WELLESBOURNE PARISH COUNCIL Minutes of the Council meeting held on Tuesday 2nd June 2009 at 7.30 pm at the Methodist Hall, Bridge Street, Wellesbourne Present: Cllrs Johnston, Grantham, Mrs Bartlett, Blundall, Mrs Bolton, Close, Copeland, Parton, Mrs Rose, Wright, Acting Clerk: Mrs Lipman Members of the public 29 Members of the press: 1 Prior to the meeting there was a talk by Mr Steve Haresnape (Environmental Protection Officer at Stratford District Council) - report appended 1. Confirmation of Agenda - It was confirmed Prop JG 2nd RW 4. Confirmation of the minutes of the Council Meetings of 5th May and Extraordinary meeting of 20th May 2009. An amendment of the minutes of 5th May was made at item 16.1 to read the SNT newsletter was distributed. 5. Matters arising An item on police was discussed under 8.1 6. Open session for members of the public to raise any matters of relevance to the Parish and for any Cllr with a prejudicial interest in an item on the agenda to speak on that item Ken Manning, Mountford Close, Treasurer of the Allotment Association, was concerned by a proposal to develop the Wellesbourne Allotment site. He said that the allotments had been in existence for 168 years and were at present fully occupied, with 25 residents on the waiting list - this equated to a 5 year wait. He explained that the Association was the largest community in Wellesbourne, outside the Church and the school. It had 85 members encompassing the whole social spectrum and providing around 600 local individuals with produce, a figure of about 10% of the village population. It had invested £7,000 to improve the site and facilities, including a grant of £1,000 from WPC to install water services. The increase in interest in allotments followed national trends and it reflected the importance of reducing carbon footprints and encouraging a healthy lifestyle. He added that the Association strongly disagreed with the statement in the submission by the Glebe Committee that development would improve the visual amenity of the boundary and said that as they were members of the National Association of Allotment Holders there would be legal resources available to fight this proposal. Geoff Rose, Grange Gardens, said that there was strong resistance to development proposals and the public should be kept informed and consulted before any decisions were made. He urged the Parish Council to engage and consult with the public regarding the draft core strategy. Lyn Hancox, Bristol Way, requested double yellow lines be installed on the corner of Warwick Road outside GWS garage. Mrs Bryan read out a letter from Mrs Herwin, Grange Gardens, informing the Council that police incidents were no longer to be published and would be available only on their website. Pat McDonaugh, Mountford Close, supported the Allotment Association because of its community social function. David Brookes, Newbold Road, raised concerns at the lack of progress regarding flooding prevention measures for Newbold Road. He said that it had now been two years since the flood and nothing had happened. Cllr RW informed the meeting that considerable work had been undertaken by both Parish and District Councils. Severn Trent Water was currently taking water samples from the Newbold brook as local landowners were refusing to sign a legal agreement to complete flood prevention measures saying the brook had become polluted from the old Hellhole tip. They were also doing soil analysis testing on the bed of the brook to ascertain if there had been pollution in the past. He said he expected that once these matters had been addressed the landowners would to commence the work. SDC were to fund 75% of the work and if it was not completed voluntarily they would withdraw from the agreement, serve notice to complete the work with their contractors and bill the landowner concerned. Cllr RW did stress that Moreton Morell College, one of the landowners involved, had been extremely helpful and was keen to start work without delay. Jo Waring, Kineton Road, was concerned about speeding traffic on Kineton Road. She said that cyclists now ride on the pavement and she would like the Parish Council to take up the issue of HGVs using Kineton Road with the individual transport companies. She also said that she had approached the diocese to buy the strip of land in front of her house but was told that this was of strategic importance -she assumed that this was because it formed the access for the allotment site development proposal. 7. Finance 7.1 Monthly accounts These were accepted for payment 7.2 Budget update To follow once year end had been run. 7.3 Year End Ms Morrall was still having difficulty obtaining help from Edge Designs. The Council resolved to transfer to a new system as soon as possible. 8. Police 8.1 Crime figures Although the SNT newsletter had been received, it was agreed to ask the police for a Wellesbourne sector newsletter to be reintroduced. Cllrs noted that the police were resistant to supplying crime figures. ACTION: Write to police to ask for a Wellesbourne sector newsletter and for detailed crime figures to be made available to the parish. At 8C Hammerton Way For Miss A North Officer dealing Lucy Hammond Due 18th June There was no objection 9.3 Report of the meeting of 20th May between WPC and Mr Jones (SDC Planning Department) Cllrs agreed that following rumours circulating in the village it was important to hold local public consultation before that proposed by SDC in the autumn. It was resolved that this should be in the form of an exhibition with an opportunity for residents to give comments, followed by a public meeting. Officers of SDC should be invited to attend but not the developers as the only issue at this stage was the suitability of the land in question for housing development. Cllrs emphasised that they strongly supported the Allotment Association but they could only comment on proposals. The decision will be made by the District Council. 9.4 Correspondence - there was none 9.5 Changes to the dates/venue of Area Planning Meetings. Date of next meeting 10th June at Elizabeth House - Noted 10. Amenities Committee - Last meeting 27th January 2009 10.1 Chairman's update Repairs to the fence at the Mountford Sportsfield and the Bowls Club gate should be completed in the next 2 weeks. A litter bin on the Dovehouse Sportsfield had been removed - the office was in touch with Matt Austin (SDC) to get it reinstated. 10.2 Sports Association Cllr Parton reported debris, containing barbed wire, had been found on the Dovehouse Sportsfield. He had contacted the Sports Association to get it removed. 