Minutes of Parish Council held in the Council Chambers

On Tuesday, 11th April 2006

Present: C'llr Williams in the Chair, C'llr Betteridge, C'llr Beard, C'llr Cope, C'llr White, C'llr Winterton, C'llr Giles, C'llr Newman, C'llr J. Gardner, C'llr Blackmore, C'llr Gibbs & C'llr A. Gardner. Police Sgt Porter, WPC Northway D.C. Miles, CC Connolly, Liz Tipple press reporter and three members of public.

The Chairman welcomed C'llr A. Gardner to his first meeting; he signed his Acceptance of Office form and Register of Interest.

1. Apologies were received and accepted from C'llr P Richardson (another meeting), C'llr R Richardson (ill) & C'llr Bale (work).

2.Granby Gardens Draft Development Brief - presentation by Mr A. Lord, Dreweatt Neate. Copies of the draft development brief had been circulated to all Councillors, it has been prepared to establish an appropriate framework of planning & development considerations to guide the development of land at the Garden Centre, the site extends to some 5.5 hectares and is allocated in the Adopted Kennet Local Plan to provide around 130 dwellings with the Local Plan period to 2011. To meet the Government targets on housing density of 30 dwellings to the hectare the actual development capacity of the site is likely to be around 150 dwellings. 30% of housing would be social housing, 20% shared ownership & 50% private purchase. Planning objectives - to provide for pedestrians & cycle links from the site into Ludgershall, safeguard the landscape setting of the edge of settlement, the provision of affordable homes to ensure provision of suitable infrastructure and highway requirements. Access to the site would be off the southeast corner of Astor Crescent with a second access that crosses New Drove from Simonds Road. An ecology survey has found owls and bats on site, and a preservation order on an oak tree. A survey into slow works is still being carried out. A provisional date for Public exhibition & evening meeting is Thursday, 27th April 2006 at the Scout Hall, Ludgershall. Councillors raised the following concerns & questions: 1) Providing commuted funding for play area & sport pitches; no final amounts settled yet.  2) Education - WCC has confirmed in writing schools within the catchment area would be able to accommodate the extra pupils within their existing capacity although locally it is known the pre-school needs expanding as they are full, any developer approached for a Section 106. 3) Traffic movement, with 300 plus vehicle movements per day possible using the inadequate Astor Crescent road as a means of accessing the site should be investigated, also the capacity at War Memorial junction in the village at peak times.

Mr Lord left the meeting at 7-30pm.

3. General Public - Questions

Two members of Public concerned regarding a petition ‘Save our Allotments' at Bell Street this has been delivered to nearby properties and started by an anonymous person asking people to contact Michael Ancram.  The Chairman stated the PC has made no secret about the vacant allotment land - all options are being investigated; a BMX circuit has been turned down by local residents, Wiltshire Wildlife & local schools have been approached to help run a wildflower garden/ small orchard, no interest and now in partnership with Sarsen Housing Association the PC are looking at the viability of a housing development. To follow this option change of use from ODPM would be necessary and public meetings held to allow residents to voice their opinions.  It was considered bad manners of the anonymous person not to contact the PC before delivering the petition. Members of public left the meeting at 7-40pm.

Sgt Nigel Porter introduced himself; he was a detective in the area in 1997 and has been posted at Tidworth Station for 3 months. The ongoing problem of drugs - a recent operation lead to 3 warrants and large amounts of class A, B & C drugs were discovered. Resulting in a number of people on bail and people removed fro accommodation making them homeless by their own actions.

Damage to the Doctors Surgery and Church Rooms over the half-term holiday - a group of youths targeted and caught.

An ASBO has been issued to a resident living in SHA accommodation in Ludgershall.

During the last nine-week detection rates have increased by 5%, attempted murder suspect successfully arrested, injured person expected to make full recovery.

Mini motorbikes - owners/parents will receive a letter enclosing a leaflet advising; helmets must be worn, insurance required & to ride on private land must have owners consent. If machines are confiscated storage costs £12-00p per day, at the moment 14 offences have been recorded by police any further information please contact Sgt Porter.

Bluez n Zuz disco being held every 2nd Tuesday of month in Tidworth Leisure Centre for youth 11-15yrs run by MoD, RmP's & civilian police. 70 attended last month, Parhhams coaches provide transport free of charge, and the police are looking for a donation towards cost of transport, letter to follow.

WPC Jo Northway is leaving Tidworth Station to become a detective; the Councillors thanked her for her work as Beat Officer.

New initiative; Neighbourhood Policing, made up of PCSO, special constables and a manager (for this area PC Spackman) with a pilot scheme running in Tidworth.

Police merge in 2 years time could happen with Gloucester, Dorset or Hampshire force, Sgt Porter ensured enough police would be available to continue to make it a safe place to live.

The Chairman mentioned damage at Pretoria Road Play area and a name has been etched on the slide, police will investigate. Sgt Porter & WPC Northway left the meeting at 8-00pm.

