BEAFORD PARISH COUNCIL 2006/12 06/12 Unconfirmed minutes of an Ordinary Council Meeting held on Monday 4th December 2006 in Beaford Village Hall. Present: Cllrs Holmes, James, Williams, Gilbert, Hutchings Brend and Badcock M.O.P: Mrs E Gaton Agenda: 1.Apologies Nil 2. Declaration of Interest No declarations of interest for this meeting. 3. Minutes of Previous Meeting: The minutes of the previous meeting having been read were approved. Proposed Cllr Badcock. Seconded Cllr Hutchings. Carried 4. Matters Arising: There were no matters arising at this time. 5. Guest Speaker: Mr Michael Newcombe of Devon County Council Highways Department came along to the meeting to discuss with Council The Highways proposal for a 20mph speed limit around Green Lane/Beaford Primary School. Mr Newcombe informed the Council that the monies for this project were coming from an initiative called ‘CareSize', the funding for this was coming from Central Government and encompassed highlighting Child Safety and a Schools Travel Plan. Mr Newcombe stated that Devon and Cornwall Police had no problem with the plan and that the area affected would be Green Lane, Rye Park, Marshalls Mead and Lanes End. A certain criteria has to be followed but barring no strong objections to this proposal it was hoped that work would take place before 31 March 2007. The Chairman of the Council stated that he certainly could see no problems with this plan, and in fact the Council had been lobbying for some time with reference to speeding traffic in Beaford. The Council agreed that they were wholly in support of this proposal. Mr Newcombe will keep in touch with the Parish Clerk as to the outcome of the survey. 6. Planning Two planning applications were presented at this meeting: 1. Extension to the Granary, Beaford. 2. An inside pantry for Mill Cottage Beaford. The Council could foresee no problems with either of these applications. Notification had been received that Planning Applications for Moorend Beaford - conversions for holiday accommodation had been granted. Notification had been received that Planning Application for Beaford Arts for the retention of a shipping container had been refused. 7. Precept 2007/08 Following the Finance meeting held in November Cllr James presented recommendation to the Council that the precept be increased by the amount of £300.00 for the year 2007/08. Proposed Cllr Gilbert Seconded Cllr Brend - Carried. 8. Finance Cheques presented for payment this meeting: Village Caretaker annual honorarium - £300.00 Payment for grass seed, cable ties, sundries - £ 28.42 Clerks Salary £172.48 Annual subscription SLCC - £ 55.00 Proposed Cllr Williams Seconded Cllr Brend -Carried 9. Sub Committee Reports Parish Clerk reported that a survey form would be sent around the Parish in the new year to ask parishioners their views on a new village shop for Beaford, at the same time a survey form on affordable housing for Beaford would also be circulated. VGA. It was reported that the play area had survived the recent heavy rains and was still usable. 10. Correspondence A letter had been received from the Village Hall Committee asking The Parish Council to pay a percentage of the cost of printing the Bugle (total cost of printing £16.80 per month) The Council agreed to make a donation of £50.00 to the Village Hall for this purpose. A letter had been received from Torridge Community Transport The cost of keeping this facility running is £56.000 per annum. The Council agreed to make a donation of £50.00 to Torridge Community Transport as parishioners from Beaford do use this service. Update from the Winkleigh Society on WINBEG. A Public Meeting is to be held at 7.30pm in Winkleigh Community Centre on Wednesdays 13 December 06. The Council also stated that WINBEG would now be put back onto the Parish Council Agenda on a monthly basis. Proposed Cllr Badcock that the correspondence be left in the hands Of the Parish Clerk - Seconded Cllr Hutchings. Carried. 11. Clerks Update 1)The Parish Clerk reported that a telephone call had been received from the Tree Surgeon Company working for Western Power requesting permission to cut down the flowering cherry tree on the Village Green, as power cables were crossing the top of the tree, after discussion it was agreed that the tree would stay but would be cut hard back to solve this particular problem. 2)The initial forms for the Rural Housing Survey had now been completed and forwarded to CCD. 3)The Clerk had been in touch with DCC Highway and the broken paving along Exeter Road outside Honeysuckle Cottage will now be repaired. 4)Information on the Responder Team is now to hand and will be published on the Notice Board. There being no further business the meeting closed at 8.45pm. The Chairman wished everyone a Merry Christmas and a prosperous new year.
