MINUTES of a PLANNING & TRANSPORTATION COMMITTEE Meeting held on THURSDAY 1st FEBRUARY 2007 at 7.00pm in the Guildhall, Butchers Row, Barnstaple

• There is a street light out, Bicton Street, at the bus stop near the Learning Deaf Centre, Barnstaple

• Who is responsible for cleaning up flotsam and jetsam, it has been 2 weeks since the last storm and you cannot park near the slip way, Castle Quay, Barnstaple

PT245 PLANNING FORUM
The Committee received an invitation from the North Devon District Council to attend a Planning Forum to be held on the 13th February 2007. The Planning Forum would enable the North Devon District Council to improve and develop the services that are offered by their Planning Unit.

RESOLVED that the Committee Clerk and Councillor Mrs M Eastaugh attend the North Devon District Council's Planning Forum.

PT246 REGENERATION OF BARNSTAPLE
The Committee received a Vision and Objectives statement and the contents page for the Design Brief from the North Devon District Council for the Regeneration of Barnstaple.
The North Devon District Council are seeking the Committees views on each of the sections within the Design Brief. The Committee Clerk informed the Committee that the Development Control Officer from the North Devon District Council had agreed to attend the next Planning Committee meeting to obtain the Committees views.

RESOLVED that this item be deferred in order to allow the Development Control Officer to attend a meeting with the Committee to obtain their views on the Design Brief.

PT247 TAXI RANKS
The Committee received a notice of a public consultation for the additional taxi rank provision in Barnstaple.
It was noted that the Town Council are not a prescribed consultee. Members felt that the Town Council should be a statutory consultee as they are the voice for the people of Barnstaple.
The Committee would like to object to the proposal for the provision of a taxi rank in Butchers Row. It was felt that these spaces are needed for disabled people so they can park here to attend the theatre.

RESOLVED
That the Committee Clerk respond to the consultation and inform them of the Committees objection to the taxi rank in Butchers Row
That the Committee Clerk write to Nick Harvey informing him that the Committee feel the Town Council should be statutory consultees
That the Committee Clerk ask Councillor Hawes to take the matter of Town Council's being statutory consultees to DAPC

PT248 PPS1 CLIMATE CHANGE
The Committee Clerk informed Members that the consultation document for PPS1 Climate Change is available on the Internet, hard copies have been ordered for Members who do not have access to the Internet, and these will be available to collect from the office when they arrive. It was suggested that due to not all Members having a hard copy, this item should be deferred to a future meeting to allow all Members to view the document.
