CANTLEY PARISH COUNCIL Minutes of the meeting held at Cantley Village Hall, on Thursday 19 June 2008 Present: Councillors R Beadle (Chair), Mrs D Browne, Mr R Attwood and Mr M Brook, Mrs B Pawsey 3 Members of the public Public Participation: The question was raised whether local people could use the recreation field, the field belongs to British Sugar and the main problem with using this ground is due to insurance issues. The Parish Council would be willing to support any useful ideas, which would enable this ground to be used. The footpath which goes from Marsh Farm to the Reedcutter Public House has had an extended closure put on it. This to be discussed under Highways. Ian Dinmore from Wherry Lines had asked that timetables be distributed around the village and this would be done with the circulation of the Parish Council Newsletter. Also he had asked if a donation could be given to Wherry Lines, Clerk to write and explain we have no funds available for this in this year's budget and already support the FOCUS group which we feel supports the Wherry Line. Apologies: Mrs Key, Mr Proctor and Mr Mowle Declaration of Interests:- Mr Brook and Mr Beadle declared an interest in the payment of accounts item. Minutes: The Minutes of the meeting held 22 May were signed as a true record. Proposed Mr Attwood, seconded Mrs Browne Matters Arising: Litter Bin at road leading to Public House - BDC had looked at the site and found no rubbish so would not be able to supply a litter bin. It was suggested we contact Mr Smith about a Compaction Bin - Clerk did this and the cost would be £12,000, which was considered not suitable for the site. Clerk to find out what the Broads Policy on rubbish is. Complaints Policy - Clerk contacted NCAPTC about policy for Parish Councils and an email was sent with a link detail to read the policy that was 200 pages long. This link is on the Clerk's computer and can be seen when needed Co-option of Councillor: No interest has been shown so far and an item will be put in the Newsletter. Cantley Staithe: The broads Authority has appointed a new funding officer and Mr Beadle is to arrange a meeting with him and Mrs Key. The pontoon option preferred increased costs by £12,000. Mr Beadle is in touch with Sarah Jenkinson NCC legal department re public right of way for vehicles to Reedcutter Public House. Affordable Housing: No comment Limpenhoe Recreational Allotment: Nothing heard to date
Land in Station Road,Cantley: The Land Registry confirmed that the section of land was not registered so the Parish Council would apply for a caution. NCC had looked at the hedge on the right side of the road and it was not contravening any planning regulations. A resident on Station Road had built brick surrounds for flowerbeds, which were encroaching on to the road - Clerk would write to highways to see what action was needed. It was suggested that the Parish Council write to FOCUS to enquire whether the group would be able to tidy up the section of land at the top of the right side of the road leading to the Reedcutter and also restore the footpath. Mr Brook proposed this letter be written and Mrs Pawsey seconded, this was accepted unanimously. A copy of the letter would be sent to Mr Milner. It was also suggested that the Clerk write to British Sugar (Mr I Redhead) to see if they could paint white broken lines at the top of this road when doing the lines for the factory.
Newsletter: Mrs Browne had received some items for the newsletter and more items were promised from councillors. This copy would be delivered in July. It was suggested that a newsletter be issued every 4 months so the next issue would be due in November 2008.
Highways: The Clerk was asked to write to the Broads Authority about the extensive closure time for the footpath mentioned in Public Participation. It was reported that the road edges were eroding on Cow Meadow Road, and the grass needed cutting back further at the Cantley Cock corner.
Annual Parish Meeting: Discussion took place about whether the Minutes from the Annual Meeting should be circulated earlier than the next year's meeting and if it was necessary for the Minutes to be printed for so many people to read. It was decided that the current Minutes be put on the Parish Council Website. In future years all reports will be held by the Parish Clerk and will be available for anyone to read or ask for copies at a nominal charge. The Minutes of the Annual Parish Meeting will just list the organisations and authors of the reports and who read them at the meeting.
Correspondence: The Clerk went through all the correspondence and the relevant correspondence was circulated. Review of Clerk's Salary: Proposed Salary Increase for Clerk wef.1/7/2008 2007/08 salary as agreed by Parish Council £1120 p.a. (£280 per quarter) Divided by 563 local electors = £1.9893 per elector. Rate of Inflation for May 2008 = 3.5% £0.0696 per elector Add % increase £2.0589 per elector Number of local electors as at May 2008 565 565 x £20589 = £1163.28 p.a. This equates to: £290.82 per quarter Total amount payable in Fiscal Year 2008/09 = £ 1152.46 Following discussion Mr Attwood proposed accepting these figures ad Mrs Browne seconded the proposal.

Following the removal of the amount of £9.00 for the commissioner of Oaths (R.Beadle) Mrs Browne proposed paying the accounts en-bloc and Mr Attwood seconded the proposal. Planning: No plans had been received. Meeting closed 8.45pm
