built again as no plans has been passed.

The Council were made aware of the Midpoint 18 Incinerator at Middlewich. The waste was to come from outside the area , 10000 tons of waste a month, up to 300 a day. This would obviously have a large impact on emissions, traffic congestion and the local environment as Cranage is down wind of the site. It was agreed that the clerk would oppose the site on behalf of the council.

Councillor A Kolker was to follow up point of contacts for the clerk. He was also going to report back why the time restrictions on planning consents from the parish council has gone to 3 weeks.

55/09 Recreation Survey. The Council discussed the meeting with Holmes Chapel Parish Council on 11th May 2009 . The Council were now to wait for Holmes Chapel Parish Council Meeting, to determine what they required and it was to be on the agenda for the next meeting. The Council found it disappointing that only 52 residents had responded to the survey. Mrs M Mackenzie thought that Cheshire East should be leading the project better and giving it more financial support as she felt it could be a ‘show case' if thought through properly.

56/09 Highways. Mr G Yarwood communicated the meeting with Mr W Ashdown from highways on 14th May 2009. The clerk was now awaiting feedback although as Mr D Hopley pointed out it seemed a positive meeting and he would now monitor progress. The clerk was thanked for organising the meeting.
