Minutes of Meeting

On Thursday 9th September 2004

At 8pm Furneux Pelham Village Hall

Present

Messer?s Cantes, Haggar, Pigg, Hadley, one member of public and Parish Clerk.

Apologies for absence

Messer?s James & Watson.

Minutes of last meeting

The Chairman, with the approval of all members present, signed the minutes of the last meeting as accurate and correct.

Matters arising from minutes

Village Hall drains ? Chris Cantes very kindly volunteered to bring some drain rods down to the drains so they could be cleaned out.

Audit ? Gemma to get in contact with Lubbock Fine to chase audit.

Little Hormead ? Had Letter back from the Clerk Hormead Parish Council who had phone call from Rd Fisher of Highways who stated that ?he sympathised with our request but if the agency used these (7.5ton restriction) signs where there were no problems, the drivers would not only ignore this sign but all others as well?.

Stop Stansted Expansion ? Gemma to contact CPRE on what Parish Council?s position is.

Correspondence

All the footpaths are being signposted with the normal green flag style sign but, Mr Harry Smart has objected to a signpost like this going up and was wondering if the sign post could be one that is half the size and has an arrow on the top (way marking disk). Chris Hadley will speak with Mr Smart.

Mrs Jo Woodcock has written to FPPC to see if they could help with a problem concerning School Transport Charges. Chris Cantes to write a letter to support Mrs Woodcock?s views and also to ask what their policy on School Transport is.

The Parish Council Chairman has written a letter to ask residents who park their cars in the Village Hall car park for a donation towards the upkeep of the car park. This letter was read by all and agreed Chris Cantes will distribute.

Pallets Unlimited

Letter from Albury Parish Council was read concerning the size and speed of lorries travelling through Albury to the Pallet Yard.

Mr Colin Haggar telephoned E.H.D.C. and spoke to someone about the amount of dust that is now being generated on the site, she was out of the office at the time but she would try to take a look on Friday 10th

September when she was out in her car they also spoke of purchasing a special dust metre which should tell whether the dust was good or bad. Mr Chris Cantes also spoke to E.H.D.C and was told that they do have samples of dust which have been taken to the lab for analysis but it would take a while for the results to come back. The appeal date for the noise issue is around February next year. Mr Cantes has also been in touch with Bob Moon who is an enforcement officer and is aware of the situation with the extra chipping that is going on as it was clearly stated that ?the original conditions that he has to apply to are he can chip wood which is a waste product of his original manufacturing process, he is not allowed to bring wood in from other sources to chip? now it is being said that the product is the chipped wood.

Highways

Pot hole repairs around the area are appalling ? Chris has let highways know about Clay Chimneys verge, East End tractor ruts. Also bad ones are 3 large holes outside Pallets Unlimited.

Planning

Mr & Mrs Davidson have withdrawn their former planning application and are re-applying a new one.

Permission has been granted for a 2-storey extension at 21 Whitebarns.

Permission has been granted for extension at The Little Thatched Cottage, East End.

Permission refused for a 2 storey dwelling at The White House, East End.

Permission has been refused for Garage at 1 The Old Common.

Finances

If there is enough money then £250.00 will be given for the churchyard.

C.P.R.E. payment of £25.00.

Clerks wages £131.46.

Archive

Records only to be kept which are seven years old. Mr Chris Cantes will get in touch with County Hall to see what the recommendations are for Archiving.
