MINUTES

Langtree Parish Council Meeting

7.30 pm Thursday 15th January 2009 - Langtree Parish Hall

1.         Members present.  All councillors present, plus Cllr Saywell and Mrs Bailey from TDC

2.         Apologies    None required.     

3          Minutes of last meeting  Read and agreed, proposed Cllr Attridge, seconded Cllr Bond. Carried nem con

4.         Matters arising   Item 7,  regarding a barn construction. This is a legitimate and approved construction. 

5.         TDC.  Mrs Bailey explained the current position as regards the Westerman proposals. According to central Government policy, this application needs justification beyond just providing affordable housing for it to be approved. That justification is the community gain in the shape of the recreational development and as such the Agent has been asked to modify the application to state clearly that the housing and the recreational facility are all part of the one application. In essence, the recreational facility can be used to justify the market housing element of the application. Mrs Bailey concurred with LPC Councillors that the sum of £7000 offered as part of the parish ‘gain' is a little disappointing. She also stated that further discussions with Mr. Hodder, the agent, might be useful, and to that end a letter will be sent to him forthwith. [So done MGE 11th Jan]

6.         Police matters     No crimes in Langtree Parish the past 30 days and only four ‘logged' calls to Police, none of which were crime related.

7.         Planning Matters    Apart from the TDC item there are no other applications currently extant.

However, the construction of a shed on a site adjacent to the Tarka trail, near Watergate, was mentioned. The Clerk will ascertain exact location and inform Cllr Saywell, who will investigate planning history with TDC in due course. [So done MGE 11th Jan]       

8.         Finance.     Precept demand of £6300 submitted to TDC and there is currently £3465.20 in the bank

9.         Correspondence.   The Bio Diversity Audit was presented for Councillors to study at leisure. The Information Commissioner has commended us upon the quality of our Freedom of Information package on the LPC Website and a suggested modification has been carried out to show possible costs that might be charged to enquirers. Correspondence has been received telling us that some of Stowford Moor common land is not currently registered. Action awaits further information from the authorities.  

10.         Items at Chairman's discretion.  The apparently unsafe tree at the approach to Watergate

Bridge was mentioned. The Chairman will ascertain ownership and a request for felling will be made. [The owner has been contacted via a cordial telephone call and hopefully the matter will be shortly resolved.]
