Report of Parish Council Meeting 13th July 2005.

 

The meeting opened with the Chairman welcoming members of the public to the meeting. After taking apologies for absence, the Chairman mentioned to those present that he had a telephone conversation with Cllr Kate McGee, who was tendering her resignation from the Parish Council due to her impending move to the Orkneys. Kate has been a good servant to the Community of Kessingland, having served on the District and Parish Council. The Clerk was asked by those present to write to Kate and thank her for her support, hard work and time she has given for the benefit of the local Community, and wish her well on her move to the Orkneys.

After adjourning the meeting for public participation, the Chairman read out the Police Report for the month of June 2005. There had been 5 assaults, 6 burglaries, 11 thefts, 7 criminal damages and 4 domestic incidents.

The next Parish Team meeting will be held on the 25th July at the Methodist Church, Church Road.

County Councillor Goldsmith then gave his report which included information on moving the bus stop in Field Lane near to the junction with London Road/High Street, an update on Bethel Drive on the subject of drainage, and a report from the meeting he attended relating to coastal erosion and future plans by the Environment Agency for coastal defences.

The report from Waveney District Council Jamie Starling gave an update on the acquisition of the piece of land adjacent to the Parish Council?s land in Francis Road. Cllr Bruce Provan answered questions from Cllr Brown regarding safety equipment on the beach. There were also questions relating to Fishermans Gap and safety railings along the promenade.

Some of these issues were as a result of questions from members of the public which covered quad bikes being ridden over the beach and possible links to Kessingland Beach Holiday Park, the car park at Church road, the removal of safety barriers at the end of Fishermans Gap and questions about the latest position on Beaconsfield Road.

In respect of Beaconsfield Road, the Chairman stated that there had been 4 letters of complaint against The Secretary of States decision and that the matter is now being referred to the planning Inspectorate in Bristol.

After reopening the meeting for Council business the Chairman gave his report, this covered the latest on the old police house in Church Road. To date Clair Taylor-Crisp (Waveney Forum) had the following groups interested in coming into the project on a surgery basis. They are Waveney Womens Health Information Centre, Age Concern, Citizens Advice Bureau, Alzheimers Society, Waveney Primary Care Trust and Community Education.

The Chairman then gave an update on Councillor Surgeries, Parish Plan and Marsh Lane Nature Reserve.

Two new Councillors were co-opted onto the Parish Council, Tracey Mason and Brian Sinfield.

The Vice Chairman. Cllr Purkis, gave her report, which related to the number of complaints received about the state of the public footpaths outside the village, some of which were impassable. Cllr Purkis read out a letter from Suffolk County Council that indicated that the County Council had their contractor out cutting the footpaths that they were responsible for. Cllr Purkis stated that should anybody have a complaint about the state of the footpaths then they should contact Suffolk County Council, Nigel Meadows on 01728403079 direct. The Parish Council are responsible for 5 footpaths in the village and details of them are available from the Parish Council.

Amongst the correspondence read out by the Chairman was a letter from Suffolk County Council, Legal Services, Resource Management giving notice that new speed limits are planned for the village. The first is a 20mph speed limit along Church Road from Church Road Car Park to Beach Road. The second is an extension of the 30mph speed limit in London Road towards Ashley Nurseries old site, and from there to the A12 roundabout north of the village there will be a new 40mph speed limit. The full details are to be published in the Local Press, there will also be full details of the proposals available at Kessingland Library and on the Parish Council website. These alterations to speed limits at these particular areas of the village emerge from proposals contained within the Local Area Transport Plan.

After dealing with financial issues and the Parish Clerks report, the meeting closed.

The next Parish Council Meeting will be on Wednesday 24th August, there is a Planning Meeting on the 27th July
