Minutes of the Meeting of the Parish Council held on Monday, 28 April 2008 at 7.00pm in the Abington Institute, Great Abington.
Present Mr Soanes (Chair), Mr Brunning, Mr Molekamp, Mr Nutt, Mrs Simmons, Mrs Waring, Mrs Dalton (Clerk).

The Chairman introduced John Ellis to the meeting. It was unanimously agreed that he should be co opted onto the Parish Council and he joined the meeting
3. Minutes of the meeting held on 31 March 2008. Agreed.
4. Matters arising
Repairs to grass verge in Church Lane. The County Council’s assessment is that no work is required. Replacement seat Lady Cambridge's corner. The old plaque is damaged. It was agreed it should be replaced. Street naming No updates. Village clean- up. A successful event with high turnout. Huge amounts of litter were picked up particularly from roadsides around the village. Thanks were extended to all volunteers. Lorry parking and litter. Cllr Stone said that the issue of unauthorised parking is being addressed county-wide. Worsted Lodge is a potential site but there are issues about costs and concerns about vandalism. There was concern about the damage and litter at Fourwentways. The Clerk reported that SCDC would not put a litter bin there because they felt it would not be used. Other options were discussed including the duty of nearby businesses to clear the area, Litter Abatement Orders and role of the Local Authority in clearing litter Maintenance work to Millennium Bridge. The Chairman confirmed that the work would be done soon. Pothole on old A11 has been repaired Accident on A1307 16 April The debris was cleared the next day.

The Internal Audit report was satisfactory and the Annual Return to the Audit Commission had been signed without qualification. There were recommendations on risk-management, controls assurance and recording the Clerk's expenses. These would be addressed through the Compliance Working Group. The Clerk reported that in line with the new audit regime a mid year audit was strongly recommended.
Accounts 2007-08. The Parish Council received and approved the accounts.
Annual Return to Audit Commission. It was agreed that the Chairman should sign the Annual return and the Annual Governance Statement.
7. Planning
7.1 Planning applications. Nil
7.2 Planning decisions and amendments (for information): · S/0207/08/F 56 Bourn Bridge Cottages. Approved · Fence 33 Cambridge Road. The Enforcement Order should be enacted by 6th May. The Enforcement Officer has also been reviewing change of use.
7.3 New Developments · Wind Farm at Linton. No updates · Eco town at Hanley Grange. Mr Brunning had attended a meeting. Cllr Stone said there was strong local opposition and he urged the Parish Council to join the action group. It was agreed that the Parish Council should participate but the financial implications needed to be understood.
8. A1307. Cambridge Road Traffic refuge
Road markings have been done. The County Council has now replied to the Parish Council’s letter sent in February.
