MINUTES of the Meeting of Great Brickhill Parish Council held on Tuesday 3rd November 2009 at 7.30pm in the Parish Hall, Great Brickhill. PRESENT: Cllrs Ms B Wight (Chair), Mr G Barnett, Mr N Blake, Mr R Kettle, Mr C Leech, Mrs D Richardson, Mrs G Valentine IN ATTENDANCE: Mrs K Barker (Clerk), 13 members of the public 1.Apologies for absence - None 2.Minutes. The minutes of the meeting held on Tuesday 6th October 2009 were amended at Point 6. Cllr Valentine proposed, seconded by Cllr Leech the approval of the minutes as a true record, all agreed. 3.Declarations of Interest - Cllr Blake Point 11.4.1 personal and prejudicial interest. The Chair said she had taken advice and had no interest to declare at Point 11.4.1. 4.Matters arising: 4.1Poors Acre Nothing further to report. 4.2 Noticeboard Cllr Kettle brought the new noticeboard to the meeting. He said he would remove the old noticeboard and put up the new one. 4.3Chapel Site Memorial - kerb edging The Chair said that a site meeting had been held and that Cllrs were not happy with the memorial's appearance. Cllrs agreed to postpone any decision until after winter and then look to replace the gravel. 4.4Standards Committee The Chair said that she wanted to clarify that she had acted as co-complainant regarding Mr Stephen Elvin and not in her role as Councillor. 5.Reports County and District Councillors Cllr Blake said Great Brickhill were congratulated as there was a 100% response to the electoral forms. 6.See Clerk 7.Review of Projects and Grant Monies The Chair said that she had been given the planning application papers for the play areas. She suggested meeting with Wicksteed. The Clerk to contact Wicksteed to arrange a meeting. Cllr Richardson said that Youth For Christ had been given a grant of £2,500 for the Youth Café for sports training and general purpose use. (Action Clerk) 8.Village Improvements Committee Cllr Valentine said that the VIC had applied to AVDC to trim trees on the village green and had delivered notices to near neighbours. Residents had complained about the pub signs at the three trees site looking unsightly. Cllr Valentine suggested that either one of the signs be removed or the signs be moved back to the cobbled area. The Chair said she would talk to the pub landlord. (Action Chair) 9.Transport, Roads, Road Signs, Safety: 9.1Residents parking in front of the bungalows - The Chair said that Mr Kenyon at Bucks CC had said that he felt the parking bay should be placed at the dog leg part of Green End. Cllr Barnett said he would talk to residents in the area to obtain their views. Cllr Kettle said that there should be no parking on the bend at the top of Rotten Row. 9.2Highway work in Great Brickhill - The Chair said she had met with Sian Thomas from Bucks CC and was awaiting a quotation for white entrance signs with speed limits at the entrance to the village, a quotation for a footpath on Lower Way and ideas for dealing with the junction at Lower Way/Rotten Row. She said that it was possible for a temporary structure to be put in place at the junction for a trial period. The Chair said she would investigate the possibility of funding from the delegated budget scheme. (Action Chair) 9.3Salt Bins - Cuff Lane, Stoke Lane, Rotten Row - The Clerk said that Paul Foot at Bucks CC had confirmed the proposed locations of the new bins. Cllr Kettle said that he would take delivery of the three new salt bins and would then arrange for them to be placed in Cuff Lane, Stoke Lane and Rotten Row. The Clerk to order the bins and arrange for delivery to Cllr Kettle's home. Cllr Kettle to confirm when the bins are in place in order for the Clerk to arrange for Bucks CC to fill them with salt/grit. (Action Clerk/Cllr Kettle) 9.4Allotments - water supply - Cllr Richardson said she had met with a sub contractor from Anglian Water and was advised that the water pipe would have to go under the road. Anglian Water also advised that the Parish Council should get their own contractor to put in the pipe and then they would put the water meter in which would cost in the region of £1,500. Cllr Richardson said she would obtain some quotations for the work. The Chair questioned how the water use would be monitored and who would pay for it. The Clerk was asked to write to Mrs Rosemary Howell to confirm that the Parish Council are looking into a water supply to the allotments and are obtaining quotations and also to ask what are the intentions of the allotment holders regarding the payment of water usage. (Action Clerk/Cllr Richardson) 9.5Speedwatch Scheme - Nothing further to report. 9.6Drains - The Chair read out a letter from Mr Fowler at Bucks CC which said that contractors were recently working in Lower End to clear qullies and related inspection chambers and that it was hoped this would reduce the frequency of flooding in that area. The drainage system in Ivy Lane had been checked out and there is damage to the section of drain which crosses over to connect to the system in Stoke Lane. There is a consequent reduction in capacity and further investigations will need to be carried out with CCTV to locate the damage before carrying our any excavation. 