ALLOTMENT AND CEMETERY MANAGEMENT COMMITTEE
Minutes of the meeting held on Wednesay 19th January 2005 at 7.30pm in the Council Chambers

2. Previous minutes read and proposed by Cllr Gibbs, seconded Cllr. White.
3. Matters Arising
a. Donation of £250 had been presented to Cllr. Gibbs by Kingfisher Housing Assoc.
b. Cllr. White has prepared a purchase list for shrubs for the cemetery beds and will discuss with H.A. Watton, also a tree list to be discussed with Landford Nurseries.
c. Reserved blocks currently in manufacture and should be ready by 26th January 2005.
4. Allotments
a. Chairman reported that at Deweys Lane there are still 3 plots waiting to renew and one ½ known to be vacant, though she had a name of parishioner waiting ½ plot and would contact him. At Bell Street there are 3 plots still to be renewed , and 6 ½ known to be vacant.
b. Please can the clerk write to neighbouring parish councils and advertise on noticeboards and the web site that we have these vacant plots.
5. Cemetery
a. A new plan of the cemetery showing all reserved plots and those ?in use? has been kindly prepared by Cllr. White and his family.
b. Following recent visits by councillors to other cemeteries recently, this committee would like to amend the cemetery rules to include two new provisions :
1. That the use of wind chimes, lights and any form of ornamentation is prohibited
2. Any logos and photographs proposed on headstones should first be approved by the Parish Council and following approval for their use copyright permission obtained.
6. Jubilee Garden
A buy list of shrubs for this year?s planting of the island beds has been drawn up by Cllr. White and will go to H.A.Watton for pricing. A grant of £86 has been received from Kennet District Council.
7. War Memorial
a. Cllr Gibbs asked if there was an accepted time for removal of the Remembrance Day wreaths as winter winds keep blowing them everywhere. Cllr Winterton reported that they still appear to be on display at Middle Wallop.Committee agreed to monitor local action by the military to remove at an accepted time.
b. Cllr White suggested that small stands should be made for the display of the wreaths, that would enable them to be secured in position and displayed to better advantage. He will provide a drawing of what he has in mind and Wilts. Contractors to be asked to quote.
c. Wiltshire Contractors be asked to quote for painting the railings around the War Memorial, and also Mr. Dawe to be asked if he would like to quote.
8. Rose garden
a. Mr. Dawe has removed the ground cover shrub and Cllr White had obtained the replacement berberis which Mr. Dawe has then planted in the gap
9. Risk Assessment
The committee decided to complete one of it?s 3 risk assessments this month and tackled the
Cemetery. We found that the Parish Council has a very low risk in virtually every category and is
already carrying out good practices. However the following items were found which need attention.
1. Pick up after your dog sign needs to go on the rubbish bin alongside the path.
2. Monitoring of the grounds maintenance needs to be carried out on a regular basis. The committee agreed that a members would inspect before each monthly meeting and their findings recorded in the minutes.
3. The chairman will provide a copy of the financial information as available at the Finance & Policy committee meeting.
4. Visual inspection of headstones, structures, fencing and gates to be carried out annually and recorded.
5. The council should display a disclaimer notice on the noticeboard. Please can the clerk find out if there is a standard suggested for cemeteries?
6. Not mentioned in the risk assessment document , the security and safety of the parish burial register currently kept at the clerks home. The committee feel this is an important legal document that it is our duty to look after, and the council should investigate the provision of a fire retardant storage facility, and a back up copy should be stored elsewhere, perhaps in the chambers.
