Unconfirmed minutes of an Ordinary Council Meeting held on Monday 2nd April 2007-04-03

Present:            Cllrs Holmes, James, Badcock, Brend and Williams

1.            Apologies:

            Apologies were received from Cllr Hutchings and Cllr Gilbert.

2.         M.O.P:

            Mrs W Foden

3.            Declaration of Interest:

            There were no Declarations of Interest declared at this meeting.

4.         Minutes of Previous Meeting:

            The minutes of the previous meeting having been read were approved.

            Proposed Cllr Badcock Seconded Cllr Brend. Carried

5.         Matters Arising:

            1)Cllr James reported to the meeting that since the last meeting Cllr Rawlinson

            had taken up the issue of the lack of safe road markings on the road between             Winkleigh and Morchard Road, in particular the lack of /state of the white

            lines.  A reply has been received from the Highways Department agreeing that

            this problem needs attention, remedial action will be taken out  of the 2007/08

            Highways budget.

            2)Abandoned/Untaxed Vehicles

            Cllr James confirmed that this had been dealt with in a friendly and

            gentlemanly manner and the vehicle in question has now been

            removed.

            2)The Village Green has been chain harrowed, Mr Jones will cut the

            grass tight in preparation for the next step in the process levelling the

            green and obliterating the mole holes.

6.            Planning Applications

            Planning Application for Mr & Mrs Lovell,single storey extension.

            The Council supported this application

            Proposed Cllr Williams Seconded Cllr James. Carried

            The Vice Chairman updated the Council on recent correspondence with TDC

            with reference to the Planning Dept and various issues affecting Beaford.

            The replies that had been received were in no way satisfactory.

            No reply has yet been forthcoming TDC with regard to the latest

            correspondence, it was therefore decided that the Parish Clerk would

            write to Mr Edwards of TDC Planning Dept, if the reply is still not

            satisfactory then it would be for the new Council to deal with.

           

7.         Finance

1)      Parish Council Insurance.   The renewal premium for this policy

Is £256. 25.   The Council voted in favour of renewing this policy.

Proposed Cllr Williams Seconded Cllr Brend.  Carried.     .

            Cheques signed for this meeting as follows:

            ROSPA Inspection of Play Area            -            £ 70.00

            Devon Playing Fields Assn Subs            -            £ 15.00

            Clerks Salary plus Postage charge            -            £126.67

8.         Sub Committee Reports

            1)Village Shop Survey.   A questionnaire having been sent to all properties

            in the Parish - 44 replies were received, 17 of these contained comments

from Parishioners.  

            2)It was felt by the Council that further information was needed and that

            this matter would therefore be dealt with further at the AGM, the date

            for which has yet to be decided.

            Affordable Housing Survey

            1)The replies for this survey are being handled by Community Council

            of Devon's Housing Enabler who will issue their final report to the

            Parish Council at the end of May 2007.

9.            Correspondence

            Parish Insurance Renewal - Premium payable £256.25

            Proposed Cllr Williams Seconded Cllr Brend - Carried, that the

            correspondence be left in the hands of the Parish Clerk.

10.            Winkleigh Biomass

            No new information has been received to date.

11.            Coombe Farm

            Cllr Brend on behalf of the owner  of Coombe Farm asked if it were

            Possible to do anything about the litter being thrown into the fields

            And down the lane to Coombe Farm, apparently some fly tipping has

            also taken place.  It was appreciated that the Parish Council has

            placed a litter bin in the lay by and this had helped, but it is still an

            ongoing problem.

            Although the Parish Council has every sympathy with this situation, it was

            pointed out that as this was private land there was very little else they

            could do to help.

            It was suggested that private signs be erected and in

            the case of the fly tipping, then Devon County Council should be

            Informed.

12.       Clerks Update

            New liner for litterbin at Coombe Farm has been ordered.

            A grant of £250.00 has been received from Devon County Council, this

            money will be put towards Caretaking/Tideness of Beaford Village during

            the coming year.

13.       There being no further business, the Chairman closed this meeting of Beaford Parish Council at 8.45pm and thanked all Counsellors for their support over the last four years.

Due to elections being held on 3rd May 2007, the next meeting of Beaford Parish Council will be held on Thursday 10th May 2007 at 7.30 in the Village Hall.
