A Parish Council meeting was held on Monday 28th July at 6.30pm at the Room at The Methodist Chapel, Manor Road.

Those present were:- Chairman Mr A Lansdell,  Mrs J Baker, Mrs M Miller, Mr M Gooch, Mr T Hubbard, Mr B Cox, Mr S Heapy, Mr A Miller and Mr R Aspland.

Time was given for L Higgins to give any information regarding the village hall matters.

Apologies were received from Mrs T Higglet and Mr P Scott. Apologies were also received from   County and District Councillor Mrs S Rice.

There were no declarations of interest in any of the agenda items.

The minutes of the meeting held 14th July were accepted and signed.

Village Hall

A check to be made that T C Garrett had dealt with the village hall roof.

It was reported that the removal of the pryacantha  and other requirements as ordered had been dealt with by Waveney Tree Specialists - the account was to hand - this to be paid - £150 plus vat.

The works as ordered of Waterfields would, it was reported be commenced on 26th August.

No specifications regarding the patio had yet been produced by the hall committee - this re the suggestions as put when members of the Parish Council met at the Village Hall  and  Mrs A Phillips

was present.

Highway matters.

It was noted that works regarding footpaths on Swan Lane were being carried out.

The need for attention to footpath on Flowerpot Lane was raised again. 

Bus stop by the Infant School - a letter from Norfolk County Council was noted. This giving information regarding the bus stop being at the position that it is.

Norfolk County Council to be asked as to the possibility of a lay by /car parking area being provided at the grassed area opposite the Infant School - enquiries had, as was reported been made regarding the possibility of the infilling of the ditch alongside the High School grounds on the west of Manor Road and a car parking area being made possible - response awaited . As had also been reported Saffron had been

approached regarding the possibility of use of part of the green for parking.

Multi Play Use Area.

It was reported that the quotation awaited regarding the provision of floodlighting and all works as quote requested for,  had been received from Adventure Playground - this being £35179  exclusive of the vat element.

It was considered that this figure was high - the clerk to ask Adventure Playground to provide a further quote. The Parish Council also to seek quotes for all the requirements as quoted for.

As for planning permission  Adventure Playgrounds would not deal with the application.

The Parish Council to apply  -   the clerk to deal with this - copy of an ordnance survey map had been obtained from Trident Map Services at a cost of £35 for use for the application - this was approved.

A design and access statement to be sent re the application.

Drawing showing elevations had been obtained from Adventure Playground - to go back re this as recessed goals at the shorter ends not indicated.

No drawing of the layout ‘lining' was to hand - these to be obtained.

As to any rescission or amendment regarding the decision made at the 14th July meeting regarding the lighting quotation it was agreed that effort  be made to obtain all information still required in readiness for the 11th August meeting and any decisions then to be made

The chairman informed of correspondence received from Mr Lythgoe - the item that the chairman raised from this was the matter of removal of the goalpost at the area where the club trains.

After consideration it was agreed that the goal post should be left in situ until after the school holidays as it was being well used.

After this it to be removed  and stored - it to be seen as to whether the MUGA (when it is eventually provided)  was used by youngsters for football..

Skateboard

No date yet given for Street Skape meeting with users - it was noted that youngsters are now asking that the skateboard area could be used by  BMX riders.

This to be discussed at the meeting .

Receipts and payments

N C Services - monthly grounds work account to be paid   

All approved.

Planning

Applications re:- 7 Swan Lane  2008/1381 Ground and first floor extension to rear of property

                           71 Suffield Close  2008/1352 Erection of detached single garage block

Both were approved.

Information regarding the meeting at S N C on 5th August re the proposed wind turbines at Hempnall was noted - no one indicated that they would attend.

Boundary Committee proposals - info to hand - those attending the meeting arranged by NCAPTC were informed of change of venue for the meeting.

It was agreed that someone from S N C  be requested to attend the Parish Council meeting on 11th August if possible..

Playing Field

Complaint from employee C Williams regarding abuse from youngsters had, it was been reported to the police.

Ball tubes - it was reported that a child had become stuck in the tubes and the fire service had been called out  in the week ending 26th July  -  that the ball tubes be removed had been put forward from P Scott.

There had been a notice stating ‘No climbing' in place - this had been removed at some time - unknown when. There is a notice stating the small children must be supervised.

Action taken - ‘No climbing' had now been painted on the tubes.

There was compliance with requirements when the inspection had been carried out on 28th may.

That children who get stuck do so from having gone into the tubes from the top and that it is from the top that they have to be taken out from  had been pointed out by P Scott.

The decision was that there be no removal of the tubes - parental supervision should be made.

Next meeting - 11th August   Burial land to be on the agenda

Action regarding burnt hedging at bowling green area to be on the agenda.
