2747/05 Previous Minutes.
RESOLVED that the minutes of the meetings held on 4th September 2005, and the planning meeting of 20th September 2005, as typed and circulated, be confirmed as a true record and signed by the Chairman.

2750/05 Environment Strategy
The Environment Strategy had been read and comments returned to the Assembly as part of the consultation process.
2751/05 BBNPA UDP
The Council had received no feedback regarding an opportunity for Councillors to be heard at the BBNPA UDP Inquiry. The clerk would make enquiries.
2752/05 Young Farmers Tug of War Team
Cllr Jennifer Hughes declared an interest and left the room.
The Council had received a letter from the Young Farmers Ladies Tug of War Team asking for a contribution towards necessary equipment and their costs in representing Wales in Europe, and the UK in Italy. Councillor unanimously agreed and RESOLVED that a donation of £100 should be given.
2753/05 BBNPA Rights of Way
BBPA had written inviting comments on the Rights of Way Improvement Plan and any suggestions for improvements. Cllr Hugh Davies and Cllr John Price to look at the plan and report back to the Council
2754/05 Nominations for Sports Personality Awards
The County Council invited nominations for the current year?s Sports Personality Awards. Councillors agreed that Christopher Thomas should be recognised for his rugby skills, and the Llangadog Ladies Tug of War Team should be recognised for their successes.
2755/05 Environment Agency Twywi Taf and Gwendraeith Catchment Area
Abstraction. A management strategy consultation document had been received and comments were invited by 30th November 2005. Cllrs would read the document and report back at the next meeting.
2756/05 Red BT Telephone Box in Llangadog Village Centre
The present owners of the Goose and Cuckoo Public House in Llangadog had contacted BT to ask them to remove the red BT phone box from outside the Goose and Cuckoo Public House. The Chairman and Clerk had met with one of the directors who was adamant that it should be moved. BT are progressing this issue. The Community Council is making enquiries to see if the telephone box is a listed building, since it has been in the same position for close on half a century, and is in a Conservation Area. BT advise that, because the phone box is made of cast iron, once it has been picked up for removal it will be unsafe for future use. If the village was successful in obtaining a replacement from BT it would be a box of modern design and it would need to be placed on public owned land.
2757/05 BT Telephone Box at Square and Compass
BT had written that the phone box at Square and Compass was now in an unsuitable position due to the installation of the new roundabout. They also mentioned that it had very low usage.
Their recommendation was to take it away completely. Councillors asked that a letter be sent to try to persuade BT to re-site a phone box at Square and Compass for the community.
2758/05 Eisteddfod Genedlaethol Urdd Gobaith Cymru 2007
David Dyer had written asking for the Council?s support for the Eisteddfod to be held in the Upper Reaches of the Towy and Cothi in 2007. RESOLVED that a letter be written stressing the importance that the Eisteddfod be held in this location.
2759/05 Correspondence for information
1. Guidestar UK had written advising that the Bachelor Spot (which is a listed charity) will be mentioned on the Guidestar UK Website which will be launched in the autumn.
2. A new post box has been installed at Brane Mill. We are advised that if it is used it will be allowed to remain.
3. One Voice Wales newsletter received.
4. A charity, offering free planning advice from qualified planners had sent a leaflet offering their services. A copy had been passed to Mrs Last at Bethlehem.
5. Gwynfe Community Hall has been approved as a venue for civil marriages.
6. Heart of Wales newsletter received.
7. BBNPA Liaison meeting date is 13th October at 7 pm at the Edwinsford Arms in Talley. This date clashes with the Community Network meeting for the Tywi area which will be held in Llandeilo Civic Hall.
2760/05 Accounts for Payment
It was RESOLVED that the following accounts be paid:

From Balchder Bro grant, for Room hire for meetings in 2004 £59.90

Half fee: £476.00
2761/05 Receipts
It was noted that a Burial fee of £50 had been received, and two fees each of £50 for placing memorial stones had been received.
2762/05 Planning
It was RESOLVED that the following planning applications were supported:
E11167, full planning application for garage and access at 55 Rhyd y Fro, Llangadog
E11207, listed building application for exterior works to the Limes Retails Store, Llangadog
C21063, new access road to the Old Stable, nr Newfoundland, Bethlehem.
It was noted that the County council had consented to the conversion of former stables at the rear of the Red Lion Hotel, Llangadog
2763/05 Recreation Ground
it was reported that the lintel was now in place at the Recreation Pavilion and the roof could be fitted during the next few week-ends. This work will be carried out at cost by members.
The concrete base of the former recycling collection area would be removed in the near future, and councillors had offered help with this.
There was a requirement for a disabled persons lift to be installed at the Pavilion to provide access to the restaurant which was in the process of being extended. Research had shown that a lift might cost up to £17,000. The clerk was currently seeking funding for this.
Councillors noted that previous attempts to secure football coaching had not been successful, but that fresh attempts would be made. This would finalise payments from the Sportslot Grant, enabling the clerk to write to the County Council advising them the grant was all spent.
2764/05 Lawn Cemetery
One Voice Wales had acknowledged the clerk?s request for guidance for opening a Trust Fund to receive donations for the upkeep of the cemetery, and their solicitor would contact her in due course.
A purpose built rubbish box was being designed to house the bin bags at the cemetery. It was noted that members of the public had complained about the amount of rubbish at the cemetery.
Hedges around the cemetery field would be cut in the coming weeks. The undertaker had been asked to cut back a tree overhanging the Lawn Cemetery from the Church Cemetery.
Two quotes had been requested for repointing the cemetery wall.
2765/05 Llangadog Post Office
It was noted that Win Morgan had been successful in gaining the prestigious top prize for being the best community office in Wales, and the Chairman asked that a letter of congratulations be sent to her.
2766/05 Roads and Hedges
Councillors had received complaints about pot holes in the lane near Duffryn House which would be reported to the County Council
2767/05 Letter from member of the Community
A letter had been received complaining about parking problems in the village and dog fouling problems which was noted. A response would be sent saying that Councillors were aware of the parking problems in the village, but had no solution, and the clerk had written repeatedly to the County Council about dog fouling in the village, to no avail.
