Minutes of the Full Council Meeting

Held at the Philip Squire Community Centre, Coytrahen

Wednesday 30th April 2008

 

Members Present: Mrs. D. Weinzweig (Chairperson)

The Meeting commenced at 7.00 p.m. and was chaired by Councillor Mrs. D. Weinzweig

03/09                           Special Item

The Chairperson informed the Meeting that she has received the Clerk's letter which tenders his resignation. The Clerk has given three months notice and cites his reasons for resigning as having increased workloads with his other businesses and therefore insufficient time to conduct his duties efficiently with Llangynwyd Lower Community Council.

 

The Clerk explained that he will advertise the vacancy and was willing to forgo his salary in order to train a new Clerk during his period of notice.

 

Members expressed disappointment at Mr. Davies's decision but agreed to accept the period of notice given and the offer to forgo salary payments in order that the newly appointed person should receive a salary during the period of training.

Resolved: That the Clerk's resignation is accepted and that the vacancy is advertised as soon as possible

One Voice Wales - nomination of councillor for area committee meetings - to be decided at the 2008 Annual Meeting

  1. King - Davies & Partners Solicitors - Lease of land and legal fees in respect of the former Watercourse Coytrahen - the lease is now complete and registered with Land Registry.

A final invoice for £247.00 has been received in respect of legal fees and members agreed that this should be paid immediately.

Members also agreed that the Deeds should be held by the Solicitor for safe- keeping

  1. Cydcoed - Proof of spend - request for details of recent expenditure connected with Cydcoed projects
  2. Glamorgan & Gwent Archaeological Trust - Watching Brief at Former Watercourse - invoice to follow
  3. Clerk - to Robert Jones (Bridgend CBC Countryside Officer) Japanese Knotweed project and a request to inspect the vast amount of knotweed that is spreading between the railway line and the local playing fields - no respose as yet

Resolved: That the above items are noted

 

  1. Martyn Jones Coytrahen - Coytrahen Village Hall Public Lighting Columns - Mr. Jones is not satisfied with the response received to his original letter and requires answers to the following: -

A copy of the newsletter relating to the consultation stage

A written response from BCBC regarding planning consent                                          

To identify who the Clerk liaised with regarding his suggested dangerous/hazardous electrical cable

Mr. Jones is adamant that the lighting columns are an attraction for youths and in turn anti social behaviour

He also refers to the time period that the centre and its surrounding area is illuminated

Members agreed that Bridgend CBC should answer some of the points raised and that the Coytrahen Community Hall Association should debate the period that the centre and its surrounding are illuminated.

Resolved: That the Clerk will respond to Mr. Jones

 

  1. Bridgend CBC - Precept confirmation - £4,200 has been deposited in the council's bank account

07/09                           Planning Matters

P/08/337/FUL - Landfill operation to facilitate approved development of land as a "FUN FARM" on land at Ton Philip Farm, Ffordd Y Gyfraith - Mrs. Vanessa Dalton

Resolved: That the application has council's support

 

08/09                           Watercourse Update

The Clerk reported as follows: -

An Archaeologist's watching brief has been received which covered the methodology used; the results; the finds and conclusions of his study at the Watercourse.

Nothing of significance was found except for a pop/mineral bottle circa. 1875.

The study suggests that the tramway was abandoned in 1861.

 

Little of the materials noted can be closely dated but it almost certainly belongs to the period following the abandonment of the tramway.

 

Following discussions with the Agent - Groundwork Bridgend - a new fence is to be constructed along the length of the watercourse that fronts the A4063.

It has been noted that the walkway is an attraction for local residents and is frequently used by them

 

A risk assessment is to be carried out by the Youth Offending Management Team and "Keep Wales Tidy" on Friday the 2nd May 2008.

Resolved: That the report is noted

 

09/09                           Members Reports

Councillor Faulkner reported that the surface of the highway (A4063) between Coytrahen and Tondu is in a very poor condition and needs immediate resurfacing. The Councillor requested that enquiries are made with Bridgend CBC's Transportation & Engineering Department as soon as possible.

 

Councillor Roberts reported on the dangers for both the elderly and young when trying to cross the A4063 at Coytrahen; the councillor was aware of the importance of the traffic island but requested that enquiries are made in having a pedestrian crossing developed there also.

 

Councillor Rundell - referred to the accident sustained by Mr. Philip Gronow of Coytrahen when he rode his bicycle on to the new footpath at the Watercourse.

The councillor stated that local people wanted to know why the pathway had not been closed because of the accident.

The Clerk informed the Meeting that this matter has been referred to the Contactor and Agent for the project.

The area has been inspected and the wooden decking has been confirmed to meeting planning standards and safe for pedestrians, therefore the path was not closed off to the public

The Chairperson explained that no hard works should commence on the former allotment. Mr. Robert Jones Bridgend CBC's Countryside Officer informed the Chairperson that this was bird nesting season and the former allotment probably had many nests currently in use.

10/09                           Finance & Accounts

1. The Clerk presented accounts for approval totalling £1,972.65 (schedule attached)

Resolved: That the accounts presented were approved for payment

 

2. Members resolved to note the Receipts and Payments Account prepared for the period 01/04/2008 to 30/04/2008

Resolved: That the next Meeting being the Statutory Annual Meeting will be held on the 14th May 2008 at the Coytrahen Community Centre

 

The next Full Council Meeting is scheduled for Wednesday the 28th May 208 at the usual venue

 

Before closing the Meeting Councillor Faulkner wished to express his gratitude for all the years of hard work and enthusiasm which retiring Councillor Richard Golledge has given and shown to this village.

His tenure has ended on a noble note and he has expressed his reasons for doing as being clear for all to see - it was for the benefit of the community.

 

The Chairperson and Councillor Mrs. Svensen seconded the comments and expressed that Mr. Golledge will be sadly missed by this council.

It was mentioned that a letter of gratitude is sent to Mr. Golledge, and Members who are willing, can donate a small amount of money in order to purchase a retirement gift for him.

 

With business concluded the Chairperson closed the Meeting at 8.00pm.
