Report Annual Parish Meeting 27th April 2005.
After receiving apologies for absence and dealing with the minutes of the meeting on the 28th April 2004, the Chairman, Cllr Liam Martin gave his report on the work of the Parish Council for the year 2004/2005.
There had been considerable progress on the Parish Plan since its publication in September 2004, some issues have been completed, there were others including the new library/community complex that were still being worked on by the Parish Plan Working Party.
There were updates on the Church Road Car Park / Play Area, Beaconsfield Road, the Local Action Transport plan and the Old Police House in Church road, soon to be used for local policing and community use.
The Chairman also gave details of legislation and consultative documents that the Council had to deal with; they included the Crime and Disorder Act and the East of England Regional Development Plan.
Special mention was made with regards to County Councillor Tony Andrews, who was not present due to commitments elsewhere, who was stepping down after 8 years as Kessingland?s representative. The Chairman outlined all the hard work undertaken by Cllr Andrews and his deep concern for community issues; the Chairman stated that he would be missed not for just being Councillor for Kessingland, but also as a friend of many groups/organisations and the Parish Council. Everyone present wished him well in his retirement, ex-parish councillor Mr. Joe Utting made a special mention stating that Cllr Andrews would be missed in Kessingland for all his work and understanding of community needs.
There was a presentation by Janet John from Citizens Advice Bureau. She gave a brief history of CAB and then gave a breakdown of the sort of problems dealt with by the volunteers who work at both Lowestoft and Beccles Office. At the conclusion of her presentation there was a brief question and answer session before the meeting had a break for refreshments.
After the break reports were received from Mr.Geoffrey Mallett on behalf of the Help in Need Trust, Cllr Mouzer on the Youth Club, Cllr Lawson gave reports for the School Governors, The Mardles Trust, The Village Allotments, the newly formed Gardening Club, the Juggernauts Football Club, the Carers Club and the Kessingland Community Centre. The Beach Warden, Cllr Brown MBE gave a report on the condition of the beach and associated issues. Cllr Purkis gave a report on the Patients Participation Group.
The Chairman read out reports from those not able to be at the meeting, they were the Police report prepared by Wpc Deal, the District Councillors report from Cllr?s Provan and Starling, and a report from the Parish Councils Nature Warden Colin Jacobs.
After a brief question and answer session the meeting closed at 9.30pm.
