Minutes of the Meeting of Kessingland Parish Council held on Wednesday 22nd August 2007 at the Methodist Church Hall at 7.30pm. Members present; Cllr Sinfield (Chairman), Cllr B Brown, Cllr Burden, Cllr Martin, Cllr Lawson, Cllr Morgan, Cllr Purkis, Cllr Woodhead. Others Present; Clerk - Mrs L Beevor. 5 members of the public. Agenda 1a) Apologies for absence Cllr Crossland b) Declarations of Interest Cllr Martin advised that he had consulted SALC regarding the planning application relating to the sheltered housing and library complex. SALC referred Cllr Martin to the WDC Monitoring Officer, who after consideration, advised that involvement in the steering groups for the project would not give councillors a personal or prejudicial interest in the application. No interests were declared for this application. Re the planning application for 135 Church Road, Cllr Lawson advised that the applicant is a neighbour and she would therefore not take part in the discussions for this application. c) Planning Applications The Chairman advised the meeting that the library complex application would be considered last to allow any other members of the public chance to join the meeting. The meeting was opened for public contribution. The public present confirmed that they were at the meeting to speak regarding the library application. The Chairman confirmed that a public session would be available before this application was considered by Council. Meeting closed to public. DC/07/1278/FUL - Provision of Flood lighting to multi use games area at playing field premises, Francis Road, Kessingland by Kessingland Parish Council. SALC had advised that as this application had been submitted by the Parish Council, no Council comment would be required. DC/07/1346/FUL - Conversion of storage outbuildings to 1 new flat at 39 High Street, Kessingland by Mr J Narburgh. After full consideration Council unanimously refused the application on the same grounds as the application for 41 High Street - ‘overdevelopment of site, access issues, overlooking of neighbours.' DC/07/1487/FUL - Erection of rear conservatory at 44 Heritage Green by Mr and Mrs Nixon. After discussion Council unanimously approved the application. DC/07/1526/FUL - construction of a first-floor extension to garage and provision of a covered link to house at The Old Net Store, Church Road, by Mr Rainer. After discussion Council unanimously agreed to approve the application. DC/07/1515/FUL - Construction of a two-storey side extension at 135 Church Road, by Mr Young. After discussion, Council agreed to accept the application with the comment that ‘the drainage overflow must be suitable.' Cllr Lawson did not take part in the discussion. DC/07/1484/FUL - Construction of rear conservatory at 2 Lowlands Close, by Mr M Horth. After discussion Council unanimously agreed to approve the application. DC/07/1540/RG3 - Deemed application. - Construction of a single storey, side extension to provide baby-changing facilities at Public Conveniences, Church Road by Waveney District Council. After discussion it was unanimously agreed to approve the application. DC/07/1391/FUL - construction of double garage at 2 Beaconsfield Road by Mr J Pearson. This application had been considered by a working party of councillors and Council agreed to approve the application.
The meeting was opened for public participation. A member of the public read a letter from a resident regarding the proposed application. Several queries were raised in the letter, of which some were not planning issues. Those queries that were related to planning were responded to. With regard to the potential flooding issues that were raised in the letter, Cllr Martin advised the meeting of the latest briefing from the project team. Queries were also raised with regard to the number of car parking spaces and whether these would be sufficient, and to the amount of present open space that the facility would take away. A member of the public asked whether the land would be required for extension of the school at a later date. The public asked for confirmation of the criteria for being able to have one of the ‘very sheltered' units and asked for clarification regarding the future selling on of units. Councillors involved with the project teams responded to this query by advising that the basic requirement was for a person to require a minimum of 4 hours care per week and that this requirement would also be needed for any future potential buyer of a unit. The public also asked for clarification regarding the funding for the very sheltered units and they were advised that these were being funded by various government departments and agencies. The meeting was closed for public contribution. The public left the meeting. DC/07/1452/FUL - Construction of 32 ‘very sheltered' flats, community resource, library, new access and associated parking and gardens at land at Primary School, Field Lane by Flagship Housing Group. After full discussion Council agreed to approve the application with 6 councillors voting in favour of the project and 2 abstentions. d) Other planning matters a) Application by SLP for Wind Turbine at land at Africa Alive - Benacre Estate had advised that this may now be considered by WDC committee on 19th September. b) SALC Area meeting is to be held on 19th September at Kessingland Methodist Church Hall. The meeting will commence at 7pm with a presentation by WDC monitoring officer re the new Code of Conduct. All councillors are asked to attend this part of the meeting. The Area meeting itself will be from 8 - 9pm. c) Application DC/07/1505/FUL - Construction of 13 new houses and 7 new bungalows with associated roads and sewers at Land south of Nordalls, by Wellington Construction Ltd, has been submitted for consideration at the next Parish Council meeting. The clerk advised that WDC had confirmed that this application would not be considered by the WDC committee in September. The associated papers for this application were provided to the Chairman and these will be circulated prior to the next meeting. There being no further business the meeting closed at 8.30pm.
