GREAT COXWELL PARISH COUNCIL
Minutes of the Parish Council meeting held in the Reading Room at 8.00 pm on Monday 5th February 2007
PRESENT: M Durham in the chair, Mrs A Burns, E S Daffern, Mrs A Zinovieff, the Clerk in attendance. C/Cllr Mrs Heathcoat and D/Cllr Cox also attended.
1. APOLOGIES Apologies were received from Mr. A. Whiting.
2. MINUTES OF THE LAST MEETING C/Cllr Mrs. Heathcoat asked that the following amendments be made to the minutes of the last meeting January 8th, so that they now read: (3.b. Holloway/ Highworth junction road signs/road accidents. Mrs. Heathcoat reported that the re-location and improvement to signage on the Faringdon to Highworth road at the junction to The Holloway discussed at last month's meeting were in hand. The chairman invited comments from the floor and it was generally agreed that the main cause of accidents in The Holloway was motorists driving too fast. It was felt that motorists were using the village as a short cut. More signs were suggested such as Village Access only, Single Track, Slow down for horses and walkers and that all signs should be at the top and bottom of the road. It was felt that the passing places, (originally cleared by WI members some time in the distant past) should be made wider and more distinct (not necessarily by present day WI members). After much discussion it was agreed unanimously that a one-way system would not help but probably encourage speeding cars and would be detrimental to the villagers. The Chairman asked for a show of hands from members of the village, who attended the meeting in large numbers, and they unanimously supported the motion that there should not be a one-way system. Mrs. Heathcoat stated that the junction at the top of The Holloway is statistically a safe junction and that a record should be kept of any incidents with dates.)
(3c. Footpaths and Hedges. Mr. Durham said that actions were in hand.) . 3. MATTERS ARISING FROM THE MINUTES a. Fire Safety Risk Assessment. This now reads " There is to be no smoking and no naked flames save for those organisations that have appointed a named Candle Officer who will be responsible for siting the candle or candles in a non dangerous place and will be responsible for extinguishing the candles before leaving the premises". b. Holloway/Highworth Junction. C/Cllr Mrs Heathcoat and Chairman Mr. Durham had a site visit with Lee Turner, Highways Engineer, on January 19th. Subsequently a new "Village Only" sign has been placed at the junction and the other sign cleaned and repositioned. A letter has been sent to Adam Twine asking him to cut back the hedges that are obscuring the signs. There is to be a Traffic Survey, 24 hours a day for 7 days, to record the number of vehicles going up and down The Holloway. Following the survey Lee Turner would come back with suggestions. There is a commitment that in the spring the two passing places will be cleared out and made more visible.
c. Footpaths - Siberia. C/Cllr Mrs Heathcoat and Chairman Mr. Durham had a site visit with Mr Hamish Currie, Oxfordshire Highways, on January 25th who reaffirmed that this is not an adopted path but in the Summer 2007 he has agreed to have the path cut back to 1 metre wide and to patch repair it.
d. Chowle Farm "Faringdon Business Park" sign. D/Cllr Roger Cox reported that the Vale of White Horse Officers are taking appropriate action.
e. Old Willow lamps. D/Cllr Roger Cox reported that David Weaver, the Enforcement Officer investigating the case with Grant Audley-Miller, the Conservation Officer and Stuart Walker, the Principal Planning Officer found that: 1. It is not a breach of planning control 2. The lamppost is permitted development 3. No further action needs to be taken.
f. Gentlemen's Toilet Door. As before
g. Music System. "Use of Music Centre "- This will be placed on shelves above the cupboard and a notice placed nearby asking for those using it to be considerate of nearby villagers. The council thanked Jez and Lianne Webb for supplying the wood for the shelves.
h. Village Flooding. Mrs Heathcoat reported back that the flooding in Coxwell Road was due to the gully being full of water and that this was the responsibility of the land- owner who was Mr Crossley-Cooke.
4. PLANNING APPLICATIONSa. GCO/1927/11 - Willowdene - D/Cllr Roger Cox reported that the Vale of White Horse Officers are taking appropriate action.
b. GCO/2087/22 - Notification of Appeal by Tape Crown Ltd - Chowle Estate. This appeal had been dismissed.
c. GCO/18275/6 - E - Land south of Coxwell House - Inspector's Decision had been received. The inspector had dismissed the appeal.
5. CORRESPONDENCE a. Bills - Water Bill £19.23 The Parish Council approved payment of this bill.Electricity Bill for £100.75 had been received. As this was an estimated reading, the meter had been read and the clerk was awaiting a new bill.
b. District Council Election 3rd May 2007. A letter had been received from Marcia Beviere, the Electoral Services Manager provisionally booking the Reading Room from 6.30am until 10.00pm on this day.
6. OTHER BUSINESS a. Neighbourhood Watch. Mr. Daffern reported that Kirstie Reed, Area Beat Officer was retiring in mid February and as yet no replacement had been appointed. We are waiting for the Community Policing to come into being.
b. Park Volunteer Group. The Park Committee now wished to be known as the Park Volunteer Group. Mr. Durham and The Clerk had been invited to attend the next Group meeting on February 28th. Mr Durham hoped that enthusiasm could be mustered to put on The Party in the Park again this year at the beginning of September. The Park Volunteer Group have, however, put together a very impressive provisional programme of fund raising events for 2007,Mr. Daffern noted that we now require entertainment and drinks licences for these occasions costing £21 each.
c. Smoke alarms in the Reading Room. Proposed by Mrs Burns, Seconded by Mr Daffern. This was carried.
d. Faringdon Chamber of Commerce meeting Wednesday 7th February at 7pm. This meeting has been called to discuss the serious manning situation at Faringdon Fire Station and Mr. Durham agreed to attend and report back.
e. Mrs. Heathcoat suggested a "Meet and Greet" your councillors on Saturday March 31st at the Reading Room 10.30am - 12.00noon.
f. Mrs Burns expressed concern that horses were using some of the footpaths around the village including Dark Lane. After much discussion Mr Durham said that he would try to find out who owned Dark Lane and report back. Mr. Gould pointed out that there used to be no cycling signs at both ends of the path across Siberia and could they be replaced when the work was being done this summer. Also the rail was missing from the bridge.
g. The next Parish Council meeting will be held on Monday 12 March 2007 at 8.00 pm. . .
