Nampak Planning Application 08.02.06
The Planning application for the development at the former Nampak site was heard at development control meeting on the 8th February 2006. Permission was granted subject to a large number of conditions, as per resolution: That permission be granted in the terms set out within the officer recommendation (with further detail agreed in conjunction with Woburn Sands Town Council via correspondence on such issues as the provision and ongoing maintenance costs of dog bins, landscaping issues and the detailed use of the agreed 106 funds for SID's etc) and with the following additional conditions attached - that the 106 agreement includes measures to mitigate negative impacts of the development on Theydon Avenue, Weathercock Lane and the level crossing (such measures to be defined in consultation with Network Rail and the Councils Senior Engineer)
- that the contribution for improved public transport in the S106 agreement be for an express route to CMK with limited stops
- that a contribution be agreed through the 106 agreement for the design and production of an Information Welcome Pack for people moving into the development
- that a renegotiation be undertaken with regard to Policy D4 in connection with carbon off-set funding to reach a conclusion that is to the satisfaction of the Development Plans Manager and is in compliance with the recently adopted Local Plan
- that the officers be asked to write to the applicants advising that the committee considers it likely that additional detailed highways infrastructure works would be required to accommodate any further phase of development of the site and that the lack of open space provision will need to be addressed in any further scheme
- and that officers, the Committee Chairman and Group Spokespersons meet as soon as possible to progress outstanding issues
