BARNSTAPLE YOUTH COUNCIL

MINUTES of the YOUTH COUNCIL Meeting held on TUESDAY 6th May 2008 at 4.30pm in the Guildhall, Butchers Row, Barnstaple

PRESENT:            Youth Councillor Miss J Parkhouse (Chairperson)

Youth Councillors: K Mitchell, Miss V Rowe, Miss A Thorne, B Van De Sande, M Cannon, Miss S Carter, P Kemlo and Miss A Leaman

In Attendance: Miss V Pine (Clerk to Barnstaple Youth Council)

YC80 APOLOGIES

As recorded on the attendance sheet there were no apologies received.

YC81 MINUTES

RESOLVED that the minutes of the meetings held on the 4th March 2008 and 1st April 2008 be approved as a correct record and signed by the Chairperson.

YC82 WORKING PARTY REPORTS

A copy of the following working party notes were circulated to all Youth Councillors and are appended to these Minutes.

a)    Under 18's Club 10th April 2008

RESOLVED that the proposals made in the notes of the Working Parties be adopted.

YC83 ELECTION OF VICE-CHAIRPERSON

The Youth Council Clerk called for nominations for the election of the Vice-Chairperson.  The following Youth Councillors were nominated: -

Youth Councillor M Cannon

Youth Councillor Miss S Carter

Youth Councillor Miss V Rowe

Youth Councillor B Van De Sande

The vote for Vice-Chairperson was taken by secret ballot.

Youth Councillor Miss S Carter was elected Vice-Chairperson.

YC84 POLICE REPORTS

PC Glyn Clark explained to the Youth Council that there is a lack of resources for young people, and asked the Youth Council how he can ask the youth what they require.  It was suggested that this information would be best gathered over the internet and through schools.

PC Glyn Clark informed the Youth Council that the youth of Landkey feel very isolated and need to be represented.  The Youth Council suggested that Landkey Parish Council investigates into setting up a Youth Council, and Barnstaple Youth Council would be happy to help.  PC Glyn Clark also reported there will be an event in the near future in Landkey and he asked if the Youth Council would like to have a stall at the event.  The Youth Council would like to have a stall at this event.

The Youth Council discussed issues of concern with PC Glyn Clark such as gangs of older youths being intimidating. 

PC Glyn Clark left the meeting at 5.05pm and did not return. 

YC85 MAYOR ELECT

The Mayor Elect Councillor J Phillips introduced himself and the Mayoress Councillor Mrs V Elkins to the Youth Council.  The Mayor explained that in the coming year he hopes to present the Youth Cup to a well deserving young person possibly a carer and asked the Youth Council if they had an idea on how he could reach this group.  The Youth Council suggested talking to a group which deals with young carers.

The Mayor elect suggested that a Youth Councillor might like to attend a future Full Council meeting to see how it is run.

YC86 PATHFIELDS SCHOOL

Youth Councillor P Kemlo reported that he is collecting red, blue and green milk bottle tops to help raise money for Pathfields School.  He asked the Youth Council if they had ideas in which this campaign could be promoted and if anyone would be able to offer collection points for the bottle tops. 

Youth Councillors offered to help collect the bottle tops and offered collection points, it was also suggested that the campaign contact Lantern FM for coverage on the radio.

YC87 ADVERTISEMENT

The Youth Council Clerk reported that the Youth Council had been asked if it would like to advertise in the "Tidy Up Our Town" event brochure.  The advert would cost £30 for a 5cm x 7cm space.

The Youth Council felt that this would be a good opportunity for the Youth Council to advertise and should be similar to the business card stating Youth Councillors are needed.

RESOLVED that the Youth Council Clerk produce an advert to be placed in the brochure.

YC88 INTERGENERATIONAL SPRAY ART

The Youth Council Clerk reported that following the "Age In Barnstaple" event an intergenerational spray art project had been arranged for the Youth Council and Senior Council to take part in.  She reported the event would take place on Saturday 10th May 2008.

RESOLVED that the information be received and noted.

YC89 TWINNING

The Youth Council Clerk informed the Youth Council that a secondary school in Suza Italy would like to make contact with young people of the same age in England, and wondered if the Youth Council may like to make contact with them.

The Youth Council felt that more information would be needed before a commitment could be made as they were unsure what it involved.

RESOLVED that the Youth Council Clerk obtain further information.

YC90 DUCK RACE

The Youth Council Clerk reported that a duck race has been organised for August 9th 2008 and the Youth Council has been asked if it would like to be involved.  

The Youth Council would like to volunteer to be involved in this event.  The Youth Council asked if it would be possible to spend the morning customising the ducks, then a competition could be held for the best decorated duck.

The Youth Council Clerk also informed the Youth Council that there is a Big South West Walk taking place in aid of the Children's Hospice.  It had been asked if the Youth Council would like to take part although there is a £5 entry fee.

RESOLVED that if Youth Councillors wish to take part in the walk the entry fee will be paid for by the Youth Council.

YC91 TOWN COUNCIL SURGERY

The Clerk informed the Youth Council that the next Town Council surgery would be held on Saturday 7th June 2008 and two or three Youth Councillors were needed to join the Town Council.

RESOLVED that Youth Councillors M Cannon and Miss A Leaman attend the next Town Council Surgery.
