BARNSTAPLE TOWN COUNCIL
MINUTES of the COMMUNITY DEVELOPMENT COMMITTEE meeting held on MONDAY 14 JANUARY 2008 at 7pm in the Guildhall, Barnstaple.

CD50 APOLOGIES
Apologies, as recorded on the attendance sheet, were received from Councillor F B Vernon, Mrs J Hunt and Mrs L Brown.
CD51 DECLARATIONS OF INTEREST
There were no declarations of interest made during the meeting.
CD52 MINUTES
It was RESOLVED that the Minutes of the meeting on Monday 19th November 2007 be confirmed as a correct record and signed by the Chairman. [12.1abs] CD53 BUDGET MONITORING STATEMENT The Committee noted the budget monitoring statement covering the period 1st April 2007 to 31st December 2007.
It was asked whether the Council has the lease on the new Kiosk. Furthermore, it was asked whether the rates costings related to this building is applicable to the Council, if the Council does not have the lease. The Committee Clerk told members she would seek clarification from the Town Clerk on this matter.
RESOLVED that (a) The Budget Monitoring statement be noted. (b) The Committee Clerk verifies with the Town Clerk on the status of the new kiosk lease and the above question regarding the rates costings. For the Committee Clerk to report back to the Committee at the next meeting. [NC]

CD54 THE ALBERT CLOCK The Committee Clerk explained to members how the project had developed and the Council is hoping to:· Repair and conserve the mechanisms and stonework of the Albert Memorial Clock Tower. · Engage local people in developing a new Heritage Trail for the town. · Involve local schoolchildren, out of school clubs and other groups, in learning about and enjoying their heritage, through activities on the Square, interpretation and creative workshops.
The Committee Clerk informed members that a meeting had been held with the Heritage Lottery Fund. The Development Officer was very keen with this proposed project, but there were still some remaining areas that needed to be finalised.
Further to this, members were told that the bid would now be submitted by March 2008 instead of January 2008, for a decision in September 2008. The Committee Clerk will be addressing the remaining areas that still need to be worked up for the bid.
RESOLVED that (a) The report is noted. (b) Town Clerk and Committee Clerk carry on progressing this project and keeping the Committee updated [NC] CD55 GUILDHALL- CLOCK WORKINGS
The Committee Clerk explained that at present the Bluecoat Grammar School clock workings are situated in a small spaced area and it was thought there could be a potential to re-site this item in another place. It is felt that there was a possibility to find a more suitable site than the Ante Room for this heritage item to be appreciated by all of the community. Members discussed alternative sites for the clock workings, which would be subject to the approval of the premises owners, from the Library to the Lodge at Rock Park. The Committee suggested that this matter go out to public consultation, for the community's views on where the clock workings could be potentially situated in Barnstaple.
RESOLVED that (a) An investigation is made into the potential of re-siting the clock workings. (b) Public consultation is carried out, through the local newspapers and the Council surgeries, regarding the community's opinions on this matter. [NC]
CD56 BARNSTAPLE ALLIANCE
(a) Minutes from Alliance Project Board The Committee read the Minutes from the Barnstaple Alliance Project Board on Monday 26th November 2007.
The Committee Clerk briefly summarised what items were discussed in the Minutes; the Minutes of 26th November 2007 referred to Communications Group update, Sustainability Day, Barnstaple Regeneration, Priority Neighbourhoods update, the action list, and other items.
RESOLVED that the Minutes be noted. [NC]
(b) Full Alliance Event (Monday 25th February 2008) The Committee were informed that the next Barnstaple Full Alliance event will be called "Age in Barnstaple" and it will involve the Senior and Youth Council. The proposed format will be to discuss scenarios relating to these age groups and the programme of events is being finalised. Members noted that this event will take place on Monday 25th February 2008 at 6pm in the Civic Centre.
