Report Parish Council Meeting 10th May 2006.
After receiving apologies for absence and declarations of interest, the Clerk formally informed those present that all person who put themselves forward for re-election at the recent council elections, had been re elected without the formality of an election.
There was then the re-election of Council officers for 2005/06. Cllr Martin was re-elected as Chairman, Cllr Purkis was elected as Vice Chairman and Cllr Sinfield was elected as Chairman of Planning. Councillors were then elected onto the following committees, Planning, Amenities, Crime and Disorder, Emergency, Employment and Footpaths. Representatives were also elected to the following - Allotments, Kessingland Community Centre and SALC.
The minutes were approved and signed for the meeting of the 12th April 2006.
The meeting then adjourned for public participation, a member of the public gave concerns over a planning application, and after a short discussion Cllr Sinfield and County Councillor John Goldsmith said they would look into the matter. Cllr Goldsmith said he would inform District Councillor Jamie Starling.
Pc Finlayson gave the Police Report, he said there had been 24 crimes reported for the month of April of which there were 5 Criminal Damage, 7 Thefts, 3 Burglaries, 1 assault, 1 Domestic, 2 Interference with Motor vehicles and one Driving whilst Disqualified. Pc Finlayson was asked about the situation at the Pay Area and Car Park in Church Road where there had been some recent damage. He said he had spoken to the youths that gather there at night and that he believes that they may move on somewhere else where they will not be causing a nuisance to residents. He has also spoken to the drivers of the cars that also cause problems with the residents and they were advised that the car park is to be used as such and not to cause anti social behaviour to the residents. The situation will continue to be monitored by the police.
County Councillor Goldsmith gave his report, which mainly consisted of briefing the Council on the various meetings, and committees that he now sits on in respect of flooding issues, which includes both coastal flooding and surface water flooding. He said that in respect of the issues that effect parts of Lloyds Avenue and The Nordalls he has been speaking to residents and the authorities and now hopefully a solution looks to be in sight.
The Chairmans report included a number of issues. The bollards at Beaconsfield Road were now out and the byway was clear. There is an outstanding matter that the Rights of Way Officer now wants to finalise, and that is the question of encroachment onto Beaconsfield Road by leylandii bushes being planted outside a property boundary j/w Green Lane and Beaconsfield Road. The Chairman advised that copies of correspondence concerning this had been passed to the Rights of Way officer. The question then arose of a vehicle that was now parking where the bollards were, casuing a partial obstruction of the byway. Pc Finlayson was asked by the Parish Council to look into this and ensure the byway is kept free of obstruction so vehicles can pass.
With regards the Multi Use Sports Area, planning permission had now been granted and Waveney District Council had been in contact with SMP, the contractors, and they are scheduling the work to start in about 6 to 8 weeks time.
In response to the work carried out by Louise Jordan Hall, WDC, the Chairman suggested that a small number of councillors form a sub committee to deal with the issues and to liaise with Louise Jordan Hall and where necessary attend the various meetings and report back to the Parish Council. This was agreed.
There were updates on the Local Action Plan, the new Library and Very Sheltered Housing complex and a feed back from the Annual Parish Meeting.
Reports were received from the Beach Warden, the Crime and Disorder Team and the representative for the Kessingland Community Centre.
There were the following planning applications were considered by the Parish Council :- siting of a static caravan for residential use at The Willows, Holly Grange Road,- erection of a rear conservatory at 84 Wash Lane, - Two storey side/ rear extension at 14 Wash Lane, - single front storey extension at 15 Noahs Drive and a single story rear extension a 7 London Road. These were all approved. The revised plans for construction of a detached garage at 46 High Street was refused.
The Clerks report included an update on the additional work for the War Memorial, the Community Office notice board and the Beach Award Flag day.
Councillor Mason gave a report on the newly re-formed Community Youth Project.
After dealing with correspondence and financial issues the Chairman closed the meeting. The dates for the next meetings are 24th May Planning - and the 14th June a Full Parish Council Meeting.
