COMPTON DUNDON PARISH COUNCILMinutes of the PARISH COUNCIL MEETING held at Meadway Hall, Ham Lane, Compton Dundon on Wednesday 4th June 2008. PRESENT Councillors M Bowles, D Churches, G Jones (Chairman), D Jones, S Solle, D Stacey and I Parsons.
IN ATTENDANCE: Mr T Billing (Parish Clerk), Mr David Shears (ROW Officer) Cllr J Beale (SSDC) and Cllr P Clarke (SCC). There were no members of the general public present 1. Apologies for absence: None2. Declarations of interesta) Personal. None b) Prejudicial. Cllrs Parsons, Stacey and Solle declared a prejudicial interest in items 8a and 8b. 3. Minutes of the meetings held on 7th May 2008.a) With one amendment to the Annual Parish Council Meeting held on 7th May 2008 members accepted the minutes as a true record of proceedings and the Chairman signed them. b) The minutes of the Ordinary Meeting of the Parish Council held on 7th May 2008 were accepted as a true record of proceedings and the Chairman signed them. - Report from Rights of Way Officer, Highway Reports and Highway List Update.
a) ROW Report: Parish volunteers met on 11th May 2008 and erected a kissing gate at Castlebrook junction with B3151 to replace a former stile and bridge arrangement on Footpath L7/23 b) Highways: The following observations and comments were raised by Councillors (i) The white line around the bend at Lollover Cottage in Peak Lane needs to be repainted. (ii) The Jetting of gullies in Ham Lane and Peak Lane has not yet been done. (iii) The Clerk was asked to enquire of Somerset Highways what the remainder of the work programme with regard to flood prevention was for Moor Close. (iv) The gully adjacent to No7 Street Road, Compton Dundon has not been jetted. (v) The gully adjacent to Hazelhurst, Compton Street. Compton Dundon has not been jetted. (vi) There are still potholes in Marshals Elm Compton Dundon. - Correspondence - discussion/decision
a) SSDC: Notice of Consultation - Review of BT Pay phone provision in Area North Parishes. It was noted that Telephone kiosks in Compton Dundon were not selected for closure. b) Mrs Wright: Letter regarding mud on roads plus photographs. The Clerk informed the meeting that softcopies had been sent to South Somerset Highways and the hardcopies filed for future reference. c) Community Council for Somerset: Invitation to enter Compton Dundon's Newsletter and/or Website in a competition. Noted. c) Age Concern: Letter of thanks for grant aid. Noted. d) SCC Mrs Denise Chandler ROW Definitive Map Team Leader: Wildlife and Countryside Act 1981 S53 applications to modify the Definitive Map and Statement by upgrading "Restricted Byways" (RB) to "Byways Open to All Traffic" (BOATS). Noted. e) SSDC: Area North Committee Meeting. Noted. f) SSDC: Standards Committee: Minutes of Meeting 7th May 2008. Noted. g) Mrs Rowson : Fire in Dutch Barn at Withy's Drove. Destroying Barn, Hay, and an occupied Owl Box. It was decided to make a grant of £10 to the Owl Trust via Jenny Rowson to help provide new Owl Boxes. 7. Notification of planning decisions from SSDC and MDC.a) None 8. Planning consultations received from SSDC and MDC since the last meeting.a) 08/01882/FUL RE Fewings and Son. The erection of an Agricultural building incorporating milking parlour, yard and feed silos (GR349011/130546). Land at Manor Farm, Littleton Road, Littleton TA11 6NP. Return date 27th May 2008. Officer Lee Walton. b) 08/01878/OUT. RE Fewings and Son. The erection of 2 No. agricultural workers' dwellings (GR 349011/130546). Land at Manor Farm, Littleton Road, Littleton TA11 6NP. Return date 27th May 2008. Officer Lee Walton Planning applications 08/01882/FUL and 08/01878/OUT were debated in conjunction with each other. ►Cllrs Parsons, Stacey and Solle having declared a prejudicial interest in items 8a and 8b exercised their right (under paragraph 12(2) of the Council's Code of Conduct) to speak and then left the room. ►It was agreed to suspend standing orders to allow members of the public to speak on planning applications. Jo Fryer gave a presentation to the council of planning applications 08/01882/FUL, 08/01878/OUT and 08/02062/FUL. Several members of the public spoke on planning applications 08/01882/FUL and 08/01878/OUT. ►Standing orders were reinstated. After a long debate it was proposed by Cllr G Jones, seconded by Cllr Bowles and carried