LONG STRATTON PARISH COUNCIL LEISURE FACILITIES COMMITTEE 6th OCTOBER 2008.
A Leisure Facilities Committee meeting was held at the Pavilion, Manor Road on Monday 6th October 2008 at 7pm. Those present were:- Chairman, Mr A Lansdell, Mrs J Baker, Mr T Hubbard, Mrs T Higglet and Mr B Cox.
Apologies were received from Mr M Gooch, there were no declarations of interest in any of the agenda items.
Skateboard area - it was reported that the tarmac work was completed but that the making up of the area around some of the edges was still awaited, and the ruts had not yet been attended to - this was being chased up by Street Skape as Halls was their sub contractor. It was anticipated that the ramps would be put in within the next two weeks. Notices for at the area were then discussed and agreed upon, this for recommendation to the full council. Skateboard Area This facility is provided and managed by Long Stratton Parish Council Conditions of use must be abided by
1. All persons using this facility do so entirely at their own risk - there must be adult there must be adult supervision for under 14 year olds. 2. The half pipe is for skateboarders only. 3. Only BMX bikes are allowed on the other ramps. Use by skateboarders and BMX must NOT be at the same time. 4. Use is only until 9pm or dusk whichever is the earlier. 5. These facilities must be used for the intended purpose only. 6. Appropriate protective clothing must be worn at all times - knee and elbow pads, helmets etc. 7. In the interest of safety, drinks/glass/ sharp objects and dogs are not allowed at this area. 8. This is your facility - please help us keep it in good condition and litter free.
Information 1. The nearest public telephone is at junction of Manor Road and Flowerpot Lane 2. Users should advise others of where they will be and have means of contact with them. 3. A first aid kit is available from the pavilion (when employees are on site) or from 47 Manor Road. Key to main gate available from 47 Manor Road. 4. The area is inspected on a regular basis - any damage to be reported immediately on L.S 530524. MUGA It was reported that the planning application was on the agenda of the South West Area Planning Committee meeting on 7th October - Clerk, T Hubbard and A Lansdell to attend if possible.
There had been a query from Sport England regarding the possibility of infringement of the Muga on other sport areas - Clerk had spoken with Sport England regarding this. Proposed conditions if approval given were noted .
There had been enquiry regarding the goal areas - nothing further heard re this
As to how the proposed Muga should be managed and notices for this were then considered. Recommendation to full council to be :-

This facility is provided by Long Stratton Parish Council for the use of all.
Please note the following:- Priority use - should CLUB use be required in the evenings L.S Football Club when required 2 evenings a week 6 - 10 pm. L.S Basketball Club " " 2 " " " 6 - 10pm Five -a-side (I pitch) " " 2 " " " 6 - 7.30pm and 7.30 - 10pm Seven a-side -side " " 1 evening a week 6 - 10 pm Tennis - any evening when Basketball or Five a-side is played 6 - 10pm
Public use until 9 pm only or dusk, whichever is the earlier.
General At other times unless specific booking has been made and notification is on the MUGA play to be kept to 1 hr sessions.
Conditions of use Studded footwear is forbidden. Recommended footwear is trainers. Mud to be removed from footwear before entering the MUGA Should it be necessary for tennis posts/nets to be removed to enable play - this only to be done by clubs using the facility - the items to be placed in the area provided for the purpose and to be replaced on the courts after use. CYCLES are NOT allowed at the area.

Electricity supply - EDF contacted regarding this - awaiting clarification re the upping of ampage - if new supply to the Muga then cheque will be required before provision of a firm estimate. - the matter of electrical supply to be dealt with on 13th October. New supply favoured. Clearance of ditch and lowering of hedge on west of ditch behind skateboard area - Waveney Tree Services asked for price - quoted price £400 plus vat - it was agreed that this was reasonable and was agreed to - as the works are required and Waveney Services were dealing with other works at the area it was agreed that the work should be progressed with.
BMX area - it was noted that humps had been made by youngsters - more soil would be put at the area when Muga is dealt with. Wording for a notice was agreed - this for recommendation to the meeting on 13th October.
BMX AREA Anyone using this area does so a entirely at their own risk - under 14's to be supervised by an adult.

Goalpost - Awaiting visit by Playscape. The position for the goalpost to be re-sited at was agreed to - this to the east of the Muga - it to be recommended that a fence be installed alongside the footpath should this be found to be necessary.
Drainage - no information re vertidraining as yet - the area where rubber matting is to be dealt with as soon as the Muga works have been completed.
It was agreed that the provision of a hard pathway from the school gates to the skateboard and BMX areas should be recommended to full council. Quotes to be obtained.
CCTV - the finding out about upgrading of this to be progressed with. This to be recommended to full council.
Seating - Additional seating within the village - recommendation to be that seats be provided - new at top of the hill, one at the junction of Manor Road and Flowerpot Lane , one at Hall Lane?
Planting - recommendation to be that there is planting at more areas - suggested:- plant troughs on wall by access from A140 to Solar store, tub at junction of St Leger with Flower[pot Lane and at any other areas as may be put forward.
It was noted that no information as requested was to hand from the Village Hall Committee.
The meeting was then closed.
