MINUTES of a COMMUNITY DEVELOPMENT COMMITTEE meeting held on MONDAY 12th FEBRUARY 2007 at 7pm in the Guildhall, Barnstaple.

CD60 APOLOGIES

CD61 DECLARATIONS OF INTEREST
There were no declarations of interest made during the meeting. CD62 MINUTES
It was RESOLVED that the Minutes of the meeting of 8th January 2007 be confirmed as a correct record and signed by the Chairman. [6.3abs]
CD63 BUDGET MONITORING STATEMENT
The Committee noted the budget monitoring statement covering the period 1st April 2006 to 31st January 2007.
It was RESOLVED that it be noted. [NC] CD64 GUILDHALL- BUILDING WORKS COMPLETION UPDATE
The Committee read a written report from the Property Manager regarding checks on the Guildhall completed works. The Property Manager said that the valve has been replaced downstairs and the heating system has been completely fixed and is now working properly. Members were concerned that heating was not always working properly and felt, even though it had now been fixed, the system would need to be checked regularly by the Property Manager to ensure it is working efficiently.
Members noted that the upper floor stairs area (between the first and second floor) has been painted. The Committee were informed that an upgraded security system, which included 3 CCTV cameras, has been installed in the Guildhall.
Members were further informed that there has been damage to the electrical meter boxes in the Shambles Walkway. This incident has been reported to the Police and repair work was required to the boxes and switches, to ensure everything was safe. The damage will have a cost implication, taking into account the engineer costs, electrician costs and emergency call out costs along with the actual repair work. The Committee discussed this incident. Members noted that cost implication would be incurred, but felt that whatever legal action is necessary, with guidance from the Town Clerk, should be taken to show that damage to Barnstaple Town Council's property would not be tolerated. It was also noted that the Town Council has taken such action previously with regard to other property of the Town Council.
It was RESOLVED that (1) the report be noted (2) whatever legal action necessary be taken regarding the damage to the Town Council property, with guidance from the Town Clerk. [NC]
CD65 THE SQUARE/ALBERT CLOCK
The Clerk told the committee that the Square works have been progressing quickly. Members had been invited to attend an Open Day in January regarding street furniture; in addition their views on this matter taken from the previous meeting had been forwarded to DCC. Some of the Councillors said the Open Day had been very useful with information and ideas/opinions shared. The Clerk also informed members that a meeting was held on Wednesday 24th January 2007 with the Museum Development Manager (the Museum of Barnstaple and North Devon) regarding the Albert Clock and Museum project. Unfortunately, due to delays with the proposed works to the Museum, it was decided that the Town Council should make a separate application for funding from the Heritage Lottery Fund, with help from the Museum Development Manager. Members felt that this was a good idea and in the future to continue links with the Museum.
It was RESOLVED that (1) the report be noted (2) the Committee Clerk, with help from the Museum Development Manager, will proceed with a separate Lottery application for the Albert Clock works. [NC]
CD66 BARNSTAPLE ALLIANCE
(a) Minutes from Alliance Project Board (22nd January 2007) The Committee read the minutes from the Barnstaple Alliance Project Board from Monday 22nd January 2007. The Town Clerk informed Members that items discussed were on the Management Process to include the project management process, list and budget; Alliance Events to include the regeneration focus event and question time forum on community safety; Project Initiation to include the youth council, older people participation, communications strategy, the heritage trail, leisure and recreation and the neighbourhood improvements; Consideration of the Civic Centres future and a copy of the action sheet showing how the Alliance was progressing. |
