Ludgershall Parish Council Environment, Recreation and Leisure Committee.

 

Minutes of Meeting held at the Recreation Pavilion Thursday 17th. March 2005.

Present Cllrs. G. Blackmore (Chairman), R. Cope, R. Richardson, P. Richardson

 

  1. Apologies were received from Clr. J. Gardner and Cllr. M. Betteridge.

 

  1. The Minutes of the last meeting (20.01.05) were approved and signed as a correct record.

 

  1. Matters Arising.

a)                 Recreation Ground young people?s teen shelter project application for ?Gate it? funding had been turned down.  It was agreed that Plan B would be pursued.

      4.   Play Areas,

a)               Dewey?s Lane: Teen Shelter project. Plan B.

The same amount of facilities would be put forward, but another source funder would be approached.  The project still comprised of

A youth shelter with CTM Solar safety Lighting

A straight forward skateboard Half Pipe

A picnic shelter including safety surfacing

A special ?hot shots? or ?all rounder? sports wall including safety surfacing

The already installed single goal post practice area

Appropriate litter bins as required.

 

Plans, details of possible funding streams to be approached and approximate costs are included as appendices to minutes.

 

Proposed and seconded, R. Cope and R. Richardson, unanimous

It is recommended that the Parish Council support the renewed and amended project plans.

That the Environment Committee actively pursue other avenues of funding streams to bring the project to completion while the parts of the project to be paid for out of precept go ahead as originally planned.  If all avenues of further funding are exhausted and are failed, the Environment Committee to bring a further amendment back to the council for consideration for local Parish Council approval.

 

b)                 Dewey?s Lane Equipment repairs and risk assessment.

This is done by ROSPA and due in September 2005.

 

c)                  Pretoria Road Grass Cutting and Risk Assessment.

The grass cutting is to be included in the LPC schedule of grass cutting asap.  The Clerk is asked to provide a works order to this effect.  Agreed unanimously.  The risk assessment is likewise done by ROSPA.

 

 

 

 

 

5    The Pavilion Repairs and Risk Assessment Dewey?s Lane.

      The following were checked by the committee as either in hand and/ or due shortly, or actioned by appropriate authority.

Fire Brigade assessment and certificate/ report.

Fire exit approved.

No smoking signs

Boiler serviced / checked

PAT testing done.

Notice Board satisfactory with signs displayed.

First Aid box complete.

Work on toilets for disabled / access ramp for disabled satisfactory.

Any rewiring generally done as required.

 

In addition the following works orders are requested for the following Pavilion and both Play Areas general repairs.  The clerk is requested to arrange as necessary.

i) Several floor Tiles RHS large window on floor needs filling and making good,

ii) Down pipes at rear of building are leaking,

iii) Self closing gate to playground in Dewey?s lane as well as the self closing gate at Pretoria Road playground,

 

6.   The Environment

a).        KDC Recycling Skip service

The choice was agreed to be for PLASTIC BOTTLES and sited in St. James Car Park, on a frequency as often as possible.  The clerk is asked to action this decision.

b)         Pot holes.

There was still an unacceptable number of small pot holes all along Wood Park from Linden Close to Abbatt Close not filled in.  The committee request further strong representation be made to the Highway Authority to have these done properly in order to maintain the highway in a better and safer condition without so much further risk of potential damage to the road surface and parishioners vehicles and indeed further unnecessary expense falling on Wiltshire County Council Highways Budgets.

c)         It was noted that further road repair work had been carried out in a number of areas in the village and especially in Crawlboys Lane to rectify problems.

 

7   Correspondence

There was none other than that covered in these minutes.

 

8   AOB

a) The committee noted there had been an excessive increase in fly tipping along Footpath 3.  This is reported in the hope the LPC can put further pressure on appropriate bodies to help improve the situation.

b) It was noted that Test Valley might have provision for a mobile skate board park and the committee wondered if they (TVBC) might be approached by the LPC to explore the possibilities of this facility being extended across the boarder for the benefit of our youth, possibility on the Dewey?s Recreation Ground.
