EAST TYTHERLEY PARISH COUNCIL ORDINARY MEETING HELD ONMONDAY 21st FEBRUARY 2005. 1. Members present: Mr. A. Robins, Mrs. S. James, Mr. M. Scoones and Mr. P. Redshaw. Apologies received from Mr. P. Paddock. 2. Previous Minutes: The previous minutes have been circulated, read and signed as a correct record. 3. Matters Arising: Letterbox Cottage - Footpath, success at last. It has been agreed that they will do something. To level path and gravel, hopefully by the summer. Queenwood - Drainage. Dip at Queenwood, still posing flooding problems, no solution as yet. Mr. A. Robins to keep pressing the matter. Drain by Letterbox Cottage, is now cleared out occasionally, definitely an improvement. 4. Planning Applications: Home Farm - Rood lights and interiors Passed. Summer Lodge - concerns about being turned into dwelling - OK for now. Passed with conditions. Smithy Cottage - Single garage - Approved. 5. Street Names: Names put forward b TVBC, to which the Parish Council have agreed. Northwalk up to the Roman road, and then Roman Road up to the B3084. It could not be Queenwood Road as there is already one in nearby Broughton. Lockerley end of village - still more problems. The Post Office say that is to East Tytherley Road, but Lockerley Road in East Tytherley. Still confusion over the proper name. Mr. A. Robins invited TVBC to discuss the matter, but they declined. Still on going. 6. Footpath No. 12: Proposed e-routing of footpath. (Open to public debate). This has been on going for a while. The Parish Council has received letter from Hampshire County Council and direct letters from the public - for and against. A letter received from Hampshire County Council, says that they are consulting us, the PC and the Ramblers Association etc, that they are having a six week period for views on the subject from 17th February, 2005. Hampshire County Council, have already received letters from the public, for and against. First member of the public (A Right of Ways Expert and Representative of Mr. & Mrs. Asher, the landowners). This lady says that the proposed diversion of the footpath, would be in the public interest. Mr. Asher is un-happy with the public passing his swimming pool, and for privacy, would like the footpath moved. The new path would be more suitable for pushchairs etc, particularly as there would be no steps. The path surface would also be more practical. Drains would also be installed where necessary. This would, in the long run, would be more suitable for the public and the landowners. Second member of the public - Against the plan. The walk would be much shorter and to complete the walk, the public would have to use the road, on the "bend". There is, on occasions, rough shooting in the woods, by this route, plus a landing strip on the other side of it. This being the case, they felt the area would be un-safe and would restrict the possibility of planes landing there in the future. Three other members of the public were also against the plan, stating the above reasons. The Parish Council - Mr. P. Redshaw is against, stating that the footpath has always been there. Drainage is a problem, but has always been so, in the area. Privacy around the swimming pool, he understands, but there is a wall around it. Mr. Redshaw does not think it necessary to change and the older village community are happy with existing footpaths in the area. Plus the majority of the letters received, have been against the plan. Mrs. James and Mr. Scoones agree with Mr. Redshaw and that the landowners knew of existence of this path, when they bought the property. Mrs. James, also put forward the point, that the footpath has been there for years and should remain so. Plus, if privacy is the issue, could one-way glass not be installed. Mr. Redshaw proposed, to keep the footpath in the present position - Mrs. James seconded this motion. Mr. Robins and Mr. Scoones agreed. Mr. Paddock also agreed. The Parish Council will now send a letter to Hampshire County Council (Mr. Jackson) expressing reasons why against. Mr. Redshaw would like the letter to include the majority concerns of the village, plus letters that have been written earlier canvassing over the last ten days. Also to mention that the footpath has already been moved once before (4-5 owners ago). 7. The Local Channel: The Local Channel website is now up and running. Mr. Scoones is the Parish Council Administrator for it. Mr. Scoones is interested in future diary dates, planning applications and local history. Mr. Scoones has also handed out forms for the Councillors to fill out, so that their details can be added to the website. 8. Correspondence: One letter received from Christine Unsworth (2 Bonners Cottages) would like conservation status for the village. Mr. Robins to find out more on this subject. Letter received from Mrs. K. Weston, possible donation to the Church. Mr. Scoones thinks we cannot because of the on going court action involving the Church. Also, possible donation to 'Friends of East Tytherley' for play ground area - to leave until next meeting. 9. Precept 2005-2006: The new precept is for £1200.00. We have taken into account, the possibility of election expenses, should they arise. 10. Freedom of Information: 1st January 2005 - we have to comply to the Freedom of Information Act. As we are a small parish, this is not a problem. We need to check on what members of the public can actually see and read. 11. AOB: Compliance people, would like to check and attend one of our meetings - Mr. Robins to check on this. Also Standing Order of Meetings. Declaration of Interest and Financial Statement of each meeting, plus fixture of future meetings. To think about. 12. Next Meeting: The next ordinary meeting and AGM meeting will be held on Monday 16th May, 2005 at 6.30pm.
