BARNSTAPLE YOUTH COUNCIL

MINUTES of the YOUTH COUNCIL Meeting held on TUESDAY 4th September 2007 at 4.30pm in the Guildhall, Butchers Row, Barnstaple

PRESENT:            Youth Councillor Miss J Parkhouse (Chairperson)

Youth Councillors: K Mitchell, A Spear, Miss V Rowe, B Van De Sande, P Kelly, M Cannon, Miss S Carter (from Min No. YC25) and Miss R Lessiter (from Min No. YC27).

In Attendance: Miss V Pine (Clerk to Barnstaple Youth Council), PC Glyn Clark (Neighbourhood Beat Manager for Bishops Tawton, Landkey, Swimbridge and Whiddon Valley) Mr A Austen (Senior Planning Policy Officer), Phillip Kemlo, Stacey Spear (from Min No.27) YC and Nicky (from Min No.27)

YC24 APOLOGIES

As recorded on the attendance sheet apologies were received from Youth Councillor Miss Thorne.

Youth Councillor Miss S Carter entered the meeting at 4.40pm

YC25 MINUTES

RESOLVED that the minutes of the meeting held on the 7th August 2007 and 13th August 2007 be approved as a correct record and signed by the Chairman.

YC26 INFORMAL DISCUSSION

RESOLVED that the proposals made at the informal discussion held on the 13th August 2007 be approved and adopted.

YC27 DEVELOPMENT WITHIN BARNSTAPLE

Stacey Spear and Nicky entered the meeting at 4.45pm.

Mr Austen explained to the Youth Council that he is consulting with young people about what they would like to see in their town through development in the next 20 years.

The Main points which the Youth Council felt that they would like to see in their town were: -

Activities

More fun stuff to do

More things for young people to do

Amusement arcade and Ice skating

Build houses on stilts to avoid flooding

Replacement BMX track needed

Multicoloured bouncy castle!

Club open in the evenings (as British legion did in the holidays)

Indoor paintballing

Accessibility

Better accessibility and cheaper public transport

Provide a footpath link between Gorwell and Silverwood Heights

Open spaces

Don't build on open spaces

Provide new parks where old ones have been closed

Avoid conflict between footballers and other users of open space (Swallowfield Park at Roundswell)

Provide open space close to new houses

Security

Provide surveillance

Mr Austen left the meeting at 5.00pm

YC28 POLICE REPORTS

PC Glyn Clark introduced himself to the Youth Council and explained that he would be the Police Liaison Officer for the Youth Council.

The Youth Council informed PC Clark that there is a problem with the attitude of bus drivers towards the young of the town.

RESOLVED that PC Glyn Clark will talk to the bus companies and report back to the Youth Council.

YC29 BARNSTAPLE ALLIANCE QUESTION TIME

The Clerk informed the Youth Council that the date and time had been confirmed and the event would be held on the 20th October 2007 from 11.00am until 2.00pm.

The Youth Council would also like to invite the following organisations:

Talk to Frank

Stage Coach

Surfers against Sewage

The Mayor in Full Chains

And would like the following organisations to also give demonstrations: -

Sea Cadets

Army Cadets

The Youth Council took a short comfort break.

YC30 BONFIRE NIGHT

At the previous meeting it had been suggested that the Youth Council organise an event for Bonfire Night.  

The Youth Council would like to hold an event with a fire sculpture, fire works and food stalls.  The event should be held on Saturday 3rd November 2007 to start at 6.30pm for 7.00pm and there should be an entrance fee of £1.00 per person.  Possible sites to hold the event are Rock Park, School playing fields, off of the bridge, or the fire works could be set off from a boat.

RESOLVED that the Youth Council Clerk investigate into the possibility of holding this event.

YC31 CARNIVAL

The Clerk informed the Youth Council that they could have a stall on Castle Green on Carnival day for £10.00.       

The Youth Council felt that it would make more sense for any Youth Councillors that are free on the day of the Carnival to walk with the Carnival and hand out leaflets.

RESOLVED that the Clerk find out if it is possible for the Youth Council to walk with the Carnival.

YC32 TOWN COUNCIL SURGERY

The Clerk informed the Youth Council that the next Town Council surgery would be held on Saturday 6th October 2007 and two or three Youth Councillors were needed to join the Town Council.

RESOLVED that Youth Councillors K Mitchell, A Spear and M Cannon attend the next Town Council Surgery.

YC33 CARNIVAL COMMITTEE

The Clerk informed the Youth Council that the Carnival Committee had invited the Youth Council to sit on the Committee. 

The Youth Council felt that at present it does not want to commit itself due to the changes that are taking place but it would like to be involved in the Carnival Committee and will attend meetings.

RESOLVED that Youth Councillor Miss B Lessiter be appointed to represent the Youth Council on the Carnival Committee and Youth Councillor Miss V Rowe attend the meetings if Youth Councillor Miss B Lessiter is unavailable.

YC34 REFRESHMENTS

RESOLVED that the refreshments for the next meeting be sandwiches, orange juice and apple juice.
