BARNSTAPLE TOWN COUNCIL

MINUTES of a meeting of the HERITAGE CENTRE COMMITTEE held on Thursday 24th May 2007 at 7.00 pm in the Guildhall, Barnstaple.

PRESENT:          Councillor:          Miss C Upcott (Chairman)

Councillors:         Councillors S Upcott, Mrs V Elkins, J Phillips and D Brailey.

Also present:      The Town Clerk, Heritage Centre Commercial Manager, Denise Teague. Heritage Centre Creative Manager Julie Parker.

HC60 APOLOGIES

Apologies, for absence were received from Councillors Mrs S Haywood and Mrs J Hunt.

HC61 DECLARATION OF INTEREST

None received.

HC62 MINUTES

         RESOLVED:       That the minutes of the meeting held on 22nd March 2007 be approved as a correct record and signed by the Chairman.

HC63 HERITAGE DAY UPDATE

The Commercial Manager reported that events for the two Heritage Days on 22/23rd June were finalised and in place.

Trial enactments would be taking place in the Guildhall on Friday 22nd followed by various re-enactors and events on The Strand on Saturday 23rd. 

The Commercial Manager stated that the Awards for All

application for £600 grant aid towards the events had been successful.

HC64 ADVERTISING AND MARKETING STRATEGY

The Commercial Manager reported that this year's radio advertising campaign on Radio Lantern is now in place and will begin on 25th May to cover the half-term holiday.  It will stop for two weeks and then begin again in July and continue until September.

The cost remained the same as last year and is focussed on a targeted market.

HC65 REGULAR STATISTICAL REPORTS

Copies of the statistical report for the exhibition and shop were circulated prior to the meeting together with previous year's figures for comparison.

RESOLVED:  That the statistical report be received and noted.

HC66 TOWN COUNCIL DEVELOPMENT PLAN

The committee considered the Town Council Development Plan circulated prior to the meeting.

The Town Clerk stated that there are plans to set up a specific group for the purpose of improving and working on

St. Anne's Chapel.  It is the aim that by the end of the year work will have started on St. Anne's Chapel giving opportunities to use the space for performance or exhibition.

The Chairman, Cllr Miss C Upcott, stated that at a previous Heritage Centre meeting, the committee was informed of a letter received from The Public Catalogue Foundation asking the Town Council for information on the paintings in the Town Council's possession.  Having met representatives of the organisation whilst attending the recent Museums and Excellence Award Ceremony, Cllr Miss Upcott considered that this would be a worthwhile thing for the council to become involved in.

RESOLVED: That the council include registering with the Public Catalogue Foundation in the Action Plan.

HC67 REPORT ON MUSEUMS AND HERITAGE AWARDS FOR EXCELLENCE, AWARDS CEREMONY

The Creative Manager reported on her attendance at the Museums and Heritage Awards for Excellence, Awards Ceremony (included as Appendix 1).

The Town Clerk stated that the advertising gained by attending the Museums and Heritage Awards for Excellence, Awards Ceremony was extremely good value for the Heritage Centre.  All the information on the awards, sent out by the Museums and Heritage Awards for Excellence, contained information on all those short-listed, together with information on their web site.  A report on The Heritage Centre's short listing had been filmed by West Country TV today which is due to go out on air this week.

HC68 REPORT FROM THE TOWN CLERK

The Town Clerk reported that the Heritage Centre has entered the South West Market Town Award Scheme in the

Environment and Culture category.  It was stated that entering these awards are well worth doing to publicise the Heritage Centre whenever possible.

Updating and re-printing the Heritage Trail is now being considered, and at the last meeting of the Barnstaple Alliance, this was discussed as being included as part of a ‘Heritage Strategy' for Barnstaple.