9.7Play Around the Parishes - Cllr Valentine said that details of a touring arts and holiday programme run by AVDC had been in the Correspondence folder and she had informed both the Clerk and the Chair. The programme would include lots of crafts and activites which were free of charge and supervised. The Clerk said that she had spoken with the contact at Play Around the Parishes and had booked the village hall for 13th April. The Clerk said that she would email a questionnaire to Cllr Valentine to complete. The Chair said that there were also other activities including music in quiet places which could be of interest and she said she would look into this. 9.8Welcome Pack - Cllr Valentine suggested that it would be a good idea to have a welcome pack for all new residents. The pack could include a map of the village, information about the church, school and pre-school, pub, various clubs and the newsletter. The Chair welcomed the suggestion but the pack should be reviewed every six months to take account of any changes. A piece could also be put in the newsletter should anyone wish to obtain a pack. Cllr Valentine offered to compile the pack. (Action Cllr Valentine) 9.9Cricket Ground - The Chair queried the ownership of the cricket ground and Cllr Richardson said that the area was donated to the village by the Duncombe family for the recreational use of the village but primarily for cricket. 9.10Additional Dog Bin - The Clerk was asked to order a new dog bin at a cost of £225. The Chair to confirm the location to the Clerk so that an order can be made. (Action Chair/Clerk) 9.11Heath Road - parking - The Chair read out a letter from a resident concerning two vehicles that are parked dangerously at the bottom of Knights Close on the Heath and Reach Road. The Chair said she would mention the problem to PCSO Tina Hobson. (Action Chair) 10.Public Participation (see end of minutes) 11.Planning: 11.1Planning Applications: 11.1.109/01913/APP - Bryerly Springs Farm, Galley Lane - erection of stable block and an office. The Parish Council to comment that the plans with the application are unclear and contradictory and that plans should be re-submitted to the Parish Council for comment before a decision is made. (Action Clerk) 11.1.209/01858/ATP - Yew Tree House, Ivy Lane - crown lift No 1 Oaks. The Parish Council have no objection. 11.1.309/01860/ATC - Yew Tree House, Ivy Lane - crown lift No 3 Oaks. The Parish Council have no objection. 11.1.409/01827/ATC - Stockwood House, Ivy Lane - fell trees and work to trees. The Parish Council have no objection. 11.1.509/01966/ATC - The Green, Ivy Lane - crown lift works to trees. The Parish Council support the application. 11.1.609/01896/APP - Land to rear of West Lodge, Mill Lane - change of use of land from agricultural land to sports field. The Parish Council support the application with the comment that the Parish Council understand that talks have taken place concerning the provision of a footpath and cyclepath directly to the site and the Parish Council would support this. The requirements of the Habitats Directive should be complied with. 11.2Minor amended plans: 11.2.109/01496/APP - 9A Lower Way - side roof extension and No 2 rear dormers. Rooflights aligned. (Action Clerk) 13.Any Other Business 13.1Aylesbury Vale Assoc of Local Councils - AGM 7th November Civic Centre Aylesbury, 10am 13.2BALC - AGM 13th November Judges Lodgings County Hall, 7.30pm 13.3Stockgrove - The Clerk said that she had received emails from Erika Pratt at the Greensand Trust regarding the request for a representative on the Stockgrove Events and Fundraising Working Group. Cllrs Leech and Valentine offered to act as representatives. The Clerk to forward the emails on to them. (Action Clerk) 13.4Transport for Bucks from Bucks CC - details given to the Chair 13.5Community Action - Wheels to work moped loan scheme - Details to be put into the newsletter. people interested should call 01296 421036 or email sally@bucks-com-action.org.uk 13.6Grass Cutting - The Clerk said that Mr Keel had suggested an additional cut as the grass was long. The Clerk to inform Mr Keel that he could go ahead provided that he use his discretion in each area as to whether it needs cutting. He must also be careful not to cause any damage to the grass due to the damp weather. The Clerk to put grass mowing schedule on the next agenda. (Action Clerk) 14.Matters for the newsletter Welcome Pack Wheels to work moped loan scheme Youth Parish Council 15.Date of next meeting - Tuesday 1st December 2009 16.The meeting closed at 9.45pm Minute of Public debate Resident, Mr Michael Turner said that speed signs and white boards were discussed by the Parish Council some time ago and not everyone supported them. The Chair said that Sian Thomas at Bucks CC had said that these were standard items that are usually put in place when moving the speed signs. Cllr Blake said that they would help to slow traffic. A Resident from No 37 Rotten Row said that their car was constantly being boxed in during school runs and they would like white lines put across their driveway. The Clerk to put on the next agenda with a view to contacting Bucks CC. Resident, Irene Mullenger spoke about the landscaping plan for the two buildings in Cuff Lane. Cllr Blake said he had spoken to Tony Barker at AVDC who had said he would ensure that everything is being built to plans and ensure that the landscaping plan is put in place. Mr Raven asked whether the Parish Council had accounted for the allotment water pipes being chlorinated. Cllr Richardson said that Anglian Water would be sending a detailed quotation. Mr J Cox said that he would ensure that regulations are followed. A resident said that there are deep gulleys on bridleways after rain and this is dangerous for horses and walkers. Cllr Valentine said she would contact the Bridleways Officer.
