Parish Council Meeting 12th September 07

Minutes of the Meeting of Kessingland Parish Council held on Wednesday 12th September 2007 at the Methodist Church Hall at 7.30pm.

Members present; Cllr Martin (Chairman), Cllr B Brown, Cllr R Brown, Cllr Burden, Cllr Crossland, Cllr Lawson, Cllr Morgan, Cllr  Purkis, Cllr Sinfield, Cllr Woodhead.

Others Present; Mrs L Beevor (Clerk), 4 members of public, PCSO Winn, Cllr J Starling WDC, Tony Debney - First Bus, Cllr Goldsmith (arrived 8.20pm).

b) Declarations of Interest

Cllr Lawson declared an interest in planning application DC/07/1505/FUL

2) To approve and sign the minutes of the meeting held on Wednesday 11th July 2007, Wednesday 25th July 2007 and Wednesday 22nd August 2007.

Amendments - 11th July - page 4, 9e) Heritage Green instead of Werel's Loke. 25th July - page 2, 7c) Heritage Green by Ark, instead of arch. 22nd August - page 1 ‘The meeting' instead of ‘the public'

It was resolved that the Chairman could sign these minutes subject to the above amendments.

a) Tony Debney - First Bus 

Mr Debney was attending in response to letters from residents regarding a) the state of the buses, b) the access to the buses, c) the service to London Road South Lowestoft.

Mr Debney apologised for the state of the outside of the buses which is due to the unsuitability of the premises for double-deckers. Each bus is serviced fortnightly.  

Re the bus service - Mr Debney advised that all services have to be commercially viable. Each route and stop is monitored for passenger numbers and this data is used to support the viability/non viability of each service.  Mr Debney advised that since the service has been revised, the patronage in Kessingland has increased.   

SCC supplies the bus time tables and these were printed wrongly and were therefore delayed. SCC also supplies the bus stop signs and these are then put up by First Bus as required.  Mr Debney agreed to ask the engineers to remove the signs at the beach as no buses now come to that end of the village.   

 Discussion took place regarding the bus route and whether there was possibility of a service being reintroduced to Lowestoft Road South. Mr Debney confirmed that he would ask for this to be considered and would contact the parish council again in due course.      

b) Members of public 

A resident advised that there were parking issues at Lincoln Court where there is a narrow road and with cars inappropriately parked, emergency vehicles would be too large to get into Lincoln Court. The resident asked that yellow lines be placed on one side of the highway.

PCSO Winn confirmed that he would assess the situation, accompanied by the resident. Council to refer matter to SCC.

  

c) Report from Waveney District Council

Cllr Starling advised that the Local Development Framework consultation ends on 24th September.

Cllr Purkis asked Cllr Starling whether the proposed SLP wind turbine site at Africa Alive had been suggested by WDC - Cllr Starling to ascertain. Cllr Purkis requested that if this was the case why was a report being awaited on the Area of Outstanding Natural Beauty. In view of the costs being spent on this application, Cllr Purkis suggested that the matter should be put in front of the Scrutiny Committee at WDC - Cllr Starling to follow up.

Re Ashley Nursery site - e mail from Cllr Provan received, advising that owners have confirmed that the site will be cleared. A London address is now known for the owners so a summons could be issued if required.

Questions to Cllr Starling.

Cllr Starling was asked about a business property reverting to residential occupation - Cllr Starling confirmed that the planning committee can only consider planning applications on material planning grounds. 

Cllr Starling was asked to ascertain the ownership of the cliff edge as it had recently been cleaned. 

d) Report from police representative

The police report is attached to the main copy of the minutes.

There were 64 crimes for July/August including

PCSO Winn advised that litter had been an issue during the school holidays. Traffic speeding is being dealt with by the traffic patrols.

Questions     

PCSO Winn was asked about the number of arrests made for crimes in Kessingland. PCSO Winn confirmed that the number of arrests would be included on future police reports.

The meeting was advised that some young people from the village would attend the next parish council meeting.

e) Report from SCC Cllr Goldsmith.    

Cllr Goldsmith provided a copy of a letter sent by Suffolk Highways to Anglian Water regarding flooding issues in Kessingland. 

Cllr Goldsmith advised that he would speak on behalf of Benacre Estate at the planning committee meeting re SLP wind turbines and that he would express the opinion that such turbines would be a distraction for motorists.

Cllr Goldsmith advised that he had been to Turrell Drive to see residents about flooding issues - thanks were extended to Cllr Goldsmith
