Minutes of the meeting held in the
Memorial Hall on Tuesday 19th November 2007

Formalities.

a)

Information requests.

Proposal to build a new school on the Addingtons Playing Field.

Mr T Butler requested further clarification of the Council's position regarding this and other related issues including alternative sites, green areas, parking and ‘walking bus' schemes.  Particular reference was made to the role of Cllr H Mayes as a member of the APFA as well as the Council's discussion about the merits of a long term lease versus the purchase of land (please see minute 07/042) and Mr R Bass requested copies of the relevant minutes.

b)

Declarations of interest.

Cllr H Mayes declared a personal interest in agenda item 6.1.

Minutes of the meeting held on 15th October 2007.

These minutes were agreed as a correct record and signed by the Chairman.

Matters arising from previous meetings (please see the Clerk's report for November 2007).

a)

Dog fouling on the footways (please see minute 07/142).

Mr M Bailey (Waste Management Officer) has advised that a £50.00 fixed penalty notice may be issued to anyone leaving dog faeces in public places and details of this will be included in the December issue of Saints Alive!

b)

Grants for sport.

Mr P Hope MP has sent notification that there is currently funding available from the Football Foundation and details of this will be passed on to all interested parties.

Community.

Parish Plan.

The latest draft of this has been circulated to each member of the Council and the Chairman asked for any comments or suggested amendments to be sent directly by e-mail to Mr D Cole.

Finance (please see the Clerk's report for November 2007).

a)

Available options regarding remedial work to the wall of All Saints Church.

These were considered by the Council following the Chairman's report on the possibility of widening the footway (please see minute 07/107).  It was acknowledged that the degree of difficulty could be offset by the potential safety benefits (please see minute 06/043) and the Clerk was instructed to liaise with Mrs S Davies (ENC External Funding Manager).

b)

Payment to East Northamptonshire Council for election administrative expenses.

Cheques 100223-100226 were authorized by the Council for payment (following confirmation that the proposed transactions have been properly budgeted) on a proposal by Cllr C Fry, seconded by Cllr K Binley.

100223 - £151.52 (Local Government Act 1972, s 16).

c)

Payment to ABB for improvement work to the street lighting on Woodford Road.

100224 - £3830.50 (Parish Councils Act 1957, s 3).

d)

Payment to SLCC for attendance at the ‘Open Day for Smaller Parishes'.

100225 - £35.25 (Local Government Act 1972, s 111).

e)

Donation to the Addingtons Playing Field Association.

100226 - £700.00 (Local Government Miscellaneous Provisions Act 1976, s 19).

f)

Draft Budget for the year ended 31st March 2009.

This was considered by the Council, amended as agreed and the Precept will be finalized at the next meeting.

East Northamptonshire Council (ENC).

a)

EN06/00705/FUL amended planning application for the change of use from redundant agricultural building to mini bus and coach business (retrospective) and creation of a new access at Rectory Farm Buildings, Cranford Road (please see minute 06/047).

This was considered and the Clerk was authorized to respond as follows: - "This Council objects to EN/06/00705 planning application (with 4 against and 1 for the proposal) on the grounds of highway safety.  The access to this agricultural site is not suitable for industrial use and there is the potential for heavy traffic to travel through Great Addington".

b)

Code of Conduct training session to be held at East Northamptonshire House, Thrapston on Monday 3rd December 2007 at 7 00 pm.

An invitation to this was received and the Clerk offered to represent the Council.

b)

ENC reports and publications (please see the Clerk's report for November 2007).

These were received, circulated and Cllr D Hughes summarized the relevant issues.

Northamptonshire County Council (NCC).

a)

Northamptonshire Minerals and Waste Development Framework:  Preferred Options (October 2007).

This was considered but the Council will not be making a representation.

b)

NCC reports and publications (please see the Clerk's report for November 2007).

These were received, circulated, Cllr A Langley summarized the relevant issues and details of the Winter Salting Networks (2007/08) shall be included in the December issue of Saints Alive!  Cllr Langley reminded the Council that Great Addington is eligible for a proportion of £10,000.00 funding and advised that the Street Doctor on-line service is an effective method of reporting faults.  The Clerk was instructed to report that the footway on Woodford Road is obscured by fallen leaves.

Northamptonshire County Association of Local Councils (NCALC)/Northamptonshire Action with Communities in Rural England (NACRE).

NCALC/NACRE reports and publications (please see the Clerk's report for November 2007).

These were received, circulated and the Clerk summarized the relevant issues.

Northamptonshire Waste Partnership (NWP).

Northamptonshire Joint Municipal Waste Management Strategy Consultation (October 2007).

This was considered and the Chairman offered to respond on behalf of the Council.

Highways Agency (HA).

Carillion-URS Customer Care Survey.

This was considered and the Clerk was instructed to respond on behalf of the Council.

Reports of Addingtons organizations.

Addingtons Playing Field Association (APFA).

Cllr H Mayes reported that the AGM was held in the Hare and Hounds on Tuesday 6th November 2007 and the elected Committee members for 2007/08 are Mr A Fett (Chairman), Mr A Tattersall (Vice Chairman), Mr M Redward (Secretary) and Mr M Tate (Treasurer).  Grass cutting costs have continued to rise and the Parish Councils of Great and Little Addington have been asked to increase their annual donations as a consequence of this.  The next meeting of the APFA will be held in the Hare and Hounds on Tuesday 15th January 2008.

Other business (items received after the agenda had been prepared/for future meetings).

SLCC Practitioners' Conference to be held at the Moat House Hotel, Stoke-on-Trent from Friday 29th February to Saturday 1st March 2008.

The Clerk's attendance at this will be considered at the next meeting.

Date of the next meeting.

The next meeting will be held in the Memorial Hall on Monday 17th December 2007 at 7.45 pm.

The Chairman closed the meeting at 9.45 pm.
