BARNSTAPLE TOWN COUNCIL
MINUTES of the COMMUNITY DEVELOPMENT COMMITTEE meeting held on MONDAY 19 NOVEMBER 2007 at 7pm in the Guildhall, Barnstaple.

CD43 DECLARATIONS OF INTEREST
There were no declarations of interest made during the meeting.
CD44 MINUTES
It was RESOLVED that the Minutes of the meeting on Monday 15th October 2007 be confirmed as a correct record and signed by the Chairman. [9.5abs] CD45 THE ALBERT CLOCK
Councillor J Phillips entered the meeting at 7.05pm The Committee Clerk informed members that the Heritage Lottery form/Listed Building Consent for the Albert Clock restoration project with associated educational activities is ongoing. The Clerk told members of the proposed time scale, for submitting the bid, receiving the response and when hopefully the Council could begin the works.
RESOLVED that the report be noted. [NC]
CD46 MOSAIC- THE STRAND
The Committee Clerk informed members that at meeting on Wednesday 14th November 2007, DCC discussed the Strand developments to be carried out by them to this area. The developments included, the removal of the circular walls, grassing up to the Sunken Quay, street lighting, widening of the pavement and some other works. At the meeting the Town Council had agreed to lead further meetings with both authorities and the Strand Traders regarding the Strand area.
A picture of a proposed option to protect the Mosaic was passed around the Committee. As had been suggested previously, it was proposed to leave the Mosaic where it is within the Sunken Quay, but to have the outer area grassed and to landscaped the centre square with bushes.
Members were informed that the Council have been actively seeking the community's perspective on this proposal via a press release, the website, and consultation forms. The overall opinion had been very favourable with this proposal being supported by both local authorities and members of the public.
Committee members noted this was a good idea, but highlighted the need to ensure that the planting will be maintained. Other suggestions to build on this proposal were discussed and would need to be investigated further with relevant parties.
RESOLVED that the initial proposal for the Mosaic, explained above, be approved, and for the Clerk to engage in further discussions with DCC/NDDC and relevant parties regarding the implementation of the design. [NC]
CD47 MINUTES OF THE BARNSTAPLE ALLIANCE
The Committee read the Minutes from the Barnstaple Alliance Project Board on Monday 15th October 2007. The Committee Clerk briefly summarised what items were discussed in the Minutes; which referred to the Youth Council event, In Town without my car day", Forward Plan 2008, Calendar 2008, the action list, and other items.
RESOLVED that the Minutes be noted. [NC]
CD48 BUDGET MONITORING STATEMENT
The Committee noted the budget monitoring statement covering the period 1st April 2007 to 31st October 2007.
RESOLVED that the Budget Monitoring statement be noted. [NC] CD49 COMMITTEE BUDGET 2008/2009
Members considered and discussed the draft budget for 2008/2009.
The Committee reviewed the budget and considered whether to make any amendments, it was suggested that changes could be made to the Pilasters, War Memorial and Notice Boards categories. Members felt that the Pilasters and War Memorial budgets should not be altered. These works need to be carried out, the Pilasters will be in the next 10-15 years, with the Memorial in the next couple of years, and money will be required for these potential works.
Some members felt that notice boards were not a necessity for this year and could be taken out of the budget. However, other members felt that there should be a provision for notice boards, and the Council could trial this on one Ward to see if effective.
RESOLVED that (a) The Committee reduces the amount budgeted in notice boards to £600. [10.3.2abs] (b) The Committee budget be approved in principal with the above amendment and taken to the Finance and General Purposes Committee for the final approval. [NC]
