EAST TYTHERLEY PARISH COUNCIL
ORDINARY MEETING MINUTES, HELD ON MONDAY 6th MARCH, 2006.

  1. Apologies: Apologies received from Mr. P. Paddock.  Members present, Mr. A. Robins, Mrs. S. James, Mr. M. Scoones and Mr. P. Redshaw, plus one member of the public.
  2. Declaration of Interest: None.
  3. Previous Minutes: The previous minutes have been circulated, read and signed as a correct record.
  4. Matters Arising: None.
  5. Planning Applications: None.
  6. Proposed Playground: Friends of East Tytherley are proposing a play area, by the church, where the original play ground was.  The land has horses on it, but the lease could be relinquished, if alternative land is found.  Would East Tytherley Parish Council be interested in forming a partnership with F.O.E.T?  F.O.E.T. would do all fund raising.  Mr. Robins, has spoken to West Tytherley PC about running a playground, as we have no experience.  Grants could be available.  A meeting has been arranged to discuss grants, maintenance or area, inspections a d RSOPA and insurance issues.  Also the legal aspect, what would we be responsible for?  Mr. Robert Scoones is to have a meeting with English Heritage, which should be ok as long as only surface developing.  There is also the question of set up?  Mr. Robins hasn't spoken to TVBC to find out their views.  The land is owned by H. Dalgety, and the original playground has been there for fifty years.  Would the Parish Council be able to take over the lease or possible purchase?  At present, there are around 30 children, under 15 years in the village.  The Parish Council agreed to be supportive towards the play area, but still need to get more information.  Mr. Redshaw said, that soil disturbance was once an issue with English Heritage, plus if we did purchase the land, the precept would certainly increase.  Other alternative areas are Rands Field, land registry do not know who owns it, possible the Church, also the area just beyond the council houses, but access could be a problem and the field is very wet.
  7. Conservation Area: Very little feedback, has been received from the Newsletter or the Website.  TVBC were not too helpful.  So far just 2 letters against and 2 asking for more information.  To keep open and possible have an open meeting in the future.
  8. Police: Letter received from the Superintendent - subject: Police Community Support.  The unit has been set up, basically to deal with anti-social behaviour.  The unit would work in partnership to Parish Councils and is looking to Councils for funding.  We should approach the Dun Valley PC's to find out their attitude and funding arrangements.
  9. Correspondence: One letter received from Councillor M. Woodhall, wanting to know the date of our AGM meeting.
  10. AOB: Topics of interest at King Sombourne meeting - Andover Hospital, more operations are planned there, transport could be a problem.  Emergency Planning (disasters etc) Parish Councils need not do anything.  Hampshire Ambulance Service - impossible in rural areas.
  11. Next Meeting: The next meeting and AGM will be held on Wednesday 24th May 2006 at 6.30pm.