unanimously that the Parish Council's response shall be as follows: "Planning applications 08/01882/FUL and 08/01878/OUT are SUPPORTED in principle but the Parish Council recommends that the following amendments are made before they are prepared to give their full support. (i) The new track described by the agent Jo Fryer is not actually shown on the drawings. Therefore the drawings need an amendment to show the new track. (ii) That the track be extended to the new holding to obviate the need to go back onto Littleton Lane. (iii) That the new track be concreted with facilities to cope with storm water run-off. (iv) That some evidence be made available to demonstrate that Flood Risk and Traffic Risk has been evaluated. (v) That the colour of the agricultural building be green. (vi) That landscaping is undertaking all the way around the agricultural building and new agricultural workers' dwellings. (vii) That traffic visibility at the end of Littleton lane is improved." ►Cllrs Parsons, Stacey and Solle returned to the room. Cllr D Churches left the room. c) 08/02062/FUL Advantage Group. The erection of an office building for business use (Use Class B1) (GR349310/133423). Tudor House, Compton Street Compton Dundon TA11 6PS. Return date 18/06/08. Officer Linda Hayden. RECOMMEND GRANT PERMISSION but concerns were expressed that three trees had been felled on this site in preparation for this development. The Clerk was asked to clarify the position with regard to the felling of trees in a conservation area and also to clarify the extent of the conservation area in Compton. d) 08/01934/TPO Mr RG Crouch. Application to fell a horse chestnut tree shown as being T1 of the Yeovil District Council (Compton Dundon No 1) Tree Preservation Order 1977. Hedgehogs Rest, Ham Lane, Compton Dundon TA11 6PQ. RECOMMEND REFUSAL on the grounds that this tree is an important feature of the street scene at Ham Lane. e) Horse Shelters. To review progress of SSDC Enforcement with regard to structures erected without Planning Consent. Nothing to report, but David Shears stated that he would email the Clerk with an update for the next Parish Council Meeting. The Clerk was asked to write to SSDC Enforcement requesting an update on Horse shelters erected without planning permission, Railings at Tray's Farm, Materials used at the new extension at "Kilarney" Compton Street and the temporary permission for a dwelling at the back of the previous Compton Garage site. 9. Accounts.a) Clerk's report on the Current Account Bank, the Business Instant Access (BIA) Account. The clerk stated that the balance in the current account was £453 and that of the Business Account was £28, 145. b) Cheques and transfers for approval: (i) 000419: Community Council for Somerset: Subscription £25. (ii) 000420: Wham Ltd re Website hosting £40.00. (iii) 000421: T Billing Clerks Salary and Expenses. £376.71. (iv) Transfer of £400 from savings to current account. Cllr M Bowles proposed that the cheques and transfer be approved and signed. Seconded by Cllr G Jones, the proposal was carried. The cheques were signed and stubs initialed by two members. The transfer was signed by two members and the receipt initialed. 10. Report on South Somerset Together AGM 18th June and Stakeholder Event 29th May 2008It was confirmed that Cllrs Bowles and G Jones attended this meeting and Cllr G Jones went on to give a summary of its proceedings. 11. Compton Commercials Development. Update on S106The chairman reported that he and Cllr Bowles will be attending a meeting to discuss the S106 Agreement on Tuesday 10th June at Petters House Yeovil which will include Colin McDonald (Corporate Strategic Housing Manager), Councillor Ric Pallister, Simon Gale (Head of Development and Building Control), Robin Legg (Assistant Solicitor) and Cllr Tony Canvin. 12. Allotments.The clerk reported that all the allotment rents have been paid. 13. Replacement of Parish Notice Boards.The Clerk reported that delays have been incurred with the supplier but the work is in progress. 14. Village Hall Reports.Cllr Stacey reported that the Village received a donation of £300 from the WI and that the peppercorn rent for proposed Multi Use Games Area (MUGA) had been agreed at £1 per annum. With no further business to be transacted, the Chairman declared the meeting closed at 10.05 pm.
