CANTLEY PARISH COUNCIL


Minutes of the meeting held at Cantley Village Hall on Thursday 21st May 2009.
Meeting commenced 7:00 pm

Present ; Councillors: Mr. Attwood (Chair), Mrs. Browne, Mr. Tuck
And 3 Members of the public.

Public participation: No comments were made by members of the public.

Apologies: Apologies were received from:
Mr. Beadle, Mr. Brook, Mrs. Pawsey, County Cllr. Mowle, District Cllr. Proctor.

Declaration of Interests: No declarations were made.

Minutes of previous Meeting: The minutes of the meeting held on 16th April 2009 were signed by the Chairman as a true record of the meeting. Proposed by Mr. Tuck, seconded Mr. Attwood.

Parish Clerk - Confirmation of Appointment: The Clerk was initially employed on the basis of a three month trial period from mid January at a salary rate of SCP15. Having reached the end of that period, the Clerk has taken up the position permanently and, having performed satisfactorily, will now change to a salary rate of SCP18.
Proposed Mr. Tuck, seconded Mrs. Browne.

Vacancy for Office of Councillor: The Council have not received any indications of interest regarding co-option to this position. It is hoped that some one will come forward in the near future.

Matters Arising: The Clerk reported that the Planning application for a conversion and extension at Thatch Farm Barn, Manor Road, Cantley has been refused by the District Council despite the Parish Council having had no objections to the development.
The Clerk read out a letter sent to the Chairman of the Broads Authority expressing concerns regarding the handling of the recent British Sugar planning application and current Cantley Staithe planning application.

Cantley Community Trust: There are four trustees at present, which is adequate, but the Trust would appreciate the addition of a fifth trustee, a Councillor or Council nominated person.

Limpenhoe Recreational Allotment: Discussion took place following the Clerk's report that Highways Department cannot confirm the current accepted access point to the field adjacent to Limpenhoe Village Hall, that is Church Road or Well Road. Clerk to arrange another site meeting when all parties are available.

Highways and Footpaths: The extent and quality of the local road resurfacing was noted. The Clerk reported that, following the verge cutting that has now taken place on Manor Road corner at the junction with Burnt House Road and School Lane, Highways Department have been contacted with a view to establishing the improvements to visibility which could be made. A list of suggestions by the Council have been submitted and a site meeting offered. Clerk to follow up.

Correspondence: The Clerk reported that several residents have written to the Parish Council to express concern over the state of the hedge/fence alongside the access road to the Reedcutter. In that area, the obscuring of the fire hydrant adjacent to Cantley Station car park was reported as a priority by the Council in February to Highways Department. They referred this to Broadland District Council as fly tipping. For reasons unknown, attendance by their team did not take place until early May, by which time the hydrant was clear and the obscuring pile of bricks had moved onto railway property, preventing them from taking any action. The access road is not highway but will be improved as part of the Staithe project. Acle Police have been made aware of the situation, by the Council and other parties, and are dealing. Progress reports from this are awaited. The Clerk to continue to pursue this matter and pass on the comments received to the Police and District Council.
The Clerk read out other correspondence and circulated to the Councillors as appropriate.

Parish Accounts: Details of the accounts and a Report summary were circulated earlier. The accounts were accepted. Proposed Mr. Tuck, seconded Mrs. Browne.

Planning:
Broads Authority BA/2009/0109/FUL. Construction of a replacement flood bank at Cantley Staithe with associated piling with mooring and access enhancements. Location: Cantley Staithe, Left bank of River Yare, between Cantley Sugar Factory and the Reedcutter Pub, Cantley. Applicant: Environment Agency.
Councillors had no objections. They further considered the development would restore a historical village asset, create a valuable village amenity, and greatly enhance an area which has become rather dilapidated of late. The Village Green status would also gain much increased relevance.
