BARNSTAPLE YOUTH COUNCIL
MINUTES of the YOUTH COUNCIL Meeting held on TUESDAY 7th August 2007 at 4.30pm in the Guildhall, Butchers Row, Barnstaple
PRESENT: Youth Councillor Miss J Parkhouse (Chairperson)
Youth Councillors: K Mitchell (from Min No.YC15 ), Miss V Rowe, Miss A Thorne, B Van De Sande, Miss S Carter, Miss R Lessiter and G Checkley.
In Attendance: Miss V Pine (Clerk to Barnstaple Youth Council) and Mrs J Parker (Creative Manager)
YC14 APOLOGIES
As recorded on the attendance sheet apologies were received from Youth Councillor M Cannon.
Youth Councillor K Mitchell entered the meeting at 4.35pm.
YC15 MINUTES
RESOLVED that the minutes of the meeting held on the 3rd July 2007 be approved as a correct record and signed by the Chairman. (NC)
YC16 CONSTITUTION AND STANDING ORDERS
The Youth Council received the amended Constitution and Standing Orders for approval.
RESOLVED that the Constitution and Standing Orders be approved. (NC)
YC17 ADVERTISEMENT
The Creative Manager presented the Youth Council with some examples of a leaflet, poster and business card to promote the Youth Council.
The Youth Council liked the layout of the business cards, the leaflets and the posters but felt that the logo was not very youth friendly. The Youth Council asked the Creative Manager if she would be able to have a look at the logo and present them with some different ideas for the logo.
It was suggested that the Youth Council call an Extra-Ordinary meeting for next week in order for the Youth Council to start advertising as soon as possible.
RESOLVED that the Clerk to the Youth Council call an Extra-Ordinary meeting for next week for further discussions with the Creative Manager regarding advertisement. (NC)
The Clerk informed the Youth Council that the Town Council will be carrying out surgeries once a month in the Pannier Market to engage with the public. The Town Council has invited the Youth Council to join them at the surgeries and the next surgery will be held on the 1st September 2007.
RESOLVED that Youth Councillors Miss J Parkhouse, Miss V Rowe and K Mitchell attend the surgery on the 1st September 2007.
The Clerk presented the Youth Council with two types of badges and costings which could be worn at events to identify Youth Councillors. The first badge was a badge made by Trophy man which would cost £5.50 each and the second were click fold name badges which could be re-used and would cost about £20 in total for the Whole Youth Council.
RESOLVED that the Youth Council have click fold name badges which will be worn to events. (NC)
YC18 BARNSTAPLE ALLIANCE QUESTION TIME
The Clerk informed the Youth Council that the Question Time should be held in October. The Youth Council felt that it should be held on the Saturday which falls within the half term week.
The Youth Council felt that possible venues for this event would include the Strand, Castle Green, Rock Park and the hall at the Leisure Centre.
Different organisations that the Youth Council felt should be invited included the Police, juggling, street dancing, the Fire Brigade, St John Cadets and Marching Band, a healthy eating stall and recycling. It was felt that Youth Councillors should be appointed to meet the Clerk to the Youth Council to discuss the location and groups to be invited in further detail and report back to the next Youth Council meeting.
RESOLVED
1. That Youth Councillors Miss J Parkhouse and Miss V Rowe meet the Clerk to discuss possible venues 2. That Youth Councillors G Checkley, Miss R Lessiter, Miss S Carter and Miss A Thorne meet the Clerk to discuss possible groups to invite (NC)
YC19 BARNSTAPLE TOWN CENTRE MANAGEMENT CONSORTIUM MEETING
The Chairman and Clerk informed the Youth Council that they had attended a Barnstaple Town Centre Management Consortium Meeting and found it very useful and the Chairman would be attending the next meeting.
RESOLVED that the information be received and noted.
