2007                           KESSINGLAND PARISH COUNCIL

PARISH COUNCIL COMMITTEES-REPRESENTATIVES AND TERMS OF REFERENCE

Amenities Committee = Liam Martin, Jean Purkis, Ruth Woodhead, Sue Morgan, Judy Lawson

1.     To deal with all issues in the Community that relate to the Parish Council assets.

2.     To meet as per diary schedule

3.     Report to Full Council after meeting.

Footpaths Committee = Jean Purkis, Liam Martin, Brian Sinfield.

1.    To ensure that those footpaths that are the responsibility of the Parish Council are regularly maintained and kept accessible.

2.    All footpaths to be walked annually

3.    To meet as per schedule.

Role of Planning Chairman and Councillors.

Chairman = Brian Sinfield

1.    In every planning application the Planning Chairman will site visit so as to be able to brief Full Council. All Councillors should consider site visiting.

2.    If the planning application is one that the Parish Council are objecting to, then the Planning Chairman should attend WDC Planning Meeting and present the Council or the Community views.

3.    It will be the responsibility of the Planning Chairman to update the Parish Council website with all planning applications, decisions by the Parish Council and WDC and to record any appeal decisions.

Allotments = Judy Lawson

1.    The Councillor designated to carry out the administrative role in respect of the Council's allotments will be responsible for ensuring that the Councils allotments are fully utilised and maintain a record of allotments.

2.    The Councillor designated will report and will advise the Parish Clerk about those allotment holders not complying with the terms and conditions of their rental.

3.    Any action that needs suspension or eviction of an allotment holder will not be taken until Full Council has been made aware of the circumstances and it will be the Full Council that will make the final decision.

Kessingland Sports and Social Centre = Liam Martin

1.    The Councillor designated by the Parish Council to attend Kessingland Sports and Social Centre Management Meetings will do so only in the role of observer; they may participate in issues involving the Parish Council. They will not be able to be part of the Management Team and have no voting rights on decisions made by the Management Team.

2.     They will report to the Full Council at the next Parish Meeting.

SALC Representative = Brian Sinfield

1.     The Councillor designated will represent the Parish Council at the SALC Annual Meeting and the 4 Quarterly SALC Regional Meetings. Where the Parish Council host the quarterly meeting that person will Chair the meeting.

2      To report back to the Parish Council all issues discussed at SALC Meetings.

Emergency Strategy Group = Liam Martin, Sue Morgan, Brian Sinfield, Ruth Woodhead, Jean Purkis. 

1.     To consist of a minimum of 2 Parish Councillors and members of the Community, to develop and maintain procedures to be adopted in the event of an emergency as defined.

2.     To produce a Village Emergency Manual which will be the complete Kessingland Emergency Protocol document held by the Emergency      Co-Ordinators and accessed by the Emergency Services.

3.     To adopt the strategy to deal with any major incident liable to cause injury or damage within the Community of Kessingland.

4.        Meetings by arrangement

5.     Report to Full Council after meetings

6.       Administration requirement of the Group to be supported by the Parish Council.

Crime and Disorder Group = Sue Morgan, Jean Purkis.

1.     To consist of a minimum of 2 Parish Councillors, who will liaise with members of Multi Agency Groups to improve on all issues concerning all aspects of Crime and Disorder in Kessingland.

2.     To meet by arrangement.

3.     One Parish Councillor from the Group will attend the Safer Neighbourhood Tasking Meeting held by Suffolk Constabulary, time and place determined by Suffolk Constabulary.

4.     To report to Full Council after meetings

5     Administration requirement of the Group to be supported by the Parish Council.

Very Sheltered Housing/Library/Community Project = Sue Morgan, Liam Martin 

1.       Minimum of 2 Councillors to attend Project Team Meetings as and when directed by lead Agency.

2.     At least one Councillor to attend the Community Activities Sub-Group Meeting as and when determined.

3.     Report back to Parish Council and CAG Meetings.

Community Activities Group (CAG) = Jean Purkis, Liam Martin, Sue Morgan

1.       Minimum of 1 Councillor to attend and Chair meetings on the Community part of the VSH/Library/Community Project as and when directed.

2.     Report back to Parish Council and Project Team after meetings.
