BEAFORD PARISH COUNCIL Unconfirmed minutes of an Ordinary Council Meeting held on Monday 4th March 2007 in Beaford Village Hall. Present: Cllrs Holmes, James, Brend, Gilbert, Badcock and Hutchings. Agenda: 1. Apologies: Apologies received from Cllr Williams.
2. M.O.P: There were no members of the public present.

No Declarations of Interest were made at this meeting. 4. Minutes of Previous Meeting:
The minutes of the previous meeting having been read were approved. Proposed Cllr Badcock Seconded Cllr James. - Carried 5. Matters Arising:
There were no matters arising at this time. 6. Guest Speaker:
1.Cllr John Rawlinson DCC attended the meeting to inform the Parish Council that DCC budget had now been set. Education which is Ring-fenced by the Government and cannot therefore be touched. Unfortunately Highways and some aspects of Social Care will be cut, as the Council needs to save money. 2.Cllr Rawlinson also stated that DCC were hoping to cut costs by reducing staffing levels, albeit these cuts would be largely through voluntary redundancy. A total of £5,000.000 needed to be saved. 3. Linkage Plus - encompassing most of DCC services will now be run through a call centre based in Tiverton. 4. A Senior Council will be set up to advise on matters regarding Senior Citizens - this will be channelled into villages as well as towns
7. Planning
Planning Application for Abbots Hill Farmhouse - removal of Asbestos roof replacing with tiles. The Council approved Could foresee no problem with this application. Notification that Beaford House Hotel had appealed the decision by TDC to refuse them Planning Permission for upgrading hotel facilities and five holiday lodges. The appeal will be heard by the Planning Inspectorate. Beaford Parish Council approved this Application and will therefore support the appeal. Proposed Cllr Badcock Seconded Cllr Brend 8. Finance

9. Sub Committee Reports
1.Council were informed that the Police Message Box had now been Removed from the Bus Stop, it is planned to use the box as a ‘Suggestion box', a suitable site has to be found before this can be instigated. 2. It is planned to rake/roll the village green as part of work being undertaken to combat the moles that are in residence and to try and give the green a somewhat smoother surface. 10. Winkleigh Biomass . Winkleigh Biomass - This item is now back on the Agenda as an appeal has been lodged by Peninsula Power. The matter is still in the appeal stage - the Parish Council has written to the Planning Inspectorate stating their objection to this proposal. The Council's objection is based on the amount of traffic increase this project would cause in Beaford. The Parish Council has also stated, to the Planning Inspectorate, its wish to speak at the hearing which may take place. 11. Abandoned/Untaxed Vehicles Complaints had been received by the Council regarding abandoned and untaxed vehicles in Beaford. Cllr James offered to take the matter in hand

13. Clerks Update 1.The Clerk reported that the liner to the bin which the Council Placed in Coombe Farm lay by had been stolen. The matter had been reported to Devon and Cornwall Police. The Clerk asked the Council approval for the purchase of a new liner at a cost of £56. Steps would then be taken to lock the liner to the bin in an effort to try and stop this happening again. 2. Grass Cutting. The Clerk had spoken to Don Jones with regard to the grass cutting of the village green etc. Prices for this service are now as follows: Cutting the Green - £30 per cut An increase of £3.00 per cut. Hedges - £45.00 Seats - £10.00 3. The new ‘dog bin' was now in place opposite Beaford Arts but as yet the invoice had now been received.
