MINUTES of the Meeting of Great Brickhill Parish Council held on
Wednesday 2nd December 2009 at 7.30pm in the Parish Hall, Great Brickhill.

PRESENT: Cllrs Ms B Wight (Chair), Mr R Kettle, Mr C Leech, Mrs D Richardson, Mrs G Valentine

IN ATTENDANCE: Mrs K Barker (Clerk), 5 members of the public

1.Apologies for absence - Cllrs Barnett, Blake and Jennings

2.Minutes.  The minutes of the meeting held on Tuesday 3rd November were approved.    The Chair proposed, seconded by Cllr Valentine the approval of the minutes as a true record, all agreed.

3.Declarations of Interest - None

4.Matters arising:
4.1Poors Acre
Nothing further to report.
4.2Noticeboard
Cllr Kettle said that he needed to know where to put the new noticeboard.  The Chair said that she
was happy for him to use his discretion but suggested that it could be put by the small fence to the
entrance to the Parish Hall car park.

8.Review of Projects and Grant Monies                                   
The Chair said that the bells had been taken down and that the next instalment to be paid to the PCC would be
in January.  Cllr Richardson said she would speak to Stephen Agambar regarding the Parish Hall extension. 
The Chair said she would arrange a meeting with Wicksteed to discuss the play area options.

9.Village Improvements Committee
Cllr Valentine said that the VIC had been given permission from AVDC to trim the trees on the village green
providing they comply with regulation BS3998.  She asked Cllr Kettle to confirm when the work will be done. 
Cllr Kettle said that more volunteers are needed for the Village Improvements Committee.
 
10.Village Matters:                                                                                        
10.1Residents parking in front of the bungalows - The Chair said that there was increasing concern
regarding parking at Green End.  Cars are parking on the grass and making it muddy and are also
blocking driveways opposite Green End on the dog leg part.  Some drivers are also said to be
aggressive and discourteous.  She said that the consequence could be to put bollards up to stop
parking.  The Clerk was asked to send a letter in conjunction with the Chair to High Ash School
informing them that there have been a number of complaints.  The school should be asked to send out
a letter to parents setting out the PC's concerns about parking, and if this is not possible the Parish  
Council would be happy to write a letter for distribution by the school.  The Chair said she would
contact PCSO Hobson to ask her to look into the issue again.                  (Action Clerk/Chair)

10.2Rotten Row - white lines - The Chair proposed, seconded by Cllr Kettle for the Clerk to write to
Bucks CC to ask for white lines to be put in at the entrance to the allotments as it is being blocked by
cars.                                                                                                                   (Action Clerk)

10.3Highway work in Great Brickhill - Nothing further to report.
10.4Salt Bins - Cuff Lane, Stoke Lane, Rotten Row - Cllr Kettle said that the three new bins had been delivered to him.  He said he would inform the Clerk when he had put them in place and the Clerk to arrange for them to be filled with salt.                                                    (Action Clerk/Cllr Kettle)
10.5Allotments - water supply - Cllr Richardson said she had a quotation from Anglian Water of £1,097. 
She had spoken to Mrs Howell who was not certain that the allotment holders want a water supply. 
Cllr Kettle said he was concerned the supply would be used for purposes other than the allotments and
he suggested that a water trough be installed instead of a tap.  The Chair thanked Cllr Richardson for
her work and said she would draft a letter for the Clerk to send asking the allotment holders what they
actually want.                                      (Action Chair)

10.6Speedwatch Scheme - The Chair said that a NAG meeting would be held on 9th December and that
she would be attending and hoped to get some more information.

10.7Drains - Cllr Valentine said that she had spoken to the Bridleways and Open Spaces Officer, Clare
Tranper regarding the bridlepath GBR9 on Ivy Lane.  She said that there is damage to the drain under
the green at Ivy Lane and until this is rectified nothing can be done about the bridlepath,  Clare
Tranper said she would visit to take a look at the bridlepath.

10.8Grass Mowing Schedule - The Clerk to give a copy of the schedule to all Cllrs for discussion at the
next meeting.                                                                                                 (Action Clerk)

10.9Dog Bin - The Chair proposed, seconded by Cllr Kettle that the Clerk order a new dog bin at a
cost of £225 plus VAT to be placed under the light on the triangle of grass at the entrance to the main
car park of the Parish Hall, all agreed.                                                           (Action Clerk)

10.10March Hare Classic Reliability Car Trial - The Chair proposed, seconded by Cllr Valentine to write a
letter to the Falcon Motor Club stating that the Parish Council have no objection to them holding a car
trial on Sunday 7th March 2010, all agreed.                                                   (Action Clerk)

10.11Village Nativity - The Chair said that Mrs A Newell from the Village Nativity had applied for a grant
and had obtained £750.  She said she had agreed for it to be paid into the Parish Council's bank
account.  The Clerk confirmed that it had been received in the Barclays Community Account and it
was agreed that a cheque be raised to Mrs A Newell for £750.

10.12Stockgrove - Cllr Leech reported that he had attended a meeting to discuss the Christmas fayre.  The
event is a fundraising exercise and will be held on Sunday 6th December from 11am to 3pm.

12.1Planning Applications:

12.1.109/01689/APP - St Marys Church, Church Lane - installation of security CCTV.
The Parish Council support the application.

12.1.209/01995/APP - Three Locks Golf Club - use of new clubhouse (approved under
ref: 08/02803/app) and existing golf club building and extension (approved under
ref: 95/00543/app) as venue for wedding ceremonies and functions.
The Parish Council have no objection to the application.

12.2Decisions:
12.2.109/01858/ATP - Yew Tree House, Ivy Lane - crown lift No 1 Oaks.  Permitted.
Noted by the Parish Council.

12.2.209/01860/ATC - Yew Tree House, Ivy Lane - crown lift No 3 Oaks.  Permitted.
Noted by the Parish Council.

12.2.309/01827/ATC - Stockwood House, Ivy Lane - fell trees and work to trees.
Permitted.  Noted by the Parish Council.


12.2.409/01676/APP - Lower Rectory Farm, Church Lane - variation of condition 5, 6 and 7 of
08/00279/APP to extend time period to 31st December 2009.  Permitted.  Noted by the Parish
Council.


12.2.509/01716/APP - 7 Lower Way - single storey side and rear extension with terrace.
Permitted.  The Chair read out a letter from AVDC giving the reasons why they had
permitted the extensions as the Parish Council had opposed it.  Noted by the Parish Council.

12.3Other local planning matters:                          
12.3.1PB Tyres - The meeting is still to be arranged.

13.Any Other Business
13.1Bucks CC - public rights of way - walk your local paths initiative
The Clerk read out a letter from Bucks CC inviting Parish Councils to set up their own walk you own
paths initiative to help identify problem areas.  Cllr Richardson suggested involving the school as well
as residents.  To be discussed further at the next meeting.                                (Action Clerk)

Minute of Public debate
Mrs Mullenger said that she had visited the Council regarding the development in Cuff Lane.  She said that there was only one tree left and that this would be chopped down.  The Clerk was asked to write to the Planning Officer to inform them that there have been continuing complaints about the site and could they visit the site to ensure planning conditions are being adhered to.