County & District Councillors' Report 

C.C. Connolly reported: - 1) New 30 mph limit starting in Andover Road/Biddesden Lane & part of Crawlboys Lane in force. 2) 20mph limit in Empress Way to be formalized 8th May 2006, consultation for 20mph in Simonds Road & associated roads has commenced 3) Waste Recycling Centre at Business park - agreed in principle the area needs one but not at this location please work in partnership with MoD. 4) New Parish Lengthsmen programme to be received shortly, tractors now have sat nav installed.

Questions - Could County Council request Astor Crescent is made ‘one way' if planning application for Old Brewery, Simonds Road site is granted permission.

D.C. Miles reported - 1) Waste Disposal Site; agree in principle but not at Business Park location, due to school and private dwellings near this locality, he has no problem if suggested location was off Somme Road, on MoD land.

C'llrs Connolly & Miles left the meeting at 8-10pm.

4. Minutes of the last meeting had been circulated; matters arising: - 2) Recent problems outside the Crown, cannot be addressed by the KDC the licensing authority, it is a Police matter. 3) C'llr Winterton impressed with Castle Primary School Council meeting, they would appreciate future input from the PC. 7) Ludgershall in Bloom - War Memorial/Rose Garden needs to be nominated by outside person in light of our sponsorship. 7) Butt Street planning application refused. A proposal from the Chair C'llr Williams that these minutes should be signed as a true copy, seconded by C'llr Giles, carried.

5. Correspondence

a) Ringway Parkman - Consultation on 20mph Zone at Simonds Road, Stable Close, Johnson Way & Drovers View, Ludgershall, comments by 21st April 2006, no objections raised.

b) WCC - Consultation on Waste Sites Allocation DPD - Issues & Options, agreed in principle but not on Business Park site, C'llr Beard will contact KDC on this issue, remit to Finance & Policy committee.

c) Wiltshire Highways Partnership - Parish Lengthsmen Programme 2006/07 received for

                                                           Invite to Annual Highways Meeting - C'llr Newman

                                                           Volunteered.

d) KDC - New funding for Play Area Provision - Big Lottery Fund of approximately £200,000-00p for the KDC area. PC to provide list of play area provision within the Parish, which they manage.

e) Tidworth Trust - confirms Ofcom has awarded Castledown Radio their FM licence, thank you to every one for support over the last 2 years.

f) defra - Clean Neighbourhoods & Environment Act 2005 a new guide available, clerk to request a copy.

g) TVBC - Core Strategy Development Plan Document received for information.

h) Newsletters and other correspondence received given to relevant committees, who will report back if necessary.

6. County & District Councillors' Report  see above for County Councillor Connolly  & District Councillor Miles.

District Councillor P. Richardson a written report circulated covering Pulse, LYPIG meeting and Wiltshire & Swindon Neighbourhood Watch Association.

District Councillor Beard circulated leaflets from KDC on ‘What have we done for you in 2005/06.

7. Committee Reports

Allotment & Cemetery Management Committee - C'llr Gibbs reported insufficient councillors to form a quorum.

Planning Committee - C'llr J. Gardner reported on 2 meeting held during the month, minutes had been circulated: - Meeting held 16thMarch 2006 -1) Site 23 - east junction lack of crossing safety, access/egress from properties 57 & 59 Tidworth Road & cycle crossing point in Tidworth Road. Chairman reported @ TCAP meeting that traffic lights would not be linked, agreed to invite St Modwen's to Finance & Policy meeting.

Meeting held 27th March 2006 - 1) Amended plans for Erskine House, High Street, original observations/objections not addressed and block C on plan now too close to High Street & 3 bedroom house near to Pub should be dropped as considered over development of site. SHA had also contacted the Chairman re letter from Mr K.A. Gardner.

C'llr J. Gardner proposed this report should be approved, seconded by C'llr Blackmore, carried.

Recreation, Leisure & Environment Committee - C'llr Blackmore reported, minutes had been circulated: - 1) Damage to Pretoria Road slide, works order issued. 2) Further investigation will be carried out into storing Christmas lights at the Pavilion. 3) Car Boot Sale in Recreation ground is an option but further discussion with PCC necessary regarding insurance and control re parking. C'llr Blackmore proposed this report should be approved, seconded by C'llr J. Gardner, carried.

Finance & Policy Committee - C'llr Giles reported, minutes had been circulated: -

1) KDC confirms the commuted sum from St James Street development can be used to provide equipment in Recreation Road and any surplus to assist in the repair of Pavilion roof. 2) Letter of engagement sent to solicitor. The following payments were approved and the necessary cheques drawn: -

8. Any Other Business  Mrs S. Long from Kennet CAB would like to give a presentation at May meeting re funding the local bureau held at Tidworth, agreed.

Clerk asked to investigate notice of a petition at Savernake Hospital re ‘Closure'.

There being no further business to discuss the meeting closed at 9-35pm.
