MINUTES of the CEMETERY AND GROUNDS MAINTENANCE COMMITTEE held on MONDAY 14th APRIL 2008, at 7.00pm in the GUILDHALL, Butchers Row, Barnstaple.

Present:              Chairman:           Councillor J Phillips

Councillors:         I Roome, S Upcott, A Windsor, Mrs S Haywood and J Mathews.

In Attendance:    Miss T Weaver (Committee Clerk).

CG109. APOLOGIES

Apologies were received from Councillor Mrs V Elkins, as recorded on the attendance sheet.

CG110. DECLARATION OF INTEREST

The following declarations of interest had been entered on the reverse of the attendance sheet: -

Councillor Roome declared a personal and Prejudicial interest in minute number CG119(b), employee of the Children's Hospice.

Councillor Mrs Haywood declared a personal interest in minute number CG119(a), husband is a Devon County Councillor.

CG111. MINUTES

RESOLVED that the Minutes of the Cemetery and Grounds Maintenance meeting held on 10th March 2008, be approved as a correct record and signed by the Chairman.

CG112. ALLOTMENT ASSOCIATION ISSUES AND REMEDIAL WORKS (SUSPENSION OF STANDING ORDERS IN ACCORDANCE WITH SO. 85)

RESOLVED: It be noted that there were no issues received from the Allotment Association.

CG113.  ALLOTMENT HOLDERS REQUEST

  • a. The Committee considered a request received from the tenant of Sunnybank 21B, to transfer to plot 33. The Committee Clerk informed Members that she had received confirmation that plot 33 would become vacant, as from the 1st May 2008.

RESOLVED: That the applicant's request to transfer to Sunnybank plot 33 be approved, as from 1st May 2008.

 CG114.     ALLOTMENT CLEAN-UP DAY

The Chairman reported that the Environment Committee would be holding a ‘Tidy up our Town' week from 16th until 21st June 2008.  The Allotment Association were planning to take part during the event therefore it was felt that the allotment clean-up day should take place as part of the event.

The Chairman informed that the Environment Committee would be providing a limited number of skips which were available on a first come basis.  The Committee were concerned that there may not be enough skips provided by the Environment Committee to clear the rubbish from all four sites.  It was suggested that that the Allotment Association apply for skips via the ‘Tidy up our Town' week and that the Cemetery and Grounds Maintenance Committee would subsidise the provision of additional skips needed from its allotment improvements budget.

RESOLVED: That the amount of rubbish on each allotment site to be assessed by the an Officer of the Town Council and that the Committee to provide sufficient skips to clear the rubbish from all four allotment sites, subject to the Allotment Association and tenants committing to physically clearing the sites during the allotment clear-up day.

CG115. BRAMM TRAINING ‘FIXING NEW LAWN MEMORIALS TO NAMM CODE OF PRACTICE'

The Committee Clerk reported that the BRAMM training ‘Fixing New Lawn Memorials to NAMM Code of Practice' at Bear Street Cemetery on Wednesday 23rd April 2008 currently had 5 delegates signed up to attend, she informed that if there was not a minimum of seven delegates by Wednesday 16th April, the training would have to be cancelled.

RESOLVED: That the report be noted.
