MINUTES of a PLANNING & TRANSPORTATION COMMITTEE Meeting held on THURSDAY 29th MARCH 2007 at 7.00pm in the Guildhall, Butchers Row, Barnstaple
PRESENT: Councillor Mrs Eastaugh (Chairman)
Councillors: S P Harvey, Mrs S Haywood, Miss C Upcott and Mrs J Hunt
In Attendance: Miss V Pine (Committee Clerk), Alan Barnett (Development Control Officer), David Heard (Planning Officer) and a resident from Belle Meadow Court.
PUBLIC PARTICIPATION
In accordance with Standing Order 84 a resident from Belle Meadow Court addressed the Committee regarding the new Puffin Crossing that has been installed in Belle Meadow. The resident explained to the Committee that residents who live in Belle Meadow Court have raised concerns with this Puffin Crossing. The pole adjacent to Belle Meadow Court has been placed in the wrong place. They feel that it is close to the residential properties, there will be a noise issue with pedestrians gathering on the pavement waiting to cross, the stop and starting of vehicles and the beeping of the crossing. The residents also feel that this is an invasion of privacy as the cameras on the pole look directly into residents’ properties.
Councillor Mrs J Hunt entered the meeting.

PT285 MINUTES
RESOLVED that the minutes of the meeting held on the 15th March 2007 be approved as a correct record and signed by the Chairman. (NC)
PT286 REGENERATION OF BARNSTAPLE
The Chairman welcomed The Development Control Officer and the Planning Officer to the meeting and explained that this was to continue from the discussion held on the 15th February 2007 regarding the Design Brief for Barnstaple.
Archaeology
The Committee would like to make sure that the importance of the town is recognised.
Ease of Movement
Signs - need to be updated and maintained, they should all be the same and should point in the right direction. They should also point out all the landmarks within the town. The Committee would like to see the Newport and Pilton area pulled in within the context of the overall town but to still have their own identities.
Sustainable Transport
Public Transport needs to be improved, there need to be more buses in the evening and at weekends. Bike sheds should be integrated into the design of new developments. There should be more cycle racks within the town. The Committee felt that there needs to be more transport to get people into the town, there should be a park and change at every entrance to the town. There needs to be more and improved cycle routes around the town. Rail transport needs to be improved and better connections are needed.
Vehicle Parking
The Committee felt that the square is an unacceptable place for coaches to use as a pick up/drop off place and either the Cattle Market or the Bus Station should be used for this purpose. New developments need parking spaces, people may live in the town but they do not necessarily work in the town and they may have to commute to their place of work.
Taxis
The Committee felt that the attitude of taxi drivers need to change and the taxi ranks need to be policed properly.
Retail Lorries
Retail lorries need to be facilitated within the town. The Committee thought that a service break down point would be of use.
Accessibility
There is an adverse camber on most of the pavements within the town and it is hard to push wheelchairs across. More street lighting is needed as the visually impaired find it hard to see at night. Storage areas for wheel bins should be incorporated into designs. A-boards are also a problem for the visually impaired to see and for people in wheelchairs to manoeuvre around them.
Safety and Security
The town needs to be well covered by cctv, the current system needs to be update and more operators employed. 106 agreements should be sort from new developments to contribute towards this.
Sustainability
New buildings should incorporate as many environmental factors as possible right down to saving the rainwater and the building should be designed to incorporate this.
Crime Reduction
The Committee felt that there should be some kind of space between a house and the highway to deter crime.
Street Safety
There should be better lighting and more Policemen walking the streets so that a Police presence can be seen. There should be traffic-calming measures there was a concern over boy racers. A height restriction should be placed on trees and bushes and they also should not be too dense so that people cannot hide in them.

Green Public Open Spaces
The green public open spaces should be better maintained especially the Port Marsh area. The Plantings in the middle of roundabouts should not be allowed to grow too high. There should be more public art on display the college and the local schools should be involved with producing this and the history and the future of Barnstaple should be the theme.
Disabled
The Committee felt that we should be asking the disabled themselves as they are the users and they know what they need.

Recommends Refusal, as it is against the Committees policy for temporary buildings in schools this should be a permanent building. (NC)

PT288 POSSIBLE PLANNING INFRINGEMENTS, HIGHWAY CONCERNS AND MOBILE LENGTHSMAN REPORTS
Councillor S P Harvey submitted the following reports:
• Very uneven footpath needs resurfacing, between Barbican Road and Bevan Road car park, entrance opposite the pedestrian crossing • Complaint from residents about poor parking on the entrance to the road, Ashleigh Crescent entrance onto Barbican Lane
Councillor Miss C Upcott submitted the following report: -
• The hedge in the middle of the road is overgrown and there is a post/piece of wood sticking out into the road from the hedge, approach to Westcountry TV roundabout from the TA Centre roundabout just past the entrance to Summerland Street.
RESOLVED that the Committee Clerk forward these complaints to the relevant authority. (NC)

PT292 SUSTAINABILITY POLICY
The Committee received a Sustainability Policy that was produced by Councillor R Knight. The Committee Clerk informed the Committee that this policy had already been approved by the Environment Committee and should this Committee wish to approve the policy then it would have to be referred to Corporate Governance Committee for it to be adopted as a policy of the Town Council.
RESOLVED

PT293 PLANNING SCHOOL
The Committee Clerk explained to the Committee that due to poor attendance the Planning School that was due to be held on the 24th March 2007 was cancelled. If the Committee would like to run another Planning School then the Committee Clerk suggested that the programme would remain the same and Planning School be re-run in June/July time.
RESOLVED that the Committee Clerk re-arrange Planning School for June/July time.

PT294 CATTLE MARKET/CASTLE GREEN
The Committee received a report from the Town Clerk regarding the meeting held between the Mayor, the Chief Executive of the North Devon District Council and the Town Clerk concerning the proposed changes to the Cattle Market/Castle Green. The Chief Executive apologised that the information had gone to the Town Centre Management before the Town Council and had asked a member of staff to attend a Committee meeting to give the same presentation.
The Committee thanked the Mayor for her time and were pleased with the response

PT295 PUFFIN CROSSING - BELLE MEADOW
Councillor Harvey explained to the Committee that residents are concerned about the Puffin Crossing that has been installed in Belle Meadow for the reasons that the resident explained earlier. Councillor Harvey was also concerned that the Town Council had not seen the plans for this crossing.
The Committee Clerk informed the Committee that she had spoken to an Officer from the Highway Authority and he had informed her that the crossing does not have any cameras on it the objects on top of the poles are sensors. Devon County Council have a policy for Puffin Crossings they will beep between the hours of 6.00am and 11.00pm and then the beep will be turned down, in this circumstance the Devon County Council have agreed to turn the beep off altogether. The crossing will still be safe for the visually impaired as the crossing has a spinning cone which a pedestrian can place their finger on and if it is spinning then it is safe to cross the road.
The Committee Clerk also informed the Committee that the Town Council had seen proposals for this crossing. A map of all the changes to the square including the crossing were presented at a meeting of the Community Development Committee, a presentation was given to the Planning and Transportation Committee of all the changes, plans were displayed in the library which showed the crossing and when the works to the square began A3 plans of all the changes including the crossing were placed on lampposts around the town.
RESOLVED that the information be received and noted. (4.1)
Councillor S P Harvey was not happy with the Committees decision on this item and voted against.
