PARISH COUNCIL MEETING 27 SEPTEMBER 2006 A meeting of the Parish Council was held in the Village Hall, Carleton-in-Craven, on Wednesday, the 27 September 2006, commencing at 7.45 pm. Cllr. R.Mason was in the chair and was supported by Cllrs. Mrs D.Kay; J.S.Brown; N. Brown; P.R.Hart; N.Hancox; S.Prest and B.Summersgill. NYC. Cllr. Mark Wheeler was also in attendance and apologies for absence had been received from Cllr. D.Nadin. PUBLIC PARTICIPATION PERIOD One member of the public was present but did not speak no any subject. MINUTES The minutes of the Parish Council Meeting held on the 30 August 2006, having been circulated to all Cllrs., were approved on the prop. B.Summersgill, sec. P.R.Hart. MATTERS ARISING FROM THE MINUTES FORMER CHIPPING DUMP. John C.Miller of the NYCC. had informed the PC. that he had asked the Legal Department to draw up a free licensing agreement covering third party liability. He had also asked for an indication of what the PC. had in mind for the area and it was agreed to inform him that the PC. would like to put on a couple of seats, plant the odd tree and grass it over. RECREATION GROUND. The Clerk said that the repair of the panel fencing was successful in that it could be done by one man and quite quickly providing the vertical posts were reasonably intact. The first repair had taken only 50 minutes but vandals had further damaged the two remaining concrete panels at the base and at two further positions on the fence. Two of the culprits had been identified and the Police had spoken to the parents of the two youths as to their future conduct. Cllr Mason agreed to remove the remains of the damaged concrete panels and the large stones used to damage the fencing. SEAT REPAIRS. One quotation out of three requested had been submitted to the Chairman and on the prop. S.Prest, sec. N.Brown, it was agreed to accept a £235.00 quotation from James Preston Joinery. MINERAL EXTRACTION AT BUTLER HILL. The CDC. Planning Dept. had informed the PC. that the mineral extraction at Butler Hill had not exceeded the minimum required to satisfy the planning requirements for the proposed sheep building. Any subsequent extraction would need a licence from the NYCC. DECKING AT GROUND FLOOR FLAT. The CDC. Planning Dept. had informed the PC. that the decking that had been erected on the car parking space in front of the Ground Floor Flat at Wheatsheaf House was in breach of condition 2 of the planning consent for 17/2002/2608. The owners had been informed that they would have to seek planning approval to retain the decking.
CORRESPONDENCE AND NEW ITEMS PLANNING APPLICATIONS RECEIVED. The following planning applications had been received and dealt with by the Planning Sub-Committee :- 17/2006/6675 - Conversion of barn to dwelling and hardstanding for haulage business at Grange Garth. Agreed with suggestions to improve entrance and increase parking spaces. The Chairman of the Planning Sub-Committee, Cllr. Summersgill, had not taken part in any discussion in connection with this application. The Chairman, Cllr. Mason, gave the Clerk a letter he had received from the applicants which was read to the meeting. 17/2006/6692 - Enclosure of existing balcony with clear glass at 43, Westwood. Agreed with suggestions that the size of the panes should be split into three in each of the four window sections. 17/2006/6716 - Removal of copper beech tree at The Grange, Carla Beck Lane, on safety grounds. No action required as the application had been agreed by the CDC. under the "five day notice" procedure. PLANNING APPROVAL RECEIVED. 17/2006/6591 - Single storey side extension to dwelling to form garage and roof terrace and alterations at Lawbank, Park Lane. Agreed subject to sample of walling, conditions appertaining to the driveway into the site and no conversion of the garage into a room without the approval of the District Planning Authority. LICENCE APPLICATION AT FUNKIRK FARM. A letter had been received from Mrs V.A.Tarbitt concerning the licence application submitted by John Howard for Funkirk Farm. Since the PC. had missed seeing the original licence application in the public notices in the Craven Herald and that the CDC. had now dealt with the application, it was decided not to pursue the matter. It was also noted that the occupiers of the industrial side of Funkirk farm had yet to submit a planning application for the change of occupier. COMMUNITY GRANTS. The CDC. had informed the PC. that it expected Parish Councils to support applications by organisations within their Parish for a CDC. Community Grant, by providing funding from the PC. in the first instance. PLANNING FOR THE FUTURE. A conference entitled "Craven- Planning for the Future" had been organised by the CDC. for the 29 September 2006 but no one wished to attend. CDC. CHAIRMAN'S CIVIC DINNER. Details of the CDC. Chairman's Civic Dinner had been received and made know to the meeting. NY. CROWN PROSECUTION SERVICE. The annual update on the North Yorkshire Crown Prosecution Service had been received and passed round the meeting. APPEAL FOR A DONATION. An appeal for a donation had been received from the Skipton and Craven Action for the Disabled (SCAD) and on the prop. B.Summersgill, sec. S.Prest, it was agreed to donate £30.00. AUDIT REPORT 2006. The Annual Return had been received from the Auditors, Mazars, with no comments. PLANNING APPEAL. The CDC. had informed the PC. that the Rocking Horse Nursery of Carla Beck Lane had appealed against the Council's decision to refuse application no 17/2006/6227 - Alterations and extensions to nursery building ; replace existing outbuildings/store with 2 holiday let units. VARIOUS MINUTES, BROCHURES REPORTS ETC. Various minutes, reports, brochures etc had been received and were passed round those present. ACCOUNTS FOR PAYMENT On the prop. prop. P.R.Hart, sec. B.Summersgill, it was agreed that the following accounts be paid :- - John Bell - £139.35- Lengthman.
- WRVS - £30.00 - Section 137 donation.
- Craven Transport Forum - £10.00 - Annual subscription.
- Mazars - £141.00 - Audit fee.
- John W. Preston - £900.00 Clerk's part salary.
- John Buxton - £77.66 - Rec. Grd. Overlooker (includes £2.16 back pay).
ANY OTHER BUSINESS REPORT - CLLR WHEELER. NYCCllr. Wheeler reported that within North Yorkshire road traffic accidents had continued to fall and that Mouchel Parkman had lost its contract to Jacobs Baptie. VARIOUS ITEMS. It was agreed to ask home owners to trim back the overhanging bushes on the church fields footpath behind St Mary's Green and on Louvain Terrace; to ask the NYCC. to trim the hedges on Heslaker Lane and enquire as the position of residents parking on Vicars Row and mention the untidy state of the committee room to the village hall management committee.
