Report Parish Council Meeting Wednesday 14th June 2006


Following a discussion with Mr and Mrs Churchman regarding the designs for the new footpath information boards the Chairman opened the meeting.

After receiving apologies for absence and signing the minutes of the previous meeting on the 10th May, the Chairman adjourned the meeting for public participation - the first report was from District Councillors Jamie Starling and Bruce Provan. Cllr Provan stated that they had now set up quarterly meetings with WDC Corporate Director Louise Jordan-Hall to discuss issues within Kessingland. This follows the Parish Councils meeting with Louise Jordan-Hall and an undertaking that there should be a closer working relationship between WDC and the Parish Council. There was then a discussion with Cllr Starling about the Nordalls, the Chairman mentioned that there would be a meeting between the Parish Council and WDC on the 19th to discuss this planning application.

Pc Finlayson gave the Police report, he said there had been 28 recorded crimes of which there had been 15 offences of criminal damage, 2 public order offences, 3 thefts, 2 domestic disputes, 1 possessing of controlled drugs with intent to supply. 2 dangerous driving and 1 offence of driving with excess alcohol.

Pc Finlayson was then asked by the Parish Council if the police would pay attention to vehicles speeding in Church Road albeit there is a 20mph speed limit on the beach end, now that the holiday season was here some drivers are not complying with the speed restrictions.  There had been a second instance of the bus shelter in Field Lane being vandalised again by graffiti, this comes weeks after the first incident and after the work undertaken by a member of the community to clean and repaint it. The officer said they were looking into it and would keep the council informed of the progress.

The meeting reopened with the Chairmans report, this dealt with a number of issues.

The first was the Multi Use Games Area at the Community Centre site in Francis Road. Work had now started and would hopefully be completed by the end of June, the police were asked pay attention to the site in order to prevent theft and vandalism. There was then a discussion about the section 106 monies due from the remainder of the Heritage Green development, this followed David Jessups visit to the Council meeting last month. The Chairman mentioned that together with the Vice Chairman Cllr Purkis, they had net up with officials from the Lottery and Waveney District Council and had visited both the the Church Road Play area and the site in Francis Road, they had specifically asked to be informed of these sites would be officially opened so they could be represented. The Chairman then informed all those present that as from the next Parish Councillor surgery on the 17th June, they will be joined by police officers from Suffolk Constabulary and joint surgeries would take place.

The Vice Chairman requested that a decision be made to choose the appropriate design from those submitted by Mr and Mrs Churchman, for the new Parish Footpath Boards. After a discussion a design was chosen and Cllr Purkis said she would pass the Councils decision onto Mr and Mrs Churchman.

After receiving reports from the various council committees and working parties, the Council then went onto deal with a number of Planning Applications. The following applications were given Parish Council approval:- an height extension to a wind resource monitoring mast on land to the west of Suffolk Wildlife Park, outline application to construct a bungalow on land at High Path, erection of a front porch at 8 Mayfield Avenue, the siting of a mobile home for use as a Heritage and Arts Centre at 198 Church Road, the construction of a single storey rear extension at 227 Lloyds Avenue, the construction of a single rear extension at 34 Lloyd's Avenue and the construction of a 2 storey side extension , porch conservatory and garage at Fishermans Way

A planning application for the construction of a single storey storage unit at Kessingland Community Centre  was refered.

There then followed a discussion following Councillors attending a site visit at Clyffside, High Path. The chairman Cllr Martin said he would be attending the Waveney District Councils Planning committee meeting to represent the Parish Council.

There was also a discussion about the development at the Nordalls, Cllr Sinfield informed those present that a meeting had been set up with WDC and that that was due within the next week. Whilst on the subject of meetings in respect of the proposed SLP wind turbine, some councillors will be attending a meeting with SLP to discuss the proposal and will report back to full council.


The Clerk reminded Councillors that the Flag Day had been set for the 27th June at 1030am, in accordance with the Councils request County Councillor John Goldsmith has agreed to present the flag.


After dealing with financial issues and setting dates for various committees to meet, the meeting closed.


The next Full Council and Planning Meeting will be the 28th June and the July Meeting will be on the 12th July. Both meetings will be a the Methodist Church Hall and start at 730pm.
