| Proposal to build a new school on the Addingtons Playing Field. |
|
|
| Information requests were received at the Chairman's discretion throughout the meeting regarding this and related issues (including alternative sites, ‘walking bus' schemes, parking and green areas). Mr T Butler requested copies of documents from recent meetings and questioned the Council's authority to discuss the merits of a long term lease versus the sale of land (please see minutes 07/042 and 07/145). |

|
| This was offered and accepted following Mrs K Warwick's information request regarding the original proposal to build a new school on an alternative site. |

| These minutes were agreed as a correct record and signed by the Chairman. |
| 07/161 | Model Standing Orders for Parish Councils (with agreed amendments). |

| It was agreed to defer the adoption of this to the next meeting and the Clerk was instructed to obtain more information regarding recommended practices when dealing with business/procedural motions. |

| a) | Improvement work to the street lighting on Woodford Road. |
|
|
| Notification has been received that the final stage of the Council's application for £2553.66 towards the total cost of £3830.50 has been delayed until January 2008 (please see minutes 07/018, 07/033 and 07/107). |
|
| b) | EN06/00705/FUL (please see minutes 06/047 and 07/018). |
|
|
| This application is still pending and shall be considered at the next meeting of the Planning Committee on Wednesday 9th January 2008. |
|
| c) | Community Speed Watch. |
|
|
| Support for this has been received (approximately 15 residents) but the Council needs the signatures of 20% of the population and 10 volunteers in order to qualify for the scheme. |
|
| d) | Neighbourhood Watch. |
|
|
| Mrs J Mayes has received ‘Ringmaster' e-mails warning of the latest credit card scams and details will be included in the January 2008 issue of Saints Alive! |

|
|
| The final draft of the questionnaire for this is almost complete and a quotation for £45 00 has been received from Ambassador Printing. |

| It was agreed to refer only to essential remedial work to the wall of All Saints Church (not the possibility of widening the footway) when reporting on the Council's Precept for 2008/09. |

| a) | Available options regarding remedial work to the wall of All Saints Church. |
|
|
| The Chairman reported that a site meeting has been arranged (on Wednesday 16th January 2008) to discuss the possibility of widening the footway (please see minute 07/107) and there will be representatives from the Diocesan Advisory Committee and Northamptonshire County Council in attendance. Payment to Mr B Deacon (Diocesan Architect) was approved on a proposal by Cllr K Binley, seconded by Cllr C May to the maximum sum of £900.00. |

| On a proposal by Cllr H Mayes, seconded by Cllr P Perkins OBE, the Council unanimously agreed to precept upon ENC to the sum of £6550.00. Payments for this will be received in 2 equal instalments on the final working day of April and September 2008. |

| a) | Practitioners' Conference to be held at the Moat House Hotel, Stoke-on-Trent from Friday 29th February to Saturday 1st March 2008. |

| An invitation for the Clerk to attend this was received but it was considered that the expense could not be justified because £190.00 would be almost twice the sum allocated for training. The Council may reconsider if attendance at conferences is a requirement of the CiLCA and the Clerk was instructed to obtain more information. |
|
| b) | NCALC/SLCC reports and publications (please see the Clerk's report for December 2007). |

|
| Great Addington CE (VA) School Governors. |
|
| Mrs J Mayes reported that several diverse projects have been running alongside curriculum lessons and the Anglia TV appearance of Years 5 and 6 with their ‘Healthy Café' luncheon was a highlight of a very busy term. An agreement allowing parents/carers to park at the Hare and Hounds is being formalized and a meeting is being arranged to explain the requirements of a ‘walking bus' scheme. A £200.00 donation has been passed on to the Addingtons Playing Field Association following the reported shortfall due to rising grass cutting costs (please see minute 07/155). |

| c) | Cultural Community Partnerships ‘Inclusive Taster Days' at the Pemberton Centre, Rushden on Saturday 9th February 2008. |
|
|
| An opportunity for people with disabilities to participate in a variety of sports activities was noted and details will be included in the January 2008 issue of Saints Alive! A poster will also be displayed on the Parish notice board. |