10.3 Village Hall Cllr DJ said that WPC was in discussion with Walton Estate in order to secure the future of the village hall. 10.4 Youth Club Cllr GB explained that the Youth Club was vulnerable as there was no security of tenure and only a 2 month lease. Walton Estate had proposed a new community room at the school but this was not considered suitable and investigations were ongoing with WCC to find an alternative venue. Use of the County Mobile Youth Centre had been raised as a possibility but there would be the problem of storage of equipment. Cllrs confirmed their support for the Youth Club. ACTION: To write to the Sports Development Officer, WCC and Walton Estate opposing closure of the Youth Club and asking for suitable suggestions for alternative locations. BY: Office 10.5 Correspondence Provision of climbing wall on Mountford Sportsfield on 12th August 2-4 Tuffs sessions on Mountford Sportsfield 5th and 25th August 1.30 - 4.30 SDC Cllrs were pleased that SDC had arranged these visits to Wellesbourne but a check should be made that insurance was in place. Highways Committee -Minutes of the meeting of 26th May 2009 - these were not available 11.1 Chairman's report appended Cllr Grantham reported that the double yellow lines on the Warwick Road suggested in the open session had been requested twice in the past. He would raise the matter again with WCC. Individual haulage companies had been contacted by the Clerk in the past to advise them of the appropriate routes in and out of Wellesbourne. Vehicle activated signs were due to be installed on the Kineton Road during this financial year. There would be a public consultation regarding traffic calming on the Newbold Road after the local Council elections. The grass along the footpath between Mountford Close and Kineton Road had not been cut because there was an infestation of moles. WCC had been asked to take remedial action. The land alongside the road to the infants' school had been exluseded from the Parish Council's grass cutting contract as it was part of the school premises. The Clerk had advised the school and the county playing fields service of this. ACTION: Write a letter of thanks BY: Office Hedges and trees were obstructing the footway by the bridge on Bridge Street. The landowners would be asked to trim these back. Cllr Bartlett said that hedges also needed to be cut back in Walton and that coaches were still entering Walton Hall by Walton Road rather than Jubilee Drive. Cllrs resolved to meet with the new proprietors of Walton Hall Hotel. Moreton Morrell Parish Council had confirmed that they no longer wished to pursue a project to open up a footpath/cycleway between Moreton Morrell and Wellesbourne. Cllr Bolton requested that the Highways Committee ask WCC to resurrect the old footpath route which was closed some years ago. 11.2 Wellesbourne in Bloom WIB would be attending the Street Fayre on Saturday. It was resolved to send a letter of thanks for the display of flowers throughout the village. ACTION: Letter of thanks to WIB BY: Office Cllrs were dismayed at the unkempt appearance of the piece of land outside the dentist surgery. Office and Staffing Committee - Last meeting 24th March 2009 13.1 Chairman's update - nothing to report 13.2 Date of next meeting- to be arranged in July after the Clerk returns to work. 14 Emergency Committee - Last meeting - 10th February 2009 14.1 Chairman's update Cllr Copeland reported that he was meeting with the Environment Agency and three residents of Willow Drive on 10th June to discuss the River Dene flooding prevention measures. Dene Valley Sports and Leisure Centre 15.1 Chairman's report - there was nothing to report 15.2 Correspondence - there was none 16. Chedham's Yard 16.1 Chairman's report appended Cllr DC said that in addition to the reports already received there was a copy of the Energy and Water Options Initial Feasibility Study available for Cllrs in the office. There will be an informal briefing of the proposed planning application on 25th June at 4pm. Chedham's Yard appointments: 1. Website developer - Cllrs were given a tender report for the position of website developer. Regard was paid to the unanimous recommendation of company D. RESOLVED that company D be appointed as website developer for the Chedham's Yard Project. Planning consultant - Les Greenwood Cllr JG expressed concern at the suggestion to cordon off Chestnut Square during an open day. He said that the Stag's Head, being a public house, would need to be accessible by vehicles he had also noted that concern was expressed at a steering group meeting that restrictions on public access to the Yard might affect its financial viability. Friends AGM 15th June at the Methodist Hall at 7.30pm - noted 16.2 Correspondence. - there was none 17. Christmas Lights A meeting of the working party would take place in July. 18. Burial Grounds - Minutes of the meeting of 13th May 2009 18.1 Report from working party - no further action needed at this time. 18.2 Correspondence - there was none 19. WAG The Joseph Arch Walk will take place on the evening of June 9th commencing at 6.30pm at Joseph Arch's cottage in Barford. 20. Allocation of Allotments 20.1 Correspondence Requests for the provision of an allotment Mr Chesterton, Mr Thornton, Mr Huckle, Mr Clarke, Mrs Aiello and Dr Alvis Request for the provision of additional allotment land Mrs Holding Cllrs fully supported the Allotment Association and resolved to look into identifying possible additional land. It was noted however, that there was no budget for this in the current financial year. Cllrs resolved to hold informal discussions with the allotment association to seek further information.

Complaint regarding the recent aerobatic seminar Mr Morris A number of complaints had been received concerning low flying aircraft, particularly during the aerobatic seminar. Cllrs thought a meeting with Mr Littler (airfield manager) might be useful to discuss the situation. Residents were urged to note the registration of any low flying aircraft together with a time and date and to pass these to WPC or the CAA. Cllrs noted that a further seminar was due to take place in August. 24. Councillors Exchange of Information Cllr JG had attended the funeral of Paddy Keyes, who had been a Parish Councillor in the past and who had been actively involved with sport in the village, particularly the football section of the sports association for over 50 years. He felt that Wellesbourne would be a poorer place without him. ACTION: To write a letter of condolence to the Keyes family BY: Office 25.
